INVITATION TO BID: COOK SCHOOL
SANITARY SEWER REHABILITATION
MCMINNVILLE, OR

Sealed bids for the COOK SCHOOL SANI TARY SEWER REHABILITATION, Project No. 2014-9 will be received by Roy Markee, Project Manager, at the Community Development Department, 231 Northeast Fifth Street, McMinnville, Oregon 97128, until the bid closing time of 2:00 p.m., on the 23rd day of February 2016, at which time the bids will be publicly opened and read. Bidder shall submit the required first-tier subcontractors disclosure form within two working hours of the bid closing time. Bidders whose bids and/or disclosure statements are received after the stated times will be considered non-responsive and their bids will not be considered.
The scope of work being considered is to install new, repair, or replace approximately 9,382 linear feet of sanitary sewer mainline ranging from 6 to 18 inches in diameter and install approximately 1,675 linear feet of new storm sewer ranging 10 to 15 inches in diameter. Construction methods utilized for the improvements will include open trench excavation, cured-in-place pipe, and pipe bursting. Work includes installation of new manholes and service lines, service line reinstatement, closed circuit pipe television inspection, traffic control, testing, bypass pumping, catch basins, abandonment, and other miscellaneous items. The scope of work also includes repair or replacement of existing curb and sidewalk, curb ramp reconstruction, pavement trench patching, grind and inlay paving, and other associated items to complete the work.

Contractors must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the City. The City will only consider contractors who are able to demonstrate prior experience with similar work. The City may investigate to determine the qualifications of the bidders as part of the evaluation of the bids.
This project is for a public improvement subject to the prevailing rate requirements of ORS 279C.800 to 279C.870. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this project. No bid shall be considered unless the bidder is registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.
Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the City in an amount equal to ten percent (10%) of the amount bid.
The City reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interest of the City.
The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding by the City that it is in the public interest to do so.
