ASBESTOS ABATEMENT & PIPING/EQUIPMENT DEMOLITION

The contract terms, conditions and specifications may be reviewed for the Oregon School for the Deaf Boiler Plant Asbestos Abatement & Piping/Equipment Demolition, located at 999 Locust St NE, Salem Oregon 97301 for the State of Oregon and sealed bids will be received
and publicly opened on February 23, 2016, at 2:00 PM at DAS Enterprise Asset Management (formerly Facilities Division), 1225 Ferry St. SE, U100, Salem, OR 97301-4281. Contact for this solicitation is Larry Befus, Project Manager at (503) 373-7110.
The scope of work for the Project includes: abatement of asbestos-containing thermal system insulation; complete demolition of three boilers; demolition of associated piping, tanks, vessels, and other equipment within the existing steam plant; complete demolition of steam and condensate distribution piping; selective demolition of hot water piping; demolition of heat exchangers, steam heat radiators, coils, unit ventilators, and other equipment as necessary to facilitate campus-wide steam plant and piping upgrades.
This contract is for a Public Work subject to ORS 279C.800 through 279C.870.
MANDATORY PRE-BID CONFERENCE:
Part 1: A mandatory pre-bid conference will be held on February 8, 2016 at 8:30 AM (PST), at the Oregon School for the Deaf (OSD) Campus, located at 999 Locust St NE, Salem Oregon 97301, in Building # 16 the New Dorm Building (see ITB Attachment C – Campus Map).
An attendance list will be provided for the pre-bid conference and sign in by Bidders is mandatory.
Part II: A mandatory pre-bid site tour will be held on February 8, 2016 at 1:30 PM (PST) at the OSD Campus located at 999 Locust St NE, Salem Oregon 97301.
The site tour will begin at Building # 13 the Administration Building (see ITB Attachment C – Campus Map).
All pre-bid site tour attendees are required to sign in at the reception counter in the lobby of the Administration Building and obtain a visitor badge. A separate attendance list will be provided for the pre-bid site tour and sign in by Bidders is mandatory.
Any statements made at this
conference will not change the Plans, Specifications or other Contract Documents unless an Addendum has been issued from DAS and advertised on the ORPIN System.
BIDDERS OR THEIR REPRESENTATIVE ARE REQUIRED TO ATTEND THIS MANDATORY PRE-BID CONFERENCE. BIDS WILL ONLY BE EVALUATED FROM BIDDERS OR THEIR REPRESENTATIVE WHO REGISTERED AND ATTENDED THE MANDATORY PRE-BID CONFERENCE, AND ALL OTHER BIDS WILL BE CONSIDERED NON-RESPONSIVE.
SITE ACCESS: Additional site access will NOT be provided to allow Bidders access to the site.

Offerors may order hardcopies of the ITB, addenda and most attachments from selected Plan Centers. Additional Plan Centers or other vendors may make hardcopy documents available, but the Department of Administrative Services (DAS) is not responsible for which Plan Centers and vendors will participate. Offerors who obtain documents through Plan Centers or other vendors are responsible for ensuring they have all addenda. Costs for these documents and any associated delivery costs are as quoted by the Plan Center or vendor selected by the Offeror. All costs of these documents are at Offeror’s expense. Terms of payment are as stipulated by the Plan Center or vendor and are not regulated by the State. DAS is not responsible for Plan Center or vendor customer services policies
Offer(s) may be rejected if not in compliance with bidding procedures and requirements. Any or all offers may be rejected if in the public interest to do so.
