BUDDHIST TEMPLE

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning and Zoning Hearings Board, at or shortly after 6:30 p.m., on Wednesday, March 16, 2016, in the Shirley Huffman auditorium of the Hillsboro Civic Center, 150 East Main Street, Hillsboro. At this hearing, the Board will consider a request for conditional use approval for a new Buddhist Temple in the I-G Industrial General zone, on a property approximately 0.17 acres in size. The site currently contains an existing building and accessory structures, which will all be removed to allow for construction of a new two-story facility, approximately 3,172 square feet in size. The new proposed facility will include a public meditation hall for worship services at the front of the building, while the rear of the building will contain a residence for the residing monks as well as a library, Sunday school space and a plaza/greenhouse breezeway. The applicant has also submitted a concurrent Development Review application (Case File No. Development Review 005-16), which will be noticed and processed separately by administrative review. The property owner and applicant is Oregon Buddhist Vihara, Inc. and the applicant’s representative is Annemarie Skinner, Emerio Design.

The subject property is generally located north of SE Cedar Street, south of SE Walnut Street, east of S 1st Avenue and west of SE 2nd Avenue, and can be specifically identified as Tax Lot 8100 on Washington County Assessor’s Tax Map 1S2-06BB, addressed as 148 SE Walnut Street. The applicable approval criteria for a Conditional Use application may be found in the Hillsboro Community Development Code (CDC), Section 12.80.020. The staff report on this matter will be available on Wednesday, March 9, 2016 at 4:00 p.m. The staff report, the application materials, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 East Main Street, 4th floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 East Main Street, Hillsboro, Oregon 97123, on or before the hearing date. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
