INVITATION TO BID: AQUIFER STORAGE AND RECOVERY (ASR) NO. 5 WELL
DRILLING PROJECT #3074-16B

The City of Beaverton is accepting sealed bids until 2:00 PM on Wednesday, March 23, 2016 for the AQUIFER STORAGE AND RECOVERY (ASR) NO. 5 WELL DRILLING PROJECT (CIP #4021D). Bids must be submitted by mail, courier or hand carried. To be deemed received, hand carried bids must be received only at the following location; Finance Utility Billing Counter, Purchasing Division, Attn: Terry Muralt, Purchasing Agent, located on the 4th Floor, 12725 SW Millikan Way, Beaverton, OR (please note new location – City Hall Offices have moved). Upon request, the City will issue a written receipt stating date and time bid was received. Bids mailed through the U.S. Mail should be sent to PO Box 4755, Beaverton, OR 97076. Mailed bids will be date and time stamped when received in the Purchasing Office. Date and time of receipt and not the date of mailing controls.
Bids will be publicly opened and read at 2:00 PM in the Klamath River Conference Room #442 located on the 4th Floor. Bids will not be accepted after the bid closing time and date. Faxed or e-mailed solicitation responses are not acceptable. All bidders must complete and submit the First Tier Subcontractor Disclosure Form AND Form 1 – Good Faith Effort Program Subcontractor & Self-Perform List no later until 4:00 PM on March 23, 2016 to the Finance Utility Billing Counter located on the 4th Floor of The Beaverton Building or by Fax: 503-526-2490 or by email: bidmail@BeavertonOregon.gov.
The proposed project consists of drilling an ASR production well (intended for municipal use) up to 1,000 feet below ground surface. The project also includes converting existing ASR No. 1 (located adjacent to the proposed ASR No. 5) to a nested monitoring well that isolates three interflow zones. All work under this contract shall be completed within 160 calendar days from the Notice to Proceed. The Engineer’s estimate for this project is $1,000,000. This project is partially funded by the Safe Drinking Water Revolving Loan Fund (SDWRLF), and must comply with federal SDWRLF requirements and documentation.
A NON-MANDATORY PRE-BID MEETING for this project will be held at the Sorrento Water Works Facility, located just west of the intersection of SW 135th Avenue and SW Hanson Road, on March 9, 2016 at 10:00 AM, to provide prospective bidders with the opportunity to ask questions related to bidding or building the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders.

Prior to submission of its bid, bidder shall be registered with the Oregon Construction Contractors Board. In order to submit a bid, bidders shall be qualified in accordance with the applicable parts of ORS 279C.430 through ORS 279C.450, shall hold an Oregon Water Supply Well Contractor’s license, and shall comply with the requirements listed in the instructions to bidders, including the specific well drilling and experience qualifications referenced therein. The contract expected to be awarded in connection with this solicitation is subject to the state prevailing rates of wage under ORS 279C.800 to 279C.870 and/or the federal prevailing rates of wage under the Davis-Bacon Act (40 USC 3141 et seq.).
