REQUEST FOR PROPOSALS: CROOK COUNTY RV PARK – PAVEMENT PROJECT

Two Alternative Bids are sought regarding this solicitation.
ALTERNATIVE #1: Work generally consists of the repaving of the main drives, RV parking stalls, and RV pads within the Crook County RV Park. Work includes cut out and removal of tree roots where required to create a level surface; replace with 6″ of 3/4 – 0 rock compacted followed by 2″ of HMAC Level II, 1/2″ maximum, PG 64-22 oil, match all existing elevations for drainage. Crack seal all existing cracks in asphalt and apply two (2) coats of Carbon Seal Coat. Re-stripe areas back to original markings. All work shall be completed no later than May 1, 2016.
ALTERNATIVE #2: Grind/remove and replace 435 tons of AC. Add 54 tons of base under specified areas that have settled and cracked. Cut and remove specified sections of AC and roots in the site numbers identified by staff (41 sites total). Seal all cracks in the existing AC of the entire park which amounts to approximately 1000 lineal feet. New AC at 2 inches on 41 sites identified in the full Request for Proposals. All work shall be completed no later than May 1, 2016.

PROPOSALS
Sealed proposals for the work described above must be received by Crook County Administration Office by the deadline. Each bid shall be enclosed in a sealed envelope and hand-delivered or mailed to Crook County Courthouse, Administration Office, 300 NE 3rd Street, Room 10, Prineville, OR 97754, and will be placed in the “Bid Box” at the Administration Office. The bid must be received not later than 2:00 p.m., as determined by the bid clock located in the Administration office on or before Thursday, March 31, 2016. No bid received after that time will be opened or considered. No electronic (via fax or email) submissions will be accepted.
Proposals for the work described above will be publicly opened and read at 4:00 p.m., Thursday, March 31, 2016, at the Crook County Administration Office, 300 NE 3rd Street, Room 10, Prineville, OR 97754. Apparent low bidder to be announced at that time. First Tier Subcontractor Disclosure will be required by 4:00 p.m., Thursday, March 31, 2016.
The intended award will be announced during the County Court Meeting scheduled for Wednesday, April 6, 2016, at 320 NE Court St., Prineville, OR 97754, with the final execution of the contract to follow within seven (7) days thereafter.
A Mandatory Pre-Bid Meeting will be held on Tuesday, March 22, 2016, at 10:00 a.m. at the Crook County R.V. Park, 1040 S. Main Street, Prineville, OR 97754.
This is a prevailing wage project. The bidder will comply with the prevailing wage rate provisions as required by ORS 279C.800 through 279C.870. No bid will be considered unless the bid contains a statement by the bidder that ORS 279C.840 and 40 USC 276 (a) relating to prevailing wage rate will be complied with.
All bidders must be “Equal Opportunity Employers” and comply with the appropriate provisions of state and federal law. All bidders shall be required to comply with ORS 656.017 regarding workers’ compensation unless they meet the requirements for an exemption under ORS 656.126. Bidder, contractor, and/or subcontractor are required to be licensed with the Construction Contractor’s Board or the bid will not be received or considered. The project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. This project does not require a Contractor to be licensed with the State Landscape Contractor’s Board pursuant to ORS 279C.365(k).
Each bid must be submitted on the required form and be accompanied by a cashier’s check, certified check, irrevocable letter of credit per ORS 75.1020, or surety bond payable to “Crook County” in an amount of not less than ten percent (10%) of the amount of the bid.
COMPLETION TIME LIMIT: All work under the contract shall be completed by the fixed date of May 1, 2016.
CLASS OF PROJECT: This is a Crook County/Crook County Parks & Recreation funded project. No Federal-Aid funds are involved.
ENGLISH UNIT PROJECT: Use appropriate English units only for measurements, submittals, shop drawings, calculations, materials certifications, delivery tickets, and all other documents submitted for work performed under this project.
WORKING HOUR RESTRICTIONS: Any and all construction operations will be conducted between the hours of 7:30 a.m. to 5:00 p.m. Monday through Friday. No work will be performed Saturdays, Sundays, or legal holidays.
Bidders are cautioned against basing their proposals on a booklet or other documents bearing any different descriptions, dates, or class project. Only the bidding documents obtained directly from Crook County may be used to submit bids.

Crook County reserves the right to accept the bid and award the contract to the lowest responsible bidder, which is in the best interest of the County, to postpone the acceptance of bids received and the award of the contract for a period not to exceed thirty (30) days, or to reject any and all bids received and further advertise for bids.
