ADVERTISEMENT FOR BIDS: BID #090 – FLOORING REPLACEMENT IN DOUGLAS COUNTY JUSTICE BUILDING FOR
DOUGLAS COUNTY BUILDING FACILITIES
DOUGLAS COUNTY, OR

Douglas County, Oregon is accepting bids for removal and installation of flooring in various areas of the second floor of the Douglas County Justice Building, 1036 SE Douglas, Roseburg, Oregon. Approximately 8,000 square feet of flooring will be replaced.
Bid responses must include an indication as to whether the bidder is a “resident bidder” as defined in ORS 279A.120. A “resident bidder” means a bidder that has paid unemployment taxes or income taxes in this state during the 12 calendar months immediately preceding submission of the bid, has a business address in this state, and has stated in the bid whether the bidder is a “resident bidder.”
Bids must be submitted acknowledging this is a Prevailing Wage project.
A pre-bid walk-through of the area for interested bidders will be held Friday, May 27th, at 2:00 p.m., at the Douglas County Building Facilities office (1036 SE Douglas Avenue, Justice Building Rm 116, Roseburg, Oregon) to discuss the work. The pre-bid walk-through is mandatory. A bid will not be accepted from a bidder who did not either attend in person or have an authorized representative at the pre-bid conference. This project is a “public work” as defined by ORS 279C.800(6). No bid will be received or considered unless the bid states that the bidder will comply with ORS 279C.800 to 279C.870 concerning payment of prevailing wage rates for public works contracts and unless the bid is accompanied by a surety bond of 10% of the bid amount. Pursuant to ORS 279C.836, the contractor and every subcontractor must have a public works bond in the amount of $30,000 filed with the Construction Contractors Board before starting work on the project, unless exempt under ORS 279C.836(7) or (8).
No bid will be received or considered unless the bidder is either registered with the Construction Contractors Board pursuant to ORS Chapter 701 or will be engaging a contractor who is registered with the Construction Contractors Board. In either case, the person(s) who will perform the work must be qualified to perform the work under the criteria stated in ORS 279C.375 and other applicable laws. A license for abatement of asbestos issued pursuant to ORS 468.720 et seq. is not required.

Bids must be in writing, sealed, and delivered to: Douglas County Building Facilities Department; Room 116, Justice Building; 1036 SE Douglas Ave.; Roseburg, OR 97470, by 4:00 p.m., June 7, 2016. Bids will be opened at the regularly scheduled Board of Commissioners meeting Wednesday, June 8, 2016, at 9:00 a.m.
Bids received after 4:00 p.m., June 7, 2016 will not be received or considered. Bids may not be withdrawn after the time set for opening. After bid opening, once tabulated, bids and supporting bid documents will be available for public inspection.
Douglas County may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding by the Board of Commissioners that it is in the public interest to do so.
