Scope of Work and Bid Instructions
Summary: The Forest Grove School District is requesting design-build proposals for the sports field lighting and track surfaces for the Dick Hendricks stadium located at 1401 Nichols Lane, Forest Grove Oregon 97116. These proposals must include at a minimum the removal of existing lights and poles and the installation of new energy efficient lighting, galvanized poles, and remote control system.
The successful bidder must provide a “draft” design along with a “Bill of Materials” for all equipment proposed. All designs must meet state and local codes. All bidders must be able to secure a public works bond. All bidders must comply with current Prevailing Wage statues and provide all related documentation.
A mandatory site visit is scheduled for 2:00 PM, Wednesday, May 11, 2016; Dick Hendricks Stadium located at 1401 Nichols Lane, Forest Grove Oregon 97116.

Scope of Work: The lighting project at Dick Hendricks stadium will require a system that is engineered to meet accepted light standards (i.e. Field – 30 foot candles and Track – 10 foot candles). The system will need to meet structural code and wind speeds (2012 IBC, 120 MPH) or as required by local and state authorities prior to purchase. This project will require the removal of existing lights and poles. The new system will need to be placed in a position to maximize energy savings and lighting design. The current electrical system will need to be evaluated and if necessary the new installation should be included as a separate line item in the proposal. Any service contracts or maintenance plans will need to be shown as a separate line item in the proposal.
The Contractor is responsible for all permits and permit fees. Contractor must provide a base labor rate for any services beyond the proposal. This will be a prevailing wage project and Contractor will be responsible for provide all required documentation.
Complete, responsive bid packets must include:
1. A $1,000,000 liability insurance certificate.
2. Evidence that the Contractor has or can secure a public works performance bond.
3. A statement acknowledging that this is a prevailing wage project, that the Contractor will provide certified payroll reports, and acknowledgement of wage rates applicable.
4. A work plan, indicating sequence of work, crew size, and a calendar schedule of the required work.
5. Completed project bid form
Bid proposals will be evaluated using price, proposed work plan, and experience on similar projects. All bids received that do not contain all elements noted above and not completed will be disqualified.
