INITIAL PUBLIC NOTICE

The City of Milwaukie and Clackamas County are applying for Flood Mitigation Assistance and Hazard Mitigation Grant Program (DR-4258) funding from the Federal Emergency Management Agency (FEMA) to fund the buyout or elevation of homes along Southeast Rusk Road. Pursuant to 44 CFR Part 9.12, FEMA gives early notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands.

The project site is located in or affects the floodplain of Mount Scott Creek. The purpose of the project is to reduce future flood damages and associated costs to the National Flood Insurance Program (NFIP), reduce use of emergency service resources provided by the City or County, and reduce economic and social disruption of the homeowners in future flood events. The proposed action may include voluntary acquisition and demolition or elevation of homes. Homes that are elevated will be in compliance with the City or County’s NFIP floodplain management regulations. Acquired homes will have all structures and paved areas demolished and the lot returned to open space in perpetuity.

Comments concerning the proposed action will be accepted from the affected public; local, state and federal agencies; and other interested parties in order to consider and evaluate alternatives and the environmental impacts of the proposed action. Comments should be made in writing, sent to the point of contact listed below, and postmarked within 15 days of publication of this notice.
