INVITATION TO BID: MAIN FIRE STATION SEISMIC REHABILITATION

The City of Newport hereby requests a lump sum bid to furnish all labor, equipment and materials for the construction of seismic retrofit to the existing 9,274 square foot wood framed and precast concrete wall two story fire station. The base bid work will include all incidental items required to deliver a complete package suitable for occupancy and operation by The City of Newport.
Plans and specifications will be available for public view on August 18th, 2016. Said documents may also be obtained via ORPIN. The project will be a public improvement project subject to ORS 279C.800 to 279C.870, prevailing wages.
This bid packet adheres to Division 47 of the Public Contracting Rules Section 137-047-0255 “Competitive Sealed Bidding”.

A voluntary pre-bid meeting will be held August 30th, 2016 at 11:00 AM, on site at Newport Fire Station located at 245 NW 10th Street, Newport OR, 97365.
BIDS DUE: 2:00 PM, September 20th, 2016.
Written sealed bids in envelopes marked “City of Newport – Main Fire Station Seismic Rehabilitation” shall be delivered or mailed to Timothy Gross, PE, City Engineer, City of Newport, at 169 SW Coast Highway, Newport OR, 97365. Only bids from licensed contractors will be accepted. No bid shall be considered if received later than 2:00 PM, September 20th, 2016. The bids will be publicly opened and read thereafter in the City of Newport Council Chambers. Subcontractor disclosure will be due 4:00 PM, September 20th, 2016.
Anticipated date for Notice of Intent to Award will be published September 26th, 2016. Anticipated date for Notice to proceed is October 3rd, 2016.
SCOPE OF WORK INCLUDES: The rehabilitation will be accomplished by means of adding lateral force resisting system elements where necessary per plans provided, and ensuring a proper load path to the foundation elements. New elements will consist of positive connections to the diaphragm with new framing and hardware installation, infill wall framing, blocking, strap ping, wood wall sheathing, and positive connections to the foundation with new and post installed anchors and hold downs. In addition, new micropile foundations below all load bearing walls, exterior walls, shear walls, & load bearing columns will be installed to prevent any settlement of the building due to soil liquefaction. The contractor will be responsible for all aspects of demolition (asbestos abatement will be managed under a separate contract) and construction necessary for the completion of all work illustrated in the accompanying plan set. All aspects of construction are to be scheduled between October 4th 2016 and January 31st 2016. Work for this project is expected to start October 4th 2016 and expected to be complete January 10th 2016. Liquidated damages will be incurred at a rate of $200.00/Day until substantial completion of project, if work continues past January 31st 2016. The project is being funded by a grant with a finite budget and penalties accrued will be deducted from the funds available to the contractor per the rate stated above.
The City of Newport reserves the right to postpone the award of the contract for sixty (60) days and may reject any bid not in compliance with all prescribed public bidding procedures and requirements on the solicitation documents, and may for good cause reject any or all bids upon a finding of the City it is in the public interest to do so. The City of Newport reserves the right to rescind the award of any contract at any time before the execution of said contract by all parties without any liability against the City. All bids are subject to Oregon Law bid procedures and City of Newport public contracting rules.

Prevailing Wage Rates
This job will be a prevailing wage job subject to Oregon Bureau of Labor and Industries (BOLI) standards.
Estimated Construction Cost
The engineer’s opinion of probable construction cost is $1,021,847.00.
Bid Bond
The estimated Bid Bond amount is assumed to be the industry standard of 10%.
