The City of Lebanon, Oregon requests proposals from Construction Manager/General Contractor (CM/GC) firms to provide CM/GC services for pre- construction and construction of the Water Treatment Plant Project, Bid Package 2 – Intake, Raw Water Pump Station, and Water Treatment Plant. The project generally consists of a new water intake on the South Santiam River, new raw water pump station, and new 4.5 million gallon per day (initial capacity) membrane water treatment plant (WTP).
The City of Lebanon intends to enter into a CM/GC contract with a CM/GC firm for the project with preconstruction services and provisions for adding construction services through acceptance of a guaranteed maximum price by contract amendment. CM/GC preconstruction services shall include assistance to the City to identify significant scope changes required for the project to be within the City’s funding goal of $22 million to $23 from the bid amounts received on May 24, 2016, which ranged from $28.9 million to $34.9 million.
Sealed proposals in response to this solicitation must be submitted to Ron Whitlatch, Engineering Services Director, at Lebanon City Hall located at 925 Main Street, Lebanon, Oregon 97355, by 3:00 PM local time on September 8th, 2016. The outside of the packages containing the proposal shall identify the project, “CMGC Proposal for “Water Treatment Plant Project, Bid Package 2 – Intake, Raw Water Pump Station, and Water Treatment Plant, City Project No. 10706”, and the name and address of proposer. Proposals submitted after the above specified date and time or with incomplete or incorrect information will be considered non-responsive.
This project is funded in part with a financial award from the Special Public Works Fund, funded by the Oregon State Lottery and administered by the State of Oregon, Development Department. Construction projects assisted in whole or in part with the Safe Drinking Water Revolving Loan Fund Program (SDWRLF) must be carried out in compliance with Federal Davis Bacon and Related Acts and the Oregon Bureau of Labor and Industries (BOLI) requirements. Good Faith Effort – contractors and subcontractors that perform work on the project must take steps to solicit and to contract with Disadvantaged Business Enterprises.

All proposals shall be submitted in the prescribed form and in the manner as indicated in the solicitation documents. The City of Lebanon reserves the right to award the contract to the CM/GC firm deemed to be the most qualified, to seek clarifications of any or all proposals, to postpone the acceptance of the proposal, or to reject any and all proposals received.
