NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN, that on November 7, 2016, the City Council of the City of North Plains will hold a Public Hearing to review two proposed annexations to the City. The North Plains Planning Commission conducted their public hearing on these two applications on May 11, 2016 and recommended approval. The proposed annexations are identified as follows:

AN 16-060 North Plains North Annexation Area- located north of NW North Avenue and west of NW 309th Avenue, adjacent to the City Limits. Identified as Tax Lot 200 and a portion of 300 and 400, Tax Map 1N3-01. 76.07 acres proposed for annexation to the City of North Plains. Co-Applicants: Paine Tract LLC and Lone Oak Land and Investment Company

AN 16-061 North Plains East Annexation Area- located south of NW West Union Road and west of NW Jackson School Road, adjacent to the City Limits. Identified as Tax Lots 100 and 200 on Tax Map 1N2-06DC and Tax Lot 100 on Tax Map 1N2-06DD. 45.58 acres proposed for annexation to City of North Plains. Co-Applicants: Jackson Farm Land, LLC, McKay Creek Land, LLC and Polygon Northwest Company

The public hearing will be held on Monday, November 7, 2016 at 7:00 p.m. at the North Plains Senior Center, 31450 NW Commercial Street, North Plains, Oregon. Questions and written comments regarding the proposed changes are welcomed and can be directed to City Manager Blake Boyles at Blake@northplains.org or by calling (503) 647-5555. All interested persons will be given the opportunity to be heard. Copies of the application are available for public review at City Hall, 31360 NW Commercial Street, North Plains, Oregon and the City’s website northplains.org. Copies of the staff report will be available by October 31, 2016.

Written comments will be received until 5:00 p.m. Friday, November 4, 2016 at City Hall, and then at the public meeting. All evidence relied upon by the City to make this decision is in the public record and available for public review at North Plains City Hall, during regular business hours.

A copy of the City’s staff report and recommendation to the hearings body shall be available for review at no cost at least seven days before the hearing, and available online at www.northplains.org. The failure to address an issue with enough detail during the comment period or at the public meeting may preclude an appeal to the Land Use Board of Appeals or Appeals or Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public. The hearing can be closed or continued at the discretion of the City Council. If the hearing is closed, the City Council has the right to extend the time for additional information to be submitted by the public or the applicant. After the comment period closes, the City shall issue a decision. The decision shall be mailed to the applicant and to anyone else who submitted written comments or who is otherwise legally entitled to notice.
