NOTICE IS HEREBY GIVEN that two public hearings will be held before the City Council at or shortly after 7:00 p.m., on Tuesday, November 1, 2016, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro. At the first hearing, the City Council will consider an application for annexation of approximately 110 acres of land located south of the intersection of SE Century Boulevard and SE Davis Road. The City has initiated a zone change on the subject properties to apply multiple residential City zones upon annexation. Following annexation, the applicant intends to develop the area in a manner consistent with the adopted South Hillsboro Community Plan. The second hearing is for a City-initiated zone change on the subject properties to apply multiple City zones on the properties upon annexation. The properties are currently zoned County FD-20 Future Development – 20 acres.

The subject properties can be specifically identified as Tax Lot 800 on Tax Map 1S2-10DC, Tax Lots 300 and 504 on Washington County Assessor’s Tax Map 1S2-15, and Tax Lots 100, 200 and 300 on Tax Map 1S2-15AB, along with a portion of Tax Lot 300 on Tax Map 1S2-10CD and a portion of Tax Lot 1000 on Tax Map 1S2-10DC. The property owners are Pahlisch Homes, et al, and the applicant is Chad Bettesworth, Pahlisch Homes, Inc.

The applicable criteria for an annexation are listed in Metro Code Chapter 3.09.045 and 3.09.050 and Section 12.80.010 of the Community Development Code (CDC). The applicable criteria for a zone change are listed in CDC Section 12.80.160. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Department office.

Annexation of the property would also include its withdrawal from the following districts: Washington County R.F.P.D. #2. The annexation staff report will be available on Monday, October 17, 2016 at 4:00 p.m. The zone change staff report will be available on Tuesday, October 25, 2016 at 4:00 p.m. The complete application, staff reports, and all related criteria are available at the Hillsboro Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 East Main Street, Fourth Floor, Hillsboro, Oregon.

All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 E Main Street, Hillsboro, Oregon 97123, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference the Case File No. on all written testimony.

Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
