HAMLIN MIDDLE REPLACEMENT SCHOOL PROJECT #16-17/09

NOTICE IS HEREBY GIVEN that sealed proposals are requested from qualified firms to provide professional consulting services for the planning and/or assistance with the provision of furnishings for one replacement middle school currently under construction and scheduled to open in January of the 2017-18 school year. Proposals will be received by Gregory A. James, CPPO, CPPB, Purchasing Services, Springfield Public Schools, phone 541-726-3244, fax 541-726-3314, e-mail: greg.james@spring field.k12.or.us. Proposals must be received on or before November 1, 2016, by 2:00 pm at Springfield Public Schools, 525 Mill Street, Springfield, Oregon 97477-4548, Attn: Gregory A. James, CPPO, CPPB. Proposals received after the designated time and date will be returned unopened.
Request for Proposal (RFP) Packages, containing submittal requirements may be obtained on or after October 11, 2016, from Gregory A. James, CPPO, CPPB, Purchasing Services, by emailing a request to greg.james@springfield.k12.or.us or at the Purchasing Office, 525 Mill Street, Springfield, Oregon. Bidders may obtain electronic copies following the RFP release date stated above at no charge from the Oregon Procurement Information Network (ORPIN) located on the web at http://orpin.oregon. gov/open.dll/welcome.
A Mandatory Pre-Proposal Conference has been scheduled for 2:00 PM on Tuesday, October 18, 2016 at Springfield Public Schools Administration Building located at 525 Mill Street in Springfield, Oregon. The purpose of this conference is to review the proposal requirements and answer questions associated with services required by the District. Proposers must be in attendance to be eligible to respond to this RFP.
The successful proposer(s) will be required to provide Worker’s Compensation coverage for employees. Proposers are required to certify nondiscrimination in employment practices, and identify resident status as defined in ORS 279A.120.
Pre-qualification of proposers is not required. All proposers are required to comply with the provisions of Oregon Revised Statutes and the District Board Policy. Attention is directed to ORS 244, Government Ethics; ORS 279, Public Contracts and Purchasing and State of Oregon Department of Justice Attorney General’s Model Public Contract Rules Manual.
Springfield Public Schools reserves the right; to negotiate any terms, conditions, or price prior to award to reject any or all proposals not in compliance with public proposal procedures; to postpone award of the contract for a period not to exceed sixty (60) days from date of proposal opening; to waive informalities in the proposal; to select the proposal which appears to be in the best interest of the District.
