NOTICE IS HEREBY GIVEN that a public hearing will be held before the Scappoose City Council, beginning at 7:00 p.m., on Monday, April 21, 2014, in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue, Scappoose, Oregon. At this hearing the City Council will consider the Planning Commission’s recommendation to rename Casey Street to J. P. West Road.

Casey Street is one block long, extending from US Highway 30 to SW 1st Street. The street signs presently state “J. P. West Road” even though the current legal name is Casey Street. A map of the applicable segment of street, as well as other records concerning this matter are available in the Scappoose Community Development Center office at 52610 NE 1st Street, Scappoose, Oregon during working hours or by calling (503) 543-7184.

All interested persons are invited to attend the hearing and will be given an opportunity to be heard concerning the proposal. Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or fax comments to (503) 543-5679.

Notice is hereby given that the Owner, City of Scappoose, will receive sealed bids for:
JP West Road Bridge Water System Improvements according to the Drawings and Project Manual and accepted by the Owner and described in general as: replacement of the existing water line system crossing South Scappoose Creek, in conjunction with the replacement of the JP West Road Bridge.  The Bridge work will be done by a separate contractor.  The approximate length of the new piping is 402 feet.

Pre-Bid Conference. A pre-bid conference is not planned for this project.  The project site is located within public right-of-way.
Bid Opening. Sealed bids will be received until 2:00 p.m. (Pacific Standard Time) on Thursday April 10th at City Hall located at:

Bids received after the stated date and time will not be accepted. No Facsimiles will be accepted.  The submittal envelope shall be marked, “Bid for Scappoose JP West Road Bridge Water System Improvements” or similar wording.  A public bid opening will be held shortly after closing in the Scappoose City Council Chambers. Interested parties are invited to attend.
In accordance with State law, first tier subcontractor forms are due two (2) hours after the bid closing time.
Bid Security. Prospective bidders shall enclose with each Bid a surety bond, cashier’s check, or certified check of the Bidder, made payable to the City of Scappoose, for 5 percent (5%) of the Bid as Bid Security.  The bid bond/check shall be given as a guarantee that the bidder will execute the contract, if it be awarded, in conformance with the Contract Documents and shall provide the surety and bonds as specified herein within fifteen (150 days after notification of award of contract to the bidder.
Oregon Public Contracting Laws. Bidders are required to comply with applicable bidding and contracting procedures and all applicable State of Oregon Public Works contracting rules and regulations.
Owner Reservations. The Owner reserves the right to reject any and all bids or to waive any irregularities or informalities in any bid.

The Scappoose Planning Commission has scheduled a Quasi-Judicial Public Hearing to consider applications for two Sensitive Lands Development Permits for replacement of the JP West Road bridge over South Scappoose Creek. The first application (SLDP1-14) is for construction in the floodplain and the second application (SLDP2-14) is for construction in the South Scappoose Creek riparian corridor. The application has been submitted by David Evans and Associates Inc. and the Columbia County Road Department.

The meeting is scheduled for Thursday, April 3, 2014, at 7:00 p.m. in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue.

Sensitive Lands Development Permits are Quasi-Judicial Public Hearings. Both verbal and written testimony will be considered.

The Planning Commission’s decision on the above public hearing items must be based on findings that a specific set of criteria have been or have not been met. Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.84 (Sensitive Lands–Flooding), 17.89 (Sensitive Lands–Fish and Riparian Corridor Overlay), and 17.162 (Procedures for Decision Making–Quasi-Judicial).
