The Scappoose School District Board of Directors extends an invitation for patrons wishing to apply for the Budget Committee position currently available.

There are three vacancies for a two-year appointment which will expire on 6/30/2017.

To be eligible for appointment, applicants must not be an officer or employee of the District and be a qualified voter of the District.  Interested patrons may acquire an application at the Scappoose School District Office, 33589 SE High School Way, Scappoose, Oregon from 8:00 am to 4:30 pm Monday through Friday.  Application deadline: 4:00 pm Friday, January 30, 2015.

NOTICE IS HEREBY GIVEN that the Scappoose Planning Commission will hold a Quasi-Judicial Land Use public hearing on January 22, 2015 at 7:00 p.m. in the Scappoose City Hall Council Chambers, 33568 E. Columbia Avenue, in the City of Scappoose, Oregon, in regard to the following matter:

Kirsten Van Loo has requested approval of an application for the proposed Annexation (ANX2-14) and Zone Change (ZC2-14) of approximately 2.3 acres described as Columbia County Assessor Tax Lot number 30118BB-01200. The site is located at 51956 SE 6th Street. Based on the requirements of the Scappoose Development Code, if this property is annexed it would automatically receive the Low Density Residential (R-1) zoning designation since the site has a “Suburban Residential” Comprehensive Plan Map designation.

The Planning Commission may make a recommendation to the City Council to approve, approve with conditions or deny an annexation application based on findings that a specific set of criteria have been or have not been met. Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.22 (Amendments to the Title, Comprehensive Plan, and Maps); 17.44 (R-1, Low Density Residential); 17.136 (Annexations); and 17.162 (Procedures for Decision Making–Quasi-Judicial). The Municipal Code may be found online at http://www.ci.scappoose.or.us/.

Both written and oral testimony will be taken. If subsequently approved by the City Council, this request will go before the electorate in May 2015. Written comments may be submitted to City of Scappoose, City Planner, 33568 E. Columbia Ave., Scappoose, Oregon 97056 by 5:00 p.m., Wednesday, January 21, 2015.

Failure to raise an issue in person, by letter, or fax prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue. The failure of the applicant to raise constitutional or other issues relating to proposed conditions of approval with sufficient specificity to allow the Planning Commission to respond to the issue precludes an action for damages in circuit court. The applicant and any person who submits written comments will receive notice of the decision.

The decision-making criteria, application, and records concerning this matter are available in the Scappoose Community Development Center office at 52610 NE 1st Street, Scappoose, Oregon during working hours. For additional information call (503) 543-7184.

A subsequent hearing by the City Council is scheduled for Monday, February 2, 2015 at 7:00 PM in the Council Chambers.
