Kessi Engineering and Consulting has requested approval for Tentative Subdivision Plat Approval (SB1-14) to subdivide Columbia County Assessor Map No. 3211-AA-01000 into 7 residential lots in the Low Density Residential (R-1) zone. NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing regarding a request from United Pacific Forest Products, who has submitted an application for a Site Design Review for the construction of an approximate 6,875 sq. ft. new Storage Building. The subject property is located on the Manufacturing and Recycling Pallet Site at 34202 Johnson Landing Road, Scappoose, OR; and, identified as Tax Map No. 3119-00-01100, 8.3 acres, zoned Rural Industrial (RIPD).
NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing regarding a request from Northwest Structural Moving, who has submitted applications for a Site Design Review for the construction of an approximate 14,400 sq ft new Storage Building and a two story Office Building; and for a Variance to property line setback for the Office Building. The subject property is located in the Northwest Structural Moving site at 33341 Gilmore Road, Scappoose, OR; and, identified as Tax Map No. 3N2W01-A0-01300, 1.64 acres, zoned Light Industrial (M-2).
SAID PUBLIC HEARING will be held before the Columbia County Planning Commission on Monday, July 20, 2015, at 230 Strand, St. Helens, Oregon, starting at or after 6:30 p.m., at which time proponents and opponents of the proposed application will be heard.
The criteria to be used in deciding the request will be found in some or all of the following documents and laws, as revised from time to time: Oregon Revised Statutes ORS 197.763; Oregon Administrative Rules; Columbia County Comprehensive Plan; Columbia County Zoning Ordinance. The specific criteria applicable to this request is listed and evaluated in the staff report.
A copy of the application, all documents and evidence relied upon by the applicant, and the staff report are available for inspection at no cost and will be provided at reasonable cost at least 7 days prior to the Commission hearing from Land Development Services, County Courthouse Annex, St. Helens, OR, 97051.
If additional documents or evidence are provided in support of the application, any party shall be entitled to a continuance of the hearing. Unless there is a continuance, and if a participant so requests before the conclusion of the evidentiary hearing, the record shall remain open for at least seven days after the hearing.
At each hearing, the applicant has the burden of presenting substantial evidence showing that the application meets all of the applicable criteria. Following presentation of the staff report, the applicant and other persons in favor of the application will be allowed to address the commission, explaining how the evidence submitted meets the applicable criteria. Following the applicant’s presentation, any person in opposition to the application may present evidence and argument against the application. The applicant will then have the opportunity to rebut any evidence or arguments presented in opposition. After the presentation of evidence and arguments, the public hearing record will be closed.
The Commission will then make a tentative decision to be followed by approval of a written order and a statement of findings and conclusions supporting the decision, which will be mailed to all parties at a later date. The Commission may, at its discretion, continue the hearing from time to time at the request of the parties or on its own motion as necessary to afford substantial justice and comply with the law.

The City of Scappoose (City) is requesting qualified individuals and/or Engineering Firms to submit a Statement of Qualifications (SOQ) to provide Consulting Engineering services to the City of Scappoose to prepare a Wastewater Facilities Plan Update.
The Wastewater Facilities Plan Update meeting Oregon Department of Environmental Quality guidelines is anticipated to include, but not limited to the following:
* Summarize and describe the wastewater collection and treatment system
* Project wastewater flows for the 20 year design period for the purpose of collection system and treatment capacity evaluation
* Summarize current permit requirements, estimate future permit requirements, and identify any potential concerns for the City
* Evaluate the collection system’s ability to accommodate the projected wastewater flows and identify deficiencies
* Evaluate the wastewater treatment plant’s ability to meet the requirements of the current and projected NPDES Permit and identify deficiencies
* Develop alternatives for collection system and wastewater treatment plant improvements
* Recommend improvements and develop a Capital Improvement Plan (CIP)
* Complete a rate study incorporating the CIP
* Review and update System Development Charge methodology
* Summarize funding options
* Attend and Present at Public Meetings

Notice is hereby given that the Owner, City of Scappoose, Oregon, will receive sealed bids for the City of Scappoose Biosolids Dredging and Land Application Project.

The project includes dredging and removal of biosolids from the City’s sludge Lagoon No. 2 (approximately 90 feet x 120 feet x 6 feet deep) located at the wastewater treatment plant. Biosolids from the lagoon will be land-applied at a site certified by Oregon Department of Environmental Quality (DEQ) located 0.2 miles (by road) from the Wastewater Treatment Plant (WWTP). The selected contractor will be responsible for the biosolids removal from Lagoon 2, which includes removal and disposal of a grass organic mat, the screening/removal of inert material (e.g., plastics) in the biosolids; handling and transfer of biosolids to the land application site; and land application of the biosolids, including incorporation. The selected contractor will be required to measure and quantify the total amount of biosolids removed during this project.

Pre-Bid Conference. A mandatory pre-bid conference for this project is planned for Wednesday, May 27, 2015 at 10:00 AM at the wastewater treatment plant. Bidders will be required to sign an attendance sheet. Bids from Contractors who are not represented on the attendance sheet will not be considered responsive.

The bid bond/check shall be given as a guarantee that the bidder will execute the contract, if it be awarded, in conformance with the Contract Documents and shall provide the surety and bonds as specified herein within fifteen (15) days after notification of award of contract to the bidder.

Oregon Public Contracting Laws. Bidders are required to comply with applicable bidding and contracting procedures and all applicable State of Oregon Public Works contracting rules and regulations.

Owner Reservations. The Owner reserves the right to reject any and all bids or to waive any irregularities or informalities in any bid.
