A public meeting of the Budget Committee of the Scappoose School District, Columbia County, State of Oregon, on the budget for the fiscal year July1, 2015 to June 30, 2016, will be held at 33589 SE HIGH SCHOOL WAY, SCAPPOOSE OR 97056. The meeting will take place on 4/8/2015, 4/15/2015, 5/20/2015, (5/13/2015 if necessary) at 6:30 pm. The purpose of the meeting is to receive the budget message.  This is a public meeting where deliberation of the Budget Committee will take place.

An additional, separate meeting of the Budget Committee will be held to take public comment.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.  The meeting for public comment will be on May 6, 2015 at 6:30 pm, held at 33589 SE HIGH SCHOOL WAY SCAPPOOSE OR 97056.

Columbia Avenue, Scappoose, Oregon, Columbia County.  This meeting is for the purpose of electing one (1) director for a three year term or until their successor is elected and qualified; and for the transaction of such other business as may come before the meeting.  At said meeting, each landowner shall be entitled to one (1) vote in person or by proxy for each acre of land owned by them in the Company.  Please attend this meeting either in person or by proxy

The annual meeting of the Board of Directors will be held immediately following the close of the annual meeting of landowners.

NOTICE OF LIMITED LAND USE DECISION

The Scappoose Planning Commission has scheduled a Limited Land Use Decision to consider the following application:

Old Jack Properties has requested approval of an application for Site Development Review for a proposed 3,400 square foot addition to the OHSU Medical Clinic to be owned by Old Jack Properties and operated by OHSU. The site is located at 51377 SW Old Portland Road, northwest of the SW Dutch Canyon and SW Old Portland Road intersection, on property described as Columbia County Assessor Map # 3213-CA-03000, 3213-CA-02900, and 3213-CA-03100.

The meeting is scheduled for Thursday, February 26, 2015, at 7:00 p.m. in the Council Chambers of Scappoose City Hall located at 33568 East Columbia Avenue. Site Development Review is a Limited Land Use Decision and does not require a public hearing (verbal testimony will not be considered).

The Planning Commission’s decision on the above items must be based on findings that a specific set of criteria have been or have not been met.  Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.68 (EC, Expanded Commercial); 17.100 (Landscaping, Screening and Fencing); 17.104 (Street Trees); 17.106 (Off-Street Parking and Loading Requirements); Chapter 17.120 (Site Development Review); 17.154 (Street and Utility Improvement Standards); and 17.164 (Procedures for Decision Making–Limited Land Use Decisions).

The Scappoose School District Board of Directors extends an invitation for patrons wishing to apply for the Budget Committee position currently available.

There are three vacancies for a two-year appointment which will expire on 6/30/2017.

To be eligible for appointment, applicants must not be an officer or employee of the District and be a qualified voter of the District.  Interested patrons may acquire an application at the Scappoose School District Office, 33589 SE High School Way, Scappoose, Oregon from 8:00 am to 4:30 pm Monday through Friday.  Application deadline: 4:00 pm Friday, January 30, 2015.

NOTICE IS HEREBY GIVEN that the Scappoose Planning Commission will hold a Quasi-Judicial Land Use public hearing on January 22, 2015 at 7:00 p.m. in the Scappoose City Hall Council Chambers, 33568 E. Columbia Avenue, in the City of Scappoose, Oregon, in regard to the following matter:

Kirsten Van Loo has requested approval of an application for the proposed Annexation (ANX2-14) and Zone Change (ZC2-14) of approximately 2.3 acres described as Columbia County Assessor Tax Lot number 30118BB-01200. The site is located at 51956 SE 6th Street. Based on the requirements of the Scappoose Development Code, if this property is annexed it would automatically receive the Low Density Residential (R-1) zoning designation since the site has a “Suburban Residential” Comprehensive Plan Map designation.

The Planning Commission may make a recommendation to the City Council to approve, approve with conditions or deny an annexation application based on findings that a specific set of criteria have been or have not been met. Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.22 (Amendments to the Title, Comprehensive Plan, and Maps); 17.44 (R-1, Low Density Residential); 17.136 (Annexations); and 17.162 (Procedures for Decision Making–Quasi-Judicial). Both written and oral testimony will be taken. If subsequently approved by the City Council, this request will go before the electorate in May 2015. Written comments may be submitted to City of Scappoose, City Planner, 33568 E. Columbia Ave., Scappoose, Oregon 97056 by 5:00 p.m., Wednesday, January 21, 2015.

Failure to raise an issue in person, by letter, or fax prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue. The failure of the applicant to raise constitutional or other issues relating to proposed conditions of approval with sufficient specificity to allow the Planning Commission to respond to the issue precludes an action for damages in circuit court. The applicant and any person who submits written comments will receive notice of the decision.
