The Scappoose Planning Commission and City Council have scheduled Legislative Land Use Public Hearings to solicit comments on a proposed amendment to Chapter 17.136 of the Development Code to amend the requirement for annexations to go to the electorate.
The Planning Commission hearing is scheduled for December 10, 2015 at 7:00 p.m. in the Scappoose City Hall Council Chambers, 33568 E. Columbia Avenue, Scappoose, Oregon. A subsequent hearing by the City Council is scheduled for December 21, 2015 at 7:00 PM in the City Hall Council Chambers.
The purpose of the hearings is to take testimony, either written or oral, regarding the proposed amendment. The Planning Commission will make a recommendation to the City Council and the City Council may approve, approve with modifications, or deny the proposed amendment following the Public Hearing.
Legislative changes to the Development Code may affect the use or value of property. Copies of the proposed amendments are available for inspection at the Scappoose Community Development Center (52610 NE 1st Street). Copies are also available for a fee. The Board of County Commissioners will hold a public hearing on Wednesday, December 2, 2015, at or after 10:00 a.m. in Room 308, the Board of Commissioners’ Meeting Room, 3rd Floor, County Courthouse, 230 Strand Street, St. Helens, Oregon.
The purpose of the hearing is to consider the formation of a transportation district to provide for public transit in accordance with the procedures for special districts set forth in ORS 198.705 to 198.955. The proposed tax rate is to be $0.23 per $1,000 of assessed property value. The proposed boundary for the district includes all of unincorporated Columbia County, as well as the cities of Columbia City, Rainier, Scappoose, St. Helens, and Vernonia. The district will not include the cities of Clatskanie and Prescott.
This is a public hearing. Interested parties may appear and be heard.
