NOTICE OF BUDGET COMMITTEE MEETING

A public meeting of the Budget Committee of the City of Scappoose, Columbia County, State of Oregon, to discuss the budget for the fiscal year July 1, 2015 to June 30, 2016, will be held at City Council Chambers, 33568 E. Columbia Avenue, Scappoose, Oregon. The meeting will take place on April 27th, 2015 at 7:00 p.m. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee. A copy of the budget document may be inspected or obtained on or after April 20th, 2015 at City Hall between the hours of 8:00 a.m. and 5:00 p.m.

DOCKET # SDR2-15/CU1-15

The Scappoose City Council has scheduled an appeal hearing to review the Planning Commission’s  March 12, 2015 denial of Conditional Use Permit (CU1-15) submitted by Lower Columbia Engineering. The request is for review of a proposed mini storage facility in the Light Industrial (LI) zone. The applicant is also requesting approval of Site Development Review (SDR2-15) for a mini storage consisting of three mini-storage buildings totaling 43,200 square feet. The site is located at the southeast intersection of Crown Zellerbach Road and HWY 30, on property described as Columbia County Assessor Map #3212-AB-00100.

The meeting is scheduled for Monday April 20, 2015 at 7:00 p.m. in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue. Conditional Use Permits require a Quasi-Judicial Public Hearing (both verbal and written testimony may be provided). Site Development Review is a Limited Land Use Decision and does not require a public hearing (only written testimony will be considered).

In accordance with Section 17.162.300(B), the appeal hearing shall be confined to the record of the proceedings unless Council determines the admission of additional evidence is appropriate. Furthermore, the appeal hearing shall be limited to the grounds relied upon in the notice of appeal. The City Council shall affirm, reverse or modify the decision which is the subject of the appeal, or may remand the matter to the Planning Commission (if written consent is given to extend the 120 day limit for final decisions).

Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.70 (LI, Light Industrial); 17.100 (Landscaping, Screening and Fencing);  Chapter 17.104 (Street Trees); Chapter 17.106 (Off-Street Parking and Loading Requirements); Chapter 17.120 (Site Development Review); Chapter 17.130 (Conditional Use); 17.162 (Procedures for Decision Making–Quasi-Judicial), and 17.164 (Procedures for Decision Making–Limited Land Use).

The decision-making criteria, application, and records concerning this matter are available in the Scappoose Community Development Center office at 34485 E. Columbia Avenue, Scappoose, Oregon during working hours or by calling (503) 543-7184.

Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or fax comments to (503) 543-5679 by 5:00 p.m. Wednesday, April 15, 2015.  Failure to raise an issue in person, by letter, or fax prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue.

The Scappoose Planning Commission has scheduled a Limited Land Use Decision to consider the following application:

Old Jack Properties has requested approval of an application for Site Development Review for a proposed 3,400 square foot addition to the OHSU Medical Clinic to be owned by Old Jack Properties and operated by OHSU. The site is located at 51377 SW Old Portland Road, northwest of the SW Dutch Canyon and SW Old Portland Road intersection, on property described as Columbia County Assessor Map # 3213-CA-03000, 3213-CA-02900, and 3213-CA-03100.
