Notice is hereby given that a public meeting will be held before the City of Beaverton City Council at Beaverton City Hall in the Council chambers, located at 12725 SW Millikan Way, Beaverton, Oregon, on Tuesday, June 23, 2015 at 6:30 p.m. on the following:

Review and adoption of the City of Beaverton Capital Improvements Plan (CIP) for Fiscal Years 2015-16 through 2019-20. The CIP lists the public infrastructure improvements for civic, transportation, water, sanitary sewer and storm sewer prioritized according to the year(s) they will be funded. Project descriptions, cost estimates and location maps are provided for projects proposed for FY2015-16.

The City Council invites testimony from interested citizens on this matter. Public hearings are conducted in accordance with adopted procedures for these hearings.

Water System Rate Increases
Notice is hereby given that a public meeting will be held before the City of Beaverton City Council in the Council Chambers, located at 12725 SW Millikan Way, Beaverton, Oregon on Tuesday June 2, 2015 at 6:30 p.m. on the following:
Review and adoption of a 3.5% increase in the Water Consumption Rate beginning July 1, 2015. The consumption rate will increase by 10 cents from the current $2.87 per CCF to $2.97 per CCF (a CCF is 100 cubic feet of water which is equivalent to 748 gallons). The effect of the increase on single-family residence that uses 8 CCF of water per month would be $0.80 a month or $9.60 per year.
Review and adoption of an 8% increase in the Water Base (Meter) Charge beginning July 1, 2015. The Water Base rate for the average 3/4 or 5/8 inch residential meter will increase by $1.00 per month, which is equivalent to an increase of $12.00 per year.
The revenues from the rate increase will be used for the water line replacement program, which is replacing and upgrading water lines in older areas of Beaverton and for the City’s proportionate share in improvements to the Joint Water Commission’s Water Treatment Plant. The City Council invites testimony from interested citizens on this matter. Public Hearings are conducted in accordance with adopted procedures for these meetings.

A public meeting of the Budget Committee of the Beaverton Urban Redevelopment Agency, Washington County, State of Oregon to discuss the budget for the fiscal year July 1, 2015 to June 30, 2016, will be held at The Beaverton Building, 12725 SW Millikan Way, Beaverton, Oregon on Monday, June 1, 2015 at 5:30 p.m. The meeting will be in the City Council Chambers. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.

A copy of the budget document may be inspected or obtained on or after May 21, 2015 at the Finance Department, 4th floor – The Beaverton Building between 8:00 a.m. and 5:00 p.m. (Monday – Friday).

This is a public meeting where deliberations of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

NOTICE IS HEREBY GIVEN that at 6:30 PM on WEDNESDAY, June 10, 2015, the Planning Commission of the City of Beaverton will initially consider the application described below. The Planning Commission will meet at the Beaverton Building located at 12725 SW Millikan Way, Beaverton, Oregon, in the Council Chambers.
TA2015-0002 FOOD CART POD TEXT AMENDMENT The City proposes to amend the Beaverton Development Code to permit Food Cart Pods in certain Commercial, Industrial and Multiple-Use Zones. The proposal creates a new application type for Food Cart Pods as well as new standards to regulate Food Cart Pods. The update affect may affect all chapters of the Development Code.
The approval criteria for the Text Amendment are found in Section 40.85.15.1.C. of the Development Code. You may review a copy of the staff report and all other documents and evidence submitted in relation to these applications at the City’s Community Development Department Public Counter, located on the 4th floor of City Hall, on or after June 3, 2015 (7 days prior to the Planning Commission hearing date). Office hours are 7:30 a.m. to 4:00 p.m., Monday through Friday, excluding holidays. The staff report and draft text are also available on the City’s public web site at http://apps.beavertonoregon.gov/DevelopmentProjects/full_list.aspx
Failure to raise an issue prior to or at the Planning Commission hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the City Council an opportunity to respond to the issue precludes appeal to a court of competent jurisdiction on that issue.

Pursuant to Section 50.45.4 of the Beaverton Development Code, public notice of the following development application is being provided:
DR2015-0031, TP2015-0004, LD2015-0005
(The Brooklyn Apartments)
The applicant, Master Development, LLC., seeks Design Review 2, Tree Plan 2 and Replat for Lot Consolidation approval to demolish five decomposing single family homes, consolidate five existing lots into one, remove approximately 47 community trees greater than 10-inches in diameter and construct a 92,495 square-foot, four-story 126-unit multi-family housing development with 129 accompanying parking stalls. The site is located along W. Baseline Road between SW 158th Avenue and 160th Avenue. The site is also described as Tax Lots 100, 200, 300, 1800 and 1900 on the Washington County Tax Assessor’s Map 1S105CB. The total site is approximately 2.35 acres.
The Beaverton Facilities Review Committee will hold a technical meeting with the applicant on the above development applications on May 27, 2015. The Facilities Review Committee will review the above application based on its conformity to the technical criteria specified in Section 40.03 of the Development Code.
To be addressed in the staff report and decision, written comments on the above development proposal shall be submitted no later than 4:00 p.m. on Wednesday May 27, 2015. Mailed written comments shall be sent to the Planning Division, PO Box 4755, Beaverton, OR 97076. Written comments submitted in person shall be delivered to the Planning Division, 4th Floor, Beaverton Building/City Hall, 12725 SW Millikan Way.
The decision-making authority for the above application is the Community Development Director. Any decision on the above development application shall be based on the Approval Criteria contained in Design Review Two: Beaverton Development Code Section 40.90.15.2.C, Tree Plan Two: Beaverton Development Code Section 40.20.15.2.C and Replat for Lot Consolidation: Beaverton Development Code Section 40.45.15.2.C.
Pursuant to Section 50.45.18, within seven (7) calendar days from the date the decision making authority adopts a land use order, the Director shall cause the order to be signed, dated, and mailed to the applicant and the property owner.
