NOTICE IS HEREBY GIVEN that at 6:30 PM on WEDNESDAY, June 5, 2013, the Planning Commission of the City of Beaverton will initially consider the application described below. The Planning Commission will meet at the Beaverton City Hall located at 4755 SW Griffith Drive, Beaverton, Oregon, in the Forrest C. Soth Council Chambers.
CPA2013-0002 – Amendment of a Designated Future Collector Street Between Murray Boulevard and 153rd Drive
This City initiated proposal amends the Comprehensive Plan Volume 1 Chapter 6 (Transportation Element) and Volume IV Transportation System Plan in order to remove a designated future collector street, which is located south of SW Jenkins Road extending westward from Murray Boulevard to SW 153rd Drive. This amendment would directly apply to properties within the immediate area of the collector street that is proposed for removal from the Comprehensive Plan.
Approval criteria for the Comprehensive Plan Amendment includes: 1.5.1.A-D of the Comprehensive Plan. You may review a copy of the staff report and all other documents and evidence submitted in relation to these applications at the City’s Community and Economic Development Department Public Counter, located on the 2nd floor of City Hall, on or after May 29, 2013 (7 days prior to the Planning Commission hearing date). Office hours are 7:30 a.m. to 5:00 p.m., Monday through Friday. The staff report is also available on the City’s public web site at

Failure to raise an issue prior to or at the Planning Commission hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the City Council an opportunity to respond to the issue precludes appeal to a court of competent jurisdiction on that issue. NOTICE OF INTENT TO ISSUE REVENUE BONDS
NOTICE IS HEREBY GIVEN that the City Council (the “City Council”) of the City of Beaverton, Oregon (the “City”), adopted Resolution No. 4178 on May 14, 2013, authorizing the issuance of revenue bonds in an aggregate principal amount not exceeding $7,000,000. The revenue bonds will be issued to provide funds to finance the following projects (collectively, the Project”):
* reimbursing a portion of the costs to acquire the land and building located at Lot 9 at The Round at Beaverton Central in Beaverton, Oregon (street address: 12725 SW Millikan Way, Beaverton, Oregon, 97005) to be used in whole or in part for City operations;
* designing and constructing improvements to the building;
* acquiring and installing fixtures, furnishings and equipment to the building;
* relocating City personnel and equipment to the building;
* paying any other related additions, replacements, expansions and/or improvements to the building;
* paying any fees, charges or taxes related to the Project; and
* funding a debt service reserve fund, if necessary, and paying related bond issuance costs.
The City estimates that the revenue bonds will be issued in one or more series in an aggregate principal amount not exceeding $7,000,000. The revenue bonds will not be general obligations of the City, nor payable from or secured by its property tax revenues, but will be payable solely from franchise fees, fines, forfeitures or any other non-property tax revenues that the City pledges to payment of the revenue bonds.
If written petitions, signed by at least five percent (5%) of the City’s electors, are filed at the Office of the City Recorder on or before July 15, 2013 (the 60th day after publication of this Notice), the question of issuing revenue bonds in an aggregate principal amount not exceeding $7,000,000 shall be referred to a vote at the next lawfully available election date. Any such petition shall be subject to ORS 287A.150.
Resolution No. 4178 is available for inspection at the Office of the Beaverton City Recorder, located at Beaverton City Hall, 4755 S.W. Griffith Drive, Beaverton, Oregon, 97005. Information on procedures for filing petitions may also be obtained at such address or by telephone at (503) 526-2495.
The revenue bonds will be issued and sold under Oregon Revised Statutes 287A.150; this Notice is published pursuant to ORS 287A.150 (4).

Pursuant to Section 50.45.4 of the Beaverton Development Code, public notice of the following development application is being provided:
CU2013-0002 / DR2013-0026 (Waterhouse Commons)
The applicant requests approval of a new Conditional Use for extended hours of operation associated with a new drive-thru facility. According to the applicant, the intended use of the drive-thru building includes a bank, fast food restaurant, medical office or pharmacy. Uses operating between 10:00 p.m. and 7:00 a.m. are a Conditional Use in the Community Service zoning district when the property is located within 500 feet of an existing residential use in a residential zone. The applicant requests 24 hour operation of the drive-thru facility. The applicant also requests Design Review Two approval for demolition of approximately 4,400 square-feet from the mid-section of the existing building located on the northeast portion of the site. The proposed demolition would allow for circulation of drive-thru lanes between the remaining building ends. The easternmost building, at approximately 5,000 square-feet in size, is the location of the proposed drive-thru use.
The subject site is located at 16055 SW Regatta Lane on the south side of SW Walker Road, between SW Schendel Avenue and SW Outrigger Terrace. The site is described as Tax Lot 2000 on Washington County Tax Assessor’s Map 1S1-05 BA.
The Facilities Review Committee will hold a technical meeting with the applicant on the above development applications on May 29, 2013. The Facilities Review Committee will forward a recommendation to the Director and Planning Commission on the above application based on its conformity to the technical criteria specified in Section 40.03 of the Development Code.
The decision making authority for all application(s) will be the Planning Commission (PC), who will review the proposal in accordance with the respective approval criteria found in Sections 40.03 Facilities Review, 40.15.15.3.C Conditional Use, 40.20.15.2.C Design Review Two, of the Development Code, and Policy 8.4.1.a of the Comprehensive Plan. The PC is scheduled to hold a public hearing on the above development applications on Wednesday, June 19, 2013. The hearing begins at 6:30 p.m. and will be held in City Council Chambers, 1st Floor, Beaverton City Hall, 4755 SW Griffith Drive. To be addressed in the staff reports, written comments on the development proposal shall be submitted no later than 5:00 p.m. on Friday, June 7, 2013.
