CU2014-0001 / DR2014-0009 / LD2014-0002 / TP2014-0001 Ridgewood View Park Reservoir & Pump Station
The applicants Tualatin Hills Park & Recreation District (THPRD) and Tualatin Valley Water District (TVWD) request approval to construct a new water storage reservoir and park improvements to Ridgewood View Park. The proposal includes a Minor Modification of a Conditional Use application for changes to CU18-69 approved by Washington County for construction of the original reservoir and park. The physical improvements to the site include, construction of an 8 million gallon above ground water reservoir, construction of a new pump station, access road to the site from SW Ardenwood, construction of new park facilities including play areas, paths, picnic tables, parking and foot bridges. Tree Plan Two approval is also sought for the removal of community trees to accommodate construction of the aforementioned improvements. Generally west of the terminus of SW Ardenwood and SW Meade Streets to Highway 217. More specifically located on Tax Lots 100, 2001 402, and 1300 of Washington County Assessors Map 1S111BB.

Notice is hereby given that on Wednesday, May 21, 2014 at 6:30 p.m. in the Forrest C. Soth Council Chambers of Beaverton City Hall, located at 4755 SW Griffith Drive, Beaverton, Oregon; the Planning Commission of the City of Beaverton will consider the application, described below, in accordance with the adopted rules of procedure.
TA2012-0003 ACCESSORY DWELLING UNIT TEXT AMENDMENT: The City is proposing to amend Chapters 40, 60, and 90 of the Development Code clarify the definition and site development standards for Accessory Dwelling Units and Accessory Structures. The proposed Text Amendment will clarify the height limitations for an Accessory Dwelling Unit, and will also describe in what manners an Accessory Dwelling Unit maybe be created. Additionally, the definition of an Accessory Dwelling Unit is proposed to be added to Chapter 90; Definitions. Finally, the proposed Text Amendment will allow for slightly larger accessory structures for larger lots.
The Planning Commission will be the initial decision-making authority for the above proposed ordinance actions and will review the Text Amendment proposal in accordance with the approval criteria contained in Section 40.85.15.1.C of the Development Code of the City of Beaverton. The Beaverton City Council is the final decision-making authority for the application.

CU2014-0003 Venture Kidz Children’s Center Expansion
The proposal is to increase student enrollment from 30 to 69 students at the existing school operating within the New Vision Fellowship Church. No building or site modifications are proposed. The existing school operates under a condition of approval that limits hours of operation from 6:30 a.m. to 6:30 p.m., Monday through Friday. Proposed modifications would change these hours to 6:00 a.m. through 6:00p.m., Monday through Friday, and increase enrollment. The subject property is located in the Urban Standard Density R-7 zone where Educational Institutions and Child Care Facilities are a Conditional Use.
The site is generally located on the west side SW Menlo Drive, south of SW Berthold Street and north of SW Bonnie Brae Street. The property address is 5525 SW Menlo Drive. The site is also described as Tax Lot 401 on Washington County Tax Assessor’s Map 1S1-16CD.
The Beaverton Facilities Review Committee will hold a technical meeting with the applicant on Wednesday, May 14, 2014. The Facilities Review Committee will forward a recommendation to the Planning Commission on the above application based on its conformity to the technical criteria specified in Section 40.03 of the Development Code.

The City proposes to amend the Transportation Element (Volume I, Chapter 6) and Transportation System Plan (Volume IV) of the Comprehensive Plan in order to remove a proposed collector designation and three designated collector streets from the city Functional Classification map. The affected streets are Jay Street, Burlington Drive, and Koll Parkway. All of the affected streets are located north of SW Jenkins Road, eastward from SW 158th Avenue, and south of SW Walker Road.

CU2013-0007, DR2013-0087, LD2013-0011, PD2013-0001, TP2013-0010, SDM2014-0001, and SDM2014-0002 BEAVERTON PREMIER STORAGE
The applicant requests Conditional Use, Design Review Three, Land Division, Parking Determination, Tree Plan Two, and Sidewalk Design Modifications approval for proposed construction of a new Self-Storage Facility. Conditional Use approval is requested for a Self-Storage Facility and to modify an existing Conditional Use for Beaverton Christian Church to reduce the amount of parking available to the church by 168 spaces. Design Review Three approval is requested for construction of two three-story buildings approximately 40 feet in height at the tallest point totaling approximately 139,900 square feet upon the subject site with associated site improvements. Land Division approval is requested for a Preliminary Partition of the subject site to consolidate six existing properties into one legal lot. Parking Determination approval is requested in order to establish the number of parking spaces needed to serve the proposed Self-Storage use. Tree Plan approval is requested for removal of three trees from a designated Significant Grove and removal of Community Trees and Landscape Trees in order to accommodate development of the subject site. Two Sidewalk Design Modification approvals are requested in order to leave existing right-of-way improvements in place along Menlo Drive and Allen Boulevard. A concurrent Engineering Design Manual Modification request has been submitted to the City Engineer for review.
Plans for all applications are available for review at City Hall.
The subject site is located at the northwest corner of the intersection of Menlo Drive and Allen Boulevard. The properties are addressed as follows: 5855, 5875, 5895, 5925, and 5955 SW Menlo Drive and 13745 and 13600 SW Allen Boulevard. The properties are identified on Washington County Assessor’s Map 1S1 16CD as Tax Lots 00900, 01000, 01100, 01200, 01500, and 01501 and on Washington County Assessor’s Map 1S1 21BA Tax Lot 00600.
The proposal will be reviewed in accordance with the respective approval criteria found in the Development Code of the City of Beaverton, Sections: 40.03 Facilities Review, 40.15.15.3.C Conditional Use, 40.20.15.3.C Design Review Three, 40.45.15.4.C Land Division: Preliminary Partition, 40.55.15.1.C Parking Requirement Determination, 40.58.15.C Sidewalk Design Modification, and 40.90.15.2 Tree Plan Two.
The Facilities Review Committee will meet with the applicant on April 23, 2014 to discuss technical issues associated with the application. The Facilities Review Committee is not a decision-making body, but advises the Director and Planning Commission on a project’s conformity to the technical criteria specified in Section 40.03 of the Development Code of the City of Beaverton. The Director will include the Committee’s recommendation in the staff report to the decision-making authority. The Facilities Review Committee meeting is open to the public, but is not intended for public testimony.
Written comments on the proposal shall be submitted no later than 5:00 p.m. on Monday, May 5, 2014 in order for the comments to be addressed in the staff report. Written comments submitted by mail shall be sent to the Planning Division, Community Development Department, City of Beaverton, PO Box 4755, Beaverton, OR 97005.
