CPA2014-0004 – Collector Street Amendment between SW Jenkins Road and SW Walker Road
The City proposes to amend the Transportation Element (Volume I, Chapter 6) and Transportation System Plan (Volume IV) of the Comprehensive Plan in order to remove a proposed collector designation and three designated collector streets from the city Functional Classification map. The affected streets are Jay Street, Burlington Drive, and Koll Parkway. All of the affected streets are located north of SW Jenkins Road, eastward from SW 158th Avenue, and south of SW Walker Road.
Approval criteria for the Comprehensive Plan Amendment includes: 1.5.1.A-D of the Comprehensive Plan. You may review a copy of the staff report and all other documents and evidence submitted in relation to these applications at the City’s Community and Economic Development Department Public Counter, located on the 2nd floor of City Hall, on or after May 7, 2014 (7 days prior to the Planning Commission hearing date). Office hours are 7:30 a.m. to Noon and 1:00 p.m. to 5:00 p.m., Monday through Friday. The staff report is also available on the City’s public web site at
Failure to raise an issue prior to or at the Planning Commission hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the City Council an opportunity to respond to the issue precludes appeal to a court of competent jurisdiction on that issue. Pursuant to Section 50.45.4 of the Beaverton Development Code, public notice is being provided for the following development applications:
CU2013-0007, DR2013-0087, LD2013-0011, PD2013-0001, TP2013-0010, SDM2014-0001, and SDM2014-0002 BEAVERTON PREMIER STORAGE
The applicant requests Conditional Use, Design Review Three, Land Division, Parking Determination, Tree Plan Two, and Sidewalk Design Modifications approval for proposed construction of a new Self-Storage Facility. Conditional Use approval is requested for a Self-Storage Facility and to modify an existing Conditional Use for Beaverton Christian Church to reduce the amount of parking available to the church by 168 spaces. Design Review Three approval is requested for construction of two three-story buildings approximately 40 feet in height at the tallest point totaling approximately 139,900 square feet upon the subject site with associated site improvements. Land Division approval is requested for a Preliminary Partition of the subject site to consolidate six existing properties into one legal lot. Parking Determination approval is requested in order to establish the number of parking spaces needed to serve the proposed Self-Storage use. Tree Plan approval is requested for removal of three trees from a designated Significant Grove and removal of Community Trees and Landscape Trees in order to accommodate development of the subject site. Two Sidewalk Design Modification approvals are requested in order to leave existing right-of-way improvements in place along Menlo Drive and Allen Boulevard. A concurrent Engineering Design Manual Modification request has been submitted to the City Engineer for review.
Plans for all applications are available for review at City Hall.
The subject site is located at the northwest corner of the intersection of Menlo Drive and Allen Boulevard. The properties are addressed as follows: 5855, 5875, 5895, 5925, and 5955 SW Menlo Drive and 13745 and 13600 SW Allen Boulevard. The properties are identified on Washington County Assessor’s Map 1S1 16CD as Tax Lots 00900, 01000, 01100, 01200, 01500, and 01501 and on Washington County Assessor’s Map 1S1 21BA Tax Lot 00600.
The proposal will be reviewed in accordance with the respective approval criteria found in the Development Code of the City of Beaverton, Sections: 40.03 Facilities Review, 220.127.116.11.C Conditional Use, 18.104.22.168.C Design Review Three, 22.214.171.124.C Land Division: Preliminary Partition, 126.96.36.199.C Parking Requirement Determination, 40.58.15.C Sidewalk Design Modification, and 188.8.131.52 Tree Plan Two.
The Facilities Review Committee will meet with the applicant on April 23, 2014 to discuss technical issues associated with the application. The Facilities Review Committee is not a decision-making body, but advises the Director and Planning Commission on a project’s conformity to the technical criteria specified in Section 40.03 of the Development Code of the City of Beaverton. The Director will include the Committee’s recommendation in the staff report to the decision-making authority. The Facilities Review Committee meeting is open to the public, but is not intended for public testimony.
Written comments on the proposal shall be submitted no later than 5:00 p.m. on Monday, May 5, 2014 in order for the comments to be addressed in the staff report. Written comments submitted by mail shall be sent to the Planning Division, Community Development Department, City of Beaverton, PO Box 4755, Beaverton, OR 97005. Written comments submitted in person shall be delivered to the Planning Division, 2nd Floor, Beaverton City Hall, 4755 SW Griffith Drive, between the hours of 7:30 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., Monday through Friday, except holidays.
Staff reports are published a minimum of seven (7) calendar days before the date of the initial public hearing. A copy of the staff report will be available for inspection at the Planning Counter at no cost at least seven (7) calendar days before the hearing, and may be purchased at the Planning Division Counter for a reasonable cost. Staff reports may also be viewed on-line at www.beavertonoregon.gov.
Pursuant to Section 50.58 of the Beaverton Development Code, written comments or exhibits submitted prior to the hearing to be submitted by staff at the hearing must be received by the Director no later than 4:30 p.m. on the day of the scheduled hearing. All submittals that are more than two (2) letter size pages must include no fewer than ten (10) complete copies of the materials being submitted.
The Planning Commission is scheduled to hold a public hearing on the above applications on Wednesday, May 14, 2014. The hearing begins at 6:30 p.m. and will be held in City Council Chambers, 1st Floor, Beaverton City Hall, 4755 SW Griffith Drive.

The applicant, Beth Koehler, is seeking Home Occupation Two approval to operate a physical fitness (Pilates) studio in a portion of her single family home. All clients will arrive by appointment only between the hours of 7:00 a.m. and 10:00 p.m. There will be no more than two clients on-site at any one time and no overlap of clients arriving or leaving the property is expected. The Beaverton Facilities Review Committee will hold a technical meeting with the applicant on the above development applications on April 30th, 2014. The Facilities Review Committee will forward a recommendation to the Director on the above application based on its conformity to the technical criteria specified in Section 40.03 of the Development Code.
To be addressed in the staff report, written comments on the above development proposal shall be submitted no later than 5:00 p.m. on April 25, 2013. TO REQUEST RELEASE OF FUNDS

On or about April 8, 2014, the City of Beaverton will submit a request to HUD for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974 to undertake a project known as the Beaverton High School Based Health Center for the purpose of rehabilitation of a portion of the existing applied arts building located at 13000 SW 2nd, Beaverton OR 97005 to serve as a school based health center for Beaverton School District students. The proposed CDBG award is $108,000.
The proposed activities are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements and could not convert to exempt because some mitigation of asbestos containing material may be required during construction. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Beaverton City Hall, Community Development Department, 4755 SW Griffith Dr, Beaverton OR 97005, and may be examined or copied weekdays 8 A.M. to 12 P.M. and 1 P.M. to 5 P.M.
PUBLIC COMMENTS: Any individual, group, or agency may submit written comments on the ERR to Andrea Nelson, Project Coordinator. All comments received by April 5, 2014, will be considered by the City of Beaverton prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS: The City of Beaverton certifies to HUD that Denny Doyle in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Beaverton to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS: HUD will accept objections to its release of funds and the City of Beaverton’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the RE (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD at Oregon State HUD Office, 1220 SW 3rd Ave, Suite 400, Portland OR 97204-2825. Potential objectors should contact HUD to verify the actual last day of the objection period.
