Pursuant to Section 50.45.4 of the Beaverton Development Code, public notice of the following development application is being provided:
EXT 2015-0001 Gest 3 Lot Partition
The applicant, Gary Gest, is seeking a second time extension for a previously approved Primary Partition and Flexible Setback (LD2010-0008 & FS2010-0010) application authorizing the division of two existing lots into three lots, located on SW 173rd Avenue between SW Watercrest Court and SW 172nd Avenue.  The site is described as Tax Lot 701 and 702 on the Washington County Tax Assessor’s Map 1S106AB.   The approvals for the Land Division and Flexible Setback were to expire February 22, 2015. The requests for the extension, if approved, would extend the expiration date of the original approvals by two (2) years to February 22, 2017. No changes to the originally approved applications are being reviewed with this proposal.

NOTICE OF HEARING
The City of Beaverton hereby issues public notice, pursuant to ORS 223.304, of its intent to adopt an ordinance to establish System Development Charges for transportation.  The charges are proposed to only apply to development within the South Cooper Mountain Annexation Area to help fund needed transportation infrastructure to support development in the South Cooper Mountain Annexation Area. The System Development Charges are proposed to supplement other existing funding sources, including the Washington County Transportation Development Tax, the Washington County Major Streets Transportation Improvement Program, and developer funded improvements. The proposed amendment has been prepared pursuant to State Law and City of Beaverton Municipal Code.

The South Cooper Mountain Annexation Area is comprised of twenty-one (21) properties, totaling approximately 543 acres, and is generally located along the north side of SW Scholls Ferry Road, west of SW Loon Drive, east of SW Tile Flat Road, and south of SW Cooper Mountain Lane/SW Horse Tale Drive.  The properties are identified on Washington County Assessor’s Map 1S1 31 as Tax Lots 01600, 01602, 01605; Washington County Assessor’s Map 2S1 06 as Tax Lots 00103, 00200, 00301, 00302, 00400, 00402, 00403, 00404, 00500, 00600, 00700, 00800; and Washington County Assessor’s Map 2S2 01 as Tax Lots 00100, 00101, 00200, 00201, 00400, and 00500.  The properties carry existing Washington County Rural land use designations and are within the boundaries of the Neighbors Southwest Neighborhood Association Committee

The proposal will be reviewed in accordance with the respective approval criteria found in Oregon Revised Statutes, Section 223.304.

At least sixty (60) calendar days prior to the hearing, a copy of the technical report that addresses the methodology and calculation of the proposed charges, and applicable state law will be available for inspection at no cost at the Planning Counter, 4th floor, The Beaverton Building, 12725 SW Millikan Way, from 7:30 a.m. to 4:00 p.m. Monday through Friday, except holidays.  A copy of any or all materials will be provided at reasonable cost.  The draft South Cooper Mountain Community Plan and other documents, materials, and information related to development of the draft South Cooper Mountain Community Plan are available for review online, http://www.beavertonoregon.gov/index.aspx?NID=1300.

Staff reports are published a minimum of seven (7) calendar days before the date of the initial public hearing.  A copy of the staff report will be available for inspection at the Planning Counter at no cost at least seven (7) calendar days before the hearing, and will be provided at a reasonable cost.  Staff reports may also be viewed on-line at www.beavertonoregon.gov.

Any person may submit exhibits or written comments prior to the hearing.  All submittals which are more than two (2) letter sized pages must include no fewer than ten (10) complete copies of the materials being submitted. Please reference the Project Name in your written comments.

Submission deadlines: To be addressed in the staff report, written comments or exhibits on the proposal shall be submitted no later than 4:00 p.m. on Friday, May 18, 2015; To be submitted by staff at the hearing, written comments or exhibits on the proposal must be received by the Director no later than 4:00 p.m. on the day of the scheduled hearing; To be submitted at the hearing, written comments or exhibits must be filed with the recording secretary and offered to the decision making authority as part of the record.

A person shall request judicial review of the methodology used for calculating a system development charge only as provided in ORS 34.010 to 34.100.

The City Council is scheduled to hold a public hearing on the above applications on Tuesday, June 2, 2015.  The hearing begins at 6:30 p.m. and will be held in City Council Chambers, 1st Floor, Beaverton Building, 12725 SW Millikan Way.

NOTICE IS HEREBY GIVEN that at 6:30 PM on WEDNESDAY, April 1, 2015, the Planning Commission of the City of Beaverton will initially consider the applications described below. The Planning Commission will meet at The Beaverton Building located at 12725 SW Millikan Way, Beaverton, Oregon, in the Council Chambers.
CPA2015-0001 / ZMA 2015-0001 – Millikan / Hocken Land Use and Zoning Map Amendments
The City proposes to amend the Land Use Map and Zoning Map to implement City land use and zoning designations for four (4) parcels annexed in March 2005.  The properties are currently designated Interim Washington County Industrial.  The parcels are within a station community, as identified on the County’s “Station Community Boundaries” map under Policy 40, Regional Planning Implementation of the County’s Comprehensive Framework Plan for the Urban Area.  The proposal would implement the City’s Station Community (SC) land use designation and the City’s Station Community – Employment (SC-E) zoning district for the four (4) subject parcels.  The SC-E zoning district includes two sub areas; this proposal recommends Sub Area 1.
The proposal assigns Beaverton’s most similar land use designation to the County’s Policy 40 and implements Beaverton’s most closely matched zoning district to the existing uses of the parcels under the SC land use designation.  The parcels are located adjacent to the light rail line, south of SW Terman Road, east of SW Murray Boulevard, and west of SW Hocken Avenue. The parcels are identified as Tax Lot 700 on the Washington County Tax Assessor’s Map 1S109-DC; Tax Lots 100 and 200 on the Washington County Tax Assessor’s Map 1S109-CD; and Tax Lot 100 on the Washington County Tax Assessor’s Map 1S109-CB. No new development is proposed as part of these applications.
The initial decision-making authority for the above proposed ordinance actions is the Planning Commission which will review the proposal in accordance with the approval criteria contained in Section 40.97.15.4.C of the Beaverton Development Code and in Section 1.5.1 of the Comprehensive Plan.  The Planning Commission is scheduled to hold a public hearing on the above item on Wednesday, April 1, 2015, beginning at 6:30 p.m.  The meeting will be held in City Council Chambers, 1st Floor, The Beaverton Building, 12725 SW Millikan Way.  The Beaverton City Council is the final decision-making authority for the application.

Beaverton Urban Redevelopment Agency (BURA) filed the annual financial report required by ORS 457.460 with the Beaverton Mayor and City Council on February 16, 2015. The report states that the amount of property tax increment divided to the agency was $297,647 in the fiscal year ending June 30,
2014. There were no expenditures. The report also notes the financial impact of the urban renewal plan on tax collections as most taxing districts shared modest amounts of property taxes with the urban renewal agency. The largest amount was $85,049 from the Beaverton School District. The report is available to all interested persons at the City of Beaverton Finance Department, 12725 SW Millikan Way, Beaverton, Oregon. A copy is also available on the City’s website:
