The City of Albany hereby extends an invitation to submit bids for:
MS-14-01, OPS Crew Quarters: Construction of a 5,400 square foot operations crew quarters building and related appurtenances.
Bids submitted shall be filed in sealed envelopes, and received at the City of Albany Parks & Recreation counter, not later than 2:00 p.m., Thursday, September 10, 2015, addressed to the attention of Diane Murzynski, Purchasing Coordinator, at Albany City Hall, Finance Department, 333 Broadalbin Street SW, Albany, OR 97321. The outside of the envelopes shall plainly identify: (1) the Project name, (2) the Bid Opening time and date, (3) the Bidder’s name, and (4) the Contractor’s license number (per ORS 701). Immediately following the filing deadline, the bids shall be opened and publicly read in the Calapooia Room of City Hall. Bid totals will be posted on the City of Albany’s website at http://www.cityofalbany.net/departments/finance/city-purchasing/bids-rfps-rfqs.
Contract Documents may be examined at the Office of the Public Works Director, City Hall, 333 Broadalbin Street SW, Albany, Oregon, (541) 917-7676; downloaded from the City of Albany website at http://www.cityofalbany.net/departments/finance/city-purchasing/bids-rfps-rfqs; or a printed set may be purchased for $35. It is imperative those who download the solicitation documents check the website regularly for addenda, clarifications, and other pertinent notifications. All who are known by the City of Albany to have received a complete set of the Proposal Documents will receive notification when additional items are posted. Each bidder must have access to a current set of City of Albany Standard Construction Specifications, which can be found on the City of Albany’s website at http://www.cityofalbany.net/departments/public-works/engineering/standard-construction-specifications or a printed set may be purchased for $100. All public improvements are required to conform to these specifications and bid prices shall reflect these specifications. For project information, call Nolan Nelson at (541) 791-0130.
All City contracts contain a statement declaring that the bidder agrees to comply with the provisions of ORS 279C.800 through 279C.870 regarding payment of prevailing wages. The City’s contract contains a clause which incorporates by reference all of the provisions of ORS Chapter 279C which are applicable to public contracts. Bidders are expected to be familiar with these provisions including, but not limited to, recent changes to ORS Chapter 279C.
No bid shall be received or considered unless the bidder is licensed by the Construction Contractors Board for construction projects or licensed with the State Landscape Contractors Board for landscaping projects.
A 10% bid bond, certified check, or cashier’s check shall accompany each bid on all projects and shall be forfeited if the bidder fails to enter into a Contract with the City of Albany within ten (10) days after the date of the Notice of Award.

CITY OF MADRAS
SURPLUS FUEL TANKS FOR SALE
Bids due September 1, 2015 at 2:00 pm
The City of Madras will be accepting sealed bids for the sale of surplus of two (2) aviation fuel tanks. Bids will be accepted by Jeffrey Hurd, Public Works Director, at the City of Madras, 125 SW “E” Street, Madras, OR 97741, until 2:00 pm, Tuesday, September 1, 2015 at which time and place bidding will be closed, and the bids opened and read aloud.
Description of the items being sold as surplus:
1. One Jet A 20,000 gallon fuel tank (33 feet 11 inches long by 10 foot 1 inch in diameter), weight of fuel tank is unknown.
2. One 100 low led AV Gas 20,000 gallon fuel tank (29 feet 11 inches by 10 foot 6 inches in diameter and consists of two 10,000 gallon tanks welded together), weight of fuel tank is unknown.
General:
1. Minimum bid for each tank is $700.00
2. Fuel tanks will be decommissioned from a fueling standpoint.
3. Permits required to haul tanks legally are the responsibility of the successful bidder.
4. The Owner will be responsible for loading the tanks onto the bidder’s trucks. Chiddix Enterprises will be the contractor who will load the tanks. The successful bidder will need to coordinate loading of the tanks with Chiddix Enterprises. Their number is 541-408-6203
Viewing: Bidders may view the fuel tanks by contacting Chiddix Enterprises at 541-408-6203 to schedule an appointment prior to the auction closing date.
Inspection: The responsibility to determine the condition of the tanks rests with the bidder. Prospective bidders are encouraged to inspect the tanks prior to bidding and to place bids solely on their personnel inspection and evaluation. Prospective bidders will not be allowed to test, operate or disassemble any of the tanks.
Warranty: The fuel tanks are sold “AS IS”, “Where is” and “with all faults, if any”. The City disclaims all warranties or guarantees, expressed or implied, as to the condition quality, completeness or fitness for any particular or general purpose or compliance to safety regulations of the tanks being sold. Description of the tanks are believed to be correct, however, neither those descriptions, nor any oral statements made concerning any item, shall be considered as a warranty, expressed or implied.
Payment: Acceptable forms of payment are: Wire transfer, Credit Card, Money Order or Cash. Payment for an awarded item must be received within 5 business days after the date of the Notice of Award of the successful bidder.
Consideration of Bid: City of MADRAS reserves the right to reject any and all bids and to withdraw from sale any of the items listed before a notice of award is delivered.
Reserve Requirement: If there is a reserve requirement and the reserve price is not met by the close of bidding, City of MADRAS reserves the right to sell the auction item to the next highest bidder, relist the item for auction, or otherwise dispose of the item at City of MADRAS’s discretion.
