Notice of Planning Commission Meeting Cancelled

The City of St. Helens Planning Commission June 9, 2009 meeting has been cancelled due to no public hearings scheduled.

However, there may be a quorum of Planning Commission members and City Councilors present at the Columbia County Community-wide Transit and US Transit Access Plans Workshop.  The workshop will be held June 11, 2009 at 6:30 p.m. in the 2nd Floor Extension Conference Room at the Columbia County Courthouse, 230 Strand Street, St. Helens.

CITY OF SCAPPOOSE
NOTICE OF LIMITED LAND USE DECISION & QUASI-JUDICIAL

DOCKET # SDR2-09/MaV2-09
The Scappoose Planning Commission has scheduled a Limited Land Use Decision to consider an application for Site Development Review (SDR2-09) submitted by Renaissance Builders. The applicant requests approval for second-floor residences at 52547 Columbia River Highway above the Burrito Express including a 3-bedroom apartment, a 2-bedroom apartment, and a studio apartment. The applicant also seeks approval for a church (the Morning Star Worship Center) on the ground floor of 52549 Columbia River Highway. The site is located north of Columbia Avenue on property described as Columbia County Assessor Map # 3212-BD-02100, -02200, & -02300. The Planning Commission will also hold a Quasi-Judicial Public Hearing to review a related application for Major Variance (MaV2-09) to increase the number of compact parking spaces; to reduce the required shared outdoor area; and to eliminate the private outdoor area for multi-family residences.

The meeting is scheduled for Thursday, June 11, 2009, at 7:00 p.m. in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue.

Site Development Review is a Limited Land Use Decision and does not require a public hearing (only written testimony will be considered). Major Variance is a Quasi-Judicial Public Hearing (both verbal and written testimony may be provided).

The Planning Commission’s decision on the above public hearing items must be based on findings that a specific set of criteria have been or have not been met.  Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.62 (C, General Commercial); 17.80 (Downtown Overlay); 17.106 (Off-Street Parking and Loading Requirements); 17.120 (Site Development Review); 17.134 (Variance); 17.154 (Street and Utility Improvement Standards);17.162 (Procedures for Decision Making—Quasi-Judicial); and 17.164 (Procedures for Decision Making–Limited Land Use Decisions).

The decision-making criteria, application, and records concerning this matter are available in the Scappoose Community Development Center office at 52610 NE 1st Street, Scappoose, Oregon during working hours or by calling (503) 543-7184.

Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or fax comments to (503) 543-5679 by 5:00 p.m. Wednesday, June 10, 2009.  Failure to raise an issue in person, by letter, or fax prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue.

REQUEST FOR PUBLIC COMMENT

The City of Beaverton is seeking public comment on an amendment to the 2008 Housing and Community Development Annual Action Plan.  The amendment has been drafted to comply with Federal requirements for the Five-Year Strategic Plan for Housing and Community Development, a county-wide housing and community development planning document developed by the City of Beaverton and Washington County.  The amendment will outline how the City of Beaverton proposes to allocate $164,057 in Community Development Block Grant stimulus funding.  Draft copies of the amendment will be made available online at www.businessbeaverton.com and at City Hall in the Mayor’s Office on from  Thursday, May 21, 2009, to Friday May 29, 2009.  Please contact Andrea Lindberg at (503) 526-2533 or email alindberg@ci.beaverton.or.us if you would like a copy of the amendment.  Please indicate how you would like to receive your copy and provide the appropriate contact information.

NOTICE OF PUBLIC MEETING

Notice is hereby given that a public meeting will be held before the City of Beaverton City Council at Beaverton City Hall in the Council chambers, located at 4755 SW Griffith Drive, Beaverton, Oregon, on Monday, June 22, 2009 at 6:30 p.m. on the following:

Review and adoption of the City of Beaverton Capital Improvements Plan (CIP) for Fiscal Years 2009/10 through 2010/11.  The CIP lists the public infrastructure improvements for transportation, water, sanitary sewer and storm sewer prioritized according to the year(s) they will be funded.  Project descriptions, cost estimates and location maps are provided for projects proposed for FY2009/10.

The City Council invites testimony from interested citizens on this matter.  Public hearings are conducted in accordance with adopted procedures for these hearings.
