The Scappoose Planning Commission has scheduled a Limited Land Use Decision to consider an application for Site Development Review (SDR4-09) submitted by the Scappoose School District. The request is for review of a proposed addition to the Scappoose High School consisting of two new classrooms and a new 500-seat auditorium. The site is located at 33700 SE High School Way, on property described as Columbia County Assessor Map # 3213-00-00101.

The meeting is scheduled for Thursday, November 12, 2009, at 7:00 p.m. in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue.

Site Development Review is a Limited Land Use Decision and does not require a public hearing (verbal testimony will not be considered).

The Planning Commission’s decision on the above public hearing items must be based on findings that a specific set of criteria have been or have not been met.  Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.68 (EC, Expanded Commercial); 17.100 (Landscaping, Screening and Fencing); 17.106 (Off-Street Parking and Loading Requirements); Chapter 17.120 (Site Development Review); 17.154 (Street and Utility Improvement Standards); and 17.164 (Procedures for Decision Making–Limited Land Use Decisions).

The decision-making criteria, application, and records concerning this matter are available in the Scappoose Community Development Center office at 52610 NE 1st Street, Scappoose, Oregon during working hours or by calling (503) 543-7184.

Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or fax comments to (503) 543-5679 by 5:00 p.m. Tuesday, November 10, 2009. The Scappoose Planning Commission and City Council have scheduled Quasi-Judicial Public Hearings to consider an application submitted by St. Helens Community Federal Credit Union for a Comprehensive Plan Map Amendment (CPA1-09) and a Zone Change (ZC1-09) for property on the northwest corner of NW 1st Street and NW Laurel Street. The applicant seeks to amend the comprehensive plan map from General Residential to Commercial and to amend the zoning map from High Density Residential (A-1) to General Commercial (C) for a 0.45-acre area on two parcels. The parcels are currently dual-zoned, with portions zoned A-1 and C. The proposed map amendments would shift the existing plan & zone boundaries westward within the parcels to accommodate a larger commercial building site. The site is described as Columbia County Assessor Map No. 3212-BD-00800 & 3212-BD-00900.

The Planning Commission hearing is scheduled for Thursday, November 12, 2009 at 7:00 p.m. in the Council Chambers of the Scappoose City Hall, located at 33568 East Columbia Avenue. The Planning Commission may make a recommendation to the City Council to approve, approve with conditions, or deny an application for a Comprehensive Plan Map Amendment and Zone Change in accordance with the criteria of the Scappoose Comprehensive Plan and Scappoose Development Code. Verbal and written testimony will be taken in regard to the request.

A subsequent hearing by the City Council is scheduled for Monday, November 16, 2009 at 7:00 PM in the City Hall Council Chambers.

The Planning Commission’s recommendation and City Council’s decision on the above public hearing items must be based on findings that a specific set of criteria have been or have not been met. Comments submitted in regard to the application should be directed toward those criteria that are generally as follows:
1. Applicable goals and policies of the Scappoose Comprehensive Plan.
2. Applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.22 (Amendments to the Title, Comprehensive Plan, and Maps), 17.56 (A-1, High Density Residential); 17.62 (C, General Commercial); and 17.162 (Procedures for Decision Making–Quasi-Judicial).

NOTICE IS HEREBY GIVEN that at 6:30 PM on WEDNESDAY NOVEMBER 4, 2009 the Planning Commission of the City of Beaverton will initially consider the ordinance described below. The Planning Commission will meet at the Beaverton City Hall located at 4755 SW Griffith Drive, Beaverton, Oregon, in the Forrest C. Soth Council Chambers.
Urban Poultry Ordinance – This proposal is to amend the Municipal Code to allow residents to raise a limited number of poultry on their property.  Currently, the City Code prohibits the raising of poultry within the City Limits.  The Planning Commission will hold a public hearing on the proposed ordinance and will make a formal recommendation to the City Council.  The DRAFT ordinance is available for viewing on the City’s public Web site at
http://www.beavertonoregon.gov/urbanpoultry .  The City webpage also contains a list of common questions and answers concerning urban poultry within the City of Beaverton.

Pursuant to Section 50.50.4 of the Beaverton Development Code, public notice of the following application for a proposed ordinance action is being provided:
TA 2009-0006:  City-initiated proposal to amend Sections 40.10.15., 40.95., 40.20.15. of the City Development Code, thresholds and approval criteria for Adjustments, Variances and Design Review, respectively, found in Chapter 40 thereof, to adjust existing language in thresholds and approval criteria thereof.  Also, amend Section 60.05 of the City Development Code, Design Review Principles, Standards and Guidelines, found in Chapter 60 thereof to adjust existing standards and guidelines.
The initial decision-making authority for the above proposed ordinance action is the Planning Commission.  The Planning Commission is scheduled to hold a public hearing on the above ordinance action on Wednesday, November 18, 2009, beginning at 6:30p.m.  The meeting will be held in City Council Chambers, 1st Floor, Beaverton City Hall, 4755 SW Griffith Drive.  Pursuant to Section 50.50.1 of the Beaverton Development Code, the Beaverton City Council is the final decision-making authority for the application.
