Pursuant to Section 50.45.4 of the Beaverton Development Code, public notice of the following development application is being provided:

The City is initiating an application to change the Comprehensive Plan Designation and the zoning of two properties located north of the intersection of SW Murray Blvd. and SW Jenkins Ave. On an interim basis, the City uses the existing Washington County designations until City designations are in place. The City is applying land use and zoning that is similar to the County designations in terms of allowed uses and density. The two subject parcels each currently have two different zones in place. The City will be applying one land use and zoning designation throughout each parcel. No new development is proposed with this application. Future development will be reviewed separately and be the subject of future public notice(s). The properties are undeveloped and do not have addresses. They are identified as Taxlots 1500 and 1800 on Assessor’s Map 1S10BB. The proposed Comprehensive Plan designation is Station Community. The proposed zoning is Station Community – High Density Residential (SC-HDR). Together, the properties are approximately 18.46 acres in size. Currently 4.84 acres have Washington County R-9 Residential and the remaining 13.62 acres have Washington County Transit Oriented: Residential, 18-24 units per acre (TO:R18-24).
To be addressed in the staff report, written comments on the above development proposal shall be submitted no later than 5:00 p.m. on Friday, June 4, 2010. Mailed written comments shall be sent to the Development Services Division, PO Box 4755, Beaverton, OR 97076. Written comments submitted in person shall be delivered to the Development Services Division, 2nd Floor, Beaverton City Hall, 4755 SW Griffith Drive.
The decision-making authority for the above applications is the Planning Commission, which will review the proposal in accordance with the approval criteria contained in Chapter One of the Comprehensive Plan and Section 18.104.22.168.C of the Beaverton Development Code. The Planning Commission is scheduled to hold a public hearing on the above development application on Wednesday, June 16, 2010, beginning at 6:30 p.m. The meeting will be held in City Council Chambers, 1st Floor, Beaverton City Hall, 4755 SW Griffith Drive.
Pursuant to Section 50.58 of the Beaverton Development Code, written comments or exhibits submitted prior to the hearing to be submitted by staff at the hearing must be received by the Director no later than 4:30 p.m. on the day of the scheduled hearing. All submittals that are more than two (2) letter size pages must include no fewer than ten (10) complete copies of the materials being submitted.
Copies of the staff report are available for inspection at the Development Services Division Planning Counter or may be purchased at reasonable cost or are available for on-line viewing at www.beavertonoregon.gov. Staff reports are published a minimum of seven (7) calendar days before the date of the initial public hearing.

DR 2010-0035 (Beaverton Transit Center Bike SPA)
The applicant, TriMet, is seeking a Design Review approval to construct a covered and enclosed secure parking area (SPA) for bicycles at Beaverton Transit Center. The 30’ by 60’ SPA would provide secure bicycle parking for transit users. The location of the proposed bike SPA is directly south of the light rail tracks along Lombard Avenue. The property is located at 4050 SW Lombard Avenue.
The decision-making authority for the above application is the Director. Any decision on the above Director’s Interpretation application shall be based on the Approval Criteria contained in Section 40.20 and Section 40.03 of the Beaverton Development Code.
To be addressed in the staff report, written comments on the above Director’s Interpretation shall be submitted no later than 5:00 p.m. on Wednesday, June 16, 2010. The City of West Linn determined that the following violation of the Community Development Code Chapter 32 had been committed on the subject property:
Construction activities, including clearing, revegetation, and bank stabilization within a designated water resource area, within a platted conservation easement and on City-owned property without authorization or permits.
In accordance with West Linn Community Development Code Section 106.045, the owners of the property and the Planning Director have entered into a Consent Order to abate the violations. The Consent Order includes fees to be paid to the City as well as conditions to ensure full abatement and full compliance with all provisions of the Code. A copy of the Consent Order is available at the City of West Linn City Hall, 22500 Salamo Road, West Linn, OR 97068 for inspection at no cost, or copies can be obtained for a minimal charge per page.

SAID PUBLIC HEARING will be held before the Columbia County Planning Commission on Monday, June 7, 2010,at 230 Strand, St. Helens, Oregon, starting at or after 6:30 p.m., at which time proponents and opponents of the proposed application will be heard.
The criteria to be used in deciding the request will be found in some or all of the following documents and laws, as revised from time to time: Oregon Revised Statutes ORS 197.763; Oregon Administrative Rules; Columbia County Comprehensive Plan; Columbia County Zoning Ordinance. The specific criteria applicable to this request is listed and evaluated in the staff report.
A copy of the application, all documents and evidence relied upon by the applicant, and the staff report are available for inspection at no cost and will be provided at reasonable cost at least 7 days prior to the Commission hearing from Land Development Services, County Courthouse Annex, St. Helens, OR, 97051.
If additional documents or evidence are provided in support of the application, any party shall be entitled to a continuance of the hearing. Unless there is a continuance and if a participant so requests before the conclusion of the evidentiary hearing, the record shall remain open for at least seven days after the hearing.
At each hearing, the applicant has the burden of presenting substantial evidence showing that the application meets all of the applicable criteria. Following presentation of the staff report, the applicant and other persons in favor of the application will be allowed to address the commission, explaining how the evidence submitted meets the applicable criteria. Following the applicant’s presentation, any person in opposition to the application may present evidence and argument against the application. The applicant will then have the opportunity to rebut any evidence or arguments presented in opposition. After the presentation of evidence and arguments, the public hearing record will be closed.
The Commission will then make a tentative decision to be followed by approval of a written order and a statement of findings and conclusions supporting the decision, which will be mailed to all parties at a later date. The Commission may, at its discretion, continue the hearing from time to time at the request of the parties or on its own motion as necessary to afford substantial justice and comply with the law.

Notice is hereby given that Columbia River People’s Utility District (PUD) will receive sealed bids for FLAGGING SERVICES for the remainder of 2010 and 2011.
