The applicant is seeking a time extension for a previously approved Design Review application (file # DR2009-0076), and a Conditional Use application (file #CU2009-0009) that authorized a new CarMax dealership including a private car wash at 9405 SW Cascade Avenue. No changes to the originally approved proposal are included with these time extension applications. If approved, this time extension request will extend the expiration date of the prior approvals to December 11, 2013. The property is approximately 5.4 acres and is located at 9405 SW Cascade Avenue.

REQUEST FOR RELEASE OF FUNDS
On or about March 14, 2011 the County of Clackamas will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of CDBG funds under Title I of the Housing and Community Development Act of l974 (PL 93-383) to undertake the design and construction of the Juniper Street Improvements project. The project would include replacement water lines and construction of streets, curbs, storm drain planters and sidewalks along approximately 660 linear feet of street, curb and sidewalk repairs and replacement of 570 linear feet of water mains on Juniper and Laurel streets in the City of Estacada, Oregon.
FINDING OF NO SIGNIFICANT IMPACT
The County of Clackamas has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Community Development offices, 2051 Kaen Road, Suite 245, Oregon City, Oregon and may be examined or copied weekdays 8:30 A.M. to 5:00 P.M.
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Clackamas County Community Development Division at the above address All comments received by March 11, 2011 will be considered by the County of Clackamas prior to authorizing submission of a request for release of funds. Commentors should specify which part of this Notice they are addressing.
RELEASE OF FUNDS
The County of Clackamas certifies to HUD that the County of Clackamas and Chuck Robbins, in his capacity as Community Development Director and Certifying Officer, consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the County of Clackamas to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the County of Clackamas certification received by March 30, 2011 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the County of Clackamas approved by HUD; (b) the County of Clackamas has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD CPD, 400 SW Sixth Avenue – Suite 700, Portland, Oregon 97204-1632. Potential objectors should contact HUD to verify the actual last day of the objection period.

NOTICE OF BUDGET COMMITTEE MEETING
A public meeting of the Budget Committee of the Clackamas Cable Access Board, Clackamas County, State of Oregon, to discuss the budget for the fiscal year July 1, 2011 to June 30, 2012, will be held at Willamette Falls Media Center at 1101 Jackson Street, Oregon City, OR 97045. The meeting will take place on Wednesday March 9th, 2011 at 5:30pm. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after Friday, May 13th, 2011 at Willamette Falls Media Center between the hours of 9:00am and 4:00pm.
This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

City-Wide Voluntary Sidewalk Local Improvement District
Notice of Proposed Final Assessment
As required by the terms of Forest Grove Municipal Code Section 3.440, notice is hereby given that a Public Hearing will be held on Monday, February 28, 2011, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider adopting a proposed ordinance concerning the proposed final assessments for the City-Wide Voluntary Sidewalk Local Improvement District (LID). The proposed ordinance, if enacted by the Forest Grove City Council, would take effect on the thirtieth day (30th) after enactment unless the City Council declares an emergency.
The proposed final assessments for each affected lot are as follows:
The calculation of the proposed final assessment(s) was made consistent with the methodology adopted by the Forest Grove City Council at it meeting of August 23, 2010. That methodology and allocation scheme is available for public inspection at Forest Grove City Hall.
Owners of property within the LID who have objections to the proposed final assessment must present those objections in writing and set out the reason(s) for the objections with specificity. Those written objections must be received by 7:00 p.m. on February 28, 2011, prior to the Council’s hearing on the proposed final assessments.
In the event a property owner elects not to pay the final assessment in whole within thirty (30) days after City Council certifies the final assessments, property owners will be offered the chance to make monthly installment payments on the assessment over a period of sixty (60) months or one hundred twenty (120) months, provided the affected property owner has timely completed an installment application.
It is currently anticipated that the interest rates on the installment plans will be 4.25% and 6.50% respectively.
A copy of the report and proposed ordinance is also available for inspection prior to the hearing at the City Recorder’s Office or by visiting the City’s website at www.forestgrove-or.gov. NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday March 16, 2011 the City of Gaston City Council will hold a public hearing on File #CUP11-01 an application by Sharon Spain and Avery Rosendahl for approval of a Conditional Use Permit to open a retail, office and motorcycle and small vehicle service shop in the abandoned gas station on Highway 47. The subject property is on the north side Highway 47 between the US Post Office and Cottonwood Street.
