NOTICE OF BUDGET COMMITTEE MEETING
The Sherwood School District Budget Committee will hold a budget committee meeting on Thursday, May 12, 2011.  The meeting will be held at Laurel Ridge Middle School Media Center located at 21416 SW Copper Terrace, Sherwood Oregon and will begin at 6:30pm. The purpose of the meeting will be to receive the proposed budget and the budget message for 2011/12 and to begin deliberations for the 2011/12 budget.  Future meetings are scheduled for May 17, May 19 and May 24 on an as needed basis.  Public testimony will be accepted at all Budget Committee meetings.  The proposed budget document and the budget message will be available for public review on Wednesday, May 11 at the District Office located at 23295 SW Main Street, Sherwood Oregon at 9am.

The following will be considered by the Tigard Planning Commission on Monday May 16, 2011 at 7:00 PM at the Tigard Civic Center – Town Hall, 13125 SW Hall Blvd., Tigard, Oregon.
Public oral or written testimony is invited.  The public hearing on this matter will be held under Title 18 and rules of procedure adopted by the Council and available at City Hall or the rules of procedure set forth in Section 18.390.060.E.  The Planning Commission’s review is for the purpose of making a recommendation to the City Council on the request.  The Council will then hold a public hearing on the request prior to making a decision.

COMPREHENSIVE PLAN AMENDMENT
(CPA) 2011-00001/ZONE CHANGE (ZON) 2011-00001
- WESTSIDE CHRISTIAN HIGH SCHOOL -
REQUEST:  The applicant is requesting a Comprehensive Plan Map Amendment and Zoning Map Amendment to change the Comprehensive Plan Designations and Zoning Map Classifications for a single 7.44-acre lot from Professional/Administrative Commercial (C-P) to Mixed-Use Employment (MUE).  The applicant proposes a zone change to accommodate a school use not permitted under the existing zoning.  LOCATION:  The property is located at 8200 SW Pfaffle Street.  The site is bounded by SW Pfaffle on the north, Hwy. 217 on the west, and Pacific Hwy. on the south; Washington County Tax Assessor’s Map 1S136CC, Tax Lot 100.  ZONES:  C-P: Professional/Administrative Commercial District. The C-P zoning district is designed to accommodate civic and business/professional services and compatible support services, e.g., convenience retail and personal services, restaurants, in close proximity to residential areas and major transportation facilities. Within the Tigard Triangle and Bull Mountain Road District, residential uses at a minimum density of 32 units/net acre, i.e., equivalent to the R-40 zoning district, are permitted in conjunction with a commercial development. Heliports, medical centers, religious institutions and utilities are permitted conditionally. Developments in the C-P zoning district are intended to serve as a buffer between residential areas and more-intensive commercial and industrial areas; and MUE: Mixed-Use Employment. The MUE zoning district is designed to apply to a majority of the land within the Tigard Triangle, a regional mixed-use employment district bounded by Pacific Highway (Hwy. 99), Highway 217 and I-5. This zoning district permits a wide range of uses including major retail goods and services, business/professional offices, civic uses and housing; the latter includes multi-family housing at a maximum density of 25 units/acre, equivalent to the R-25 zoning district. A wide range of uses, including but not limited to community recreation facilities, religious institutions, medical centers, schools, utilities and transit-related park-and-ride lots, are permitted conditionally. Although it is recognized that the automobile will accommodate the vast majority of trips to and within the Triangle, it is still important to (1) support alternative modes of transportation to the greatest extent possible; and (2) encourage a mix of uses to facilitate intradistrict pedestrian and transit trips even for those who drive. The zone may be applied elsewhere in the City through the legislative process.  COMPREHENSIVE PLAN DESIGNATION:  Professional/Administrative Commercial to Mixed-Use Employment.  APPLICABLE REVIEW CRITERIA:  Community Development Code Chapters 18.380, 18.390; Comprehensive Plan Goals: 1, Citizen Involvement; 2, Land Use Planning; 9, Economic Development; 10, Housing;  11, Public Facilities and Services; 12, Transportation; 13, Energy Conservation;  Same Statewide Planning Goals; Oregon State Transportation Planning Rule (TPR); and the Metro Regional Transportation Plan (RTP).

100TH AVENUE SANITARY SEWER
FY 2010-11 SANITARY SEWER EXTENSION PROGRAM

The City of Tigard will receive sealed bids from qualified firms at Tigard City Hall’s Information Desk at 13125 SW Hall Blvd., Tigard, Oregon 97223 until 2:00 p.m. local time, Thursday, May 12, 2011 for the 100th Avenue Sanitary Sewer construction project.  Bids will be opened and publicly read aloud immediately after the bid’s closing time and date at Tigard City Hall.
The project, which constructs a sewer extension generally consists of the following:
1. Installation of a sanitary sewer system that includes mainlines, service laterals and manholes.
2. 1,751 feet of 8-inch PVC mainline
3. Site restoration
4. Performance of additional and incidental work as called for by the specifications and plans.

Pursuant to Tigard Public Contracting Rule 30.055, all bidders must submit a bid security to the City along with their bid in an amount equal to ten percent (10%) of their base bid.  In the event a bid exceeds $100,000, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in this packet, to the City no later than 4:00 p.m. local time, Thursday, May 12, 2011.
The City anticipates this will be a prevailing wage rate project.  The provisions of ORS Chapters 279A and 279C and all other Oregon and Federal provisions pertaining to minimum salaries and wages shall be incorporated by reference as if fully set forth in any contract resulting from this Invitation to Bid.  Contractor shall provide proof to the City prior to the beginning of any of the work that the Contractor has filed a public works bond with a corporate surety in the amount of $30,000 with the Construction Contractors Board as required under Oregon PWR law.
No bid will be considered unless fully completed in a manner provided in the bid packet.  Facsimile and electronic (email) bids will not be accepted nor will bids be accepted after the stated opening date and time.  Bids received after the closing time will be returned to the submitting firm unopened after a contract has been awarded for the required services.

A mandatory pre-bid meeting will be held at 10:00 a.m. local time, Wednesday, May 4, 2011 at Town Hall, 13125 SW Hall Blvd. Tigard, Oregon 97223.  A visit to the site will follow.  Any firm wishing to bid on the project must be represented at the pre-bid walkthrough or their bid will be deemed nonresponsive.

Proposed FY 2011-2012 Budget

The Tigard Water District will hold a Public Hearing on its proposed Fiscal Year 2011-2012 budget during its Board of Commissioners Meeting on May 10, 2011 at 7:00 PM in the Tigard Public Works Building at 8777 SW Burnham Street in Tigard. Copies of the proposed budget will be available to the public on April 18, 2011 at the Tigard Public Library. This budget has been prepared on accrual based accounting principles as in prior years.

The 2011-2012 Budget expects revenue from the District’s 1% share of water revenues in its boundaries to be $16,750, which is on par with last year’s budget amount. It also expects interest earnings to be $250 compared to last year’s budget of $500. The District receives no other significant revenues. The District’s budget requirements are expected to be $25,690 for Materials and Services and $3,000 for Contingencies. This compares to $22,820 and $3,000 respectively in the 2010-2011 Budget.

Proposed Remedial Action for the Tigard Library Site

COMMENTS DUE:  May 31, 5:00 PM

PROJECT LOCATION:  13500 SW Hall Boulevard, Tigard, OR

PROPOSAL:  As required by ORS 465.200, the Department of Environmental Quality (DEQ) invites public comment on its proposed remedy for the site.

HIGHLIGHTS:  Early site investigations found elevated levels of arsenic in surface and near-surface soils.  This area of Tigard was historically used for orchards, and arsenic-based chemicals were typically used as pesticides and fungicides.  Data collected shows that soil erosion from upslope areas has transported soil contaminated with arsenic from the southwest portion of the site to lower elevation areas.  Soils with elevated concentrations of arsenic are mostly present beneath the library building and the Pinebrook Stream corridor along the southern side of the property, and in the original farm pond that is now used for stormwater detention.?

Investigations conducted between 2002 and 2008 identified three general areas on the Tigard library property where soil samples contained arsenic above DEQ risk-based screening levels: the North Field; the Parking and Pine Tree Area; and the Wetland/Wild Area.  Based on human health and ecological risk evaluations, these areas were found have arsenic concentrations that exceed one or more of the applicable Risk Based Concentrations (RBCs) for human exposure.  Ecological screening values were also exceeded in some site areas.

The selected remedies for areas of elevated arsenic involve preventing exposure through a combination of capping, fencing, and cover vegetation.  The Pine Tree and Parking lot area will be covered with a geotextile fabric and a 6-inch layer of mulch.  Access to the Wetland/Wild area and North Field areas will be restricted by installing fencing, and maintaining vegetation cover to discourage use.  If funding becomes available, the City of Tigard may excavate contaminated soil in the North Field Area, replace it with a minimum of 6 inches of clean fill, and re-sod with grass.  The covering of the North Field Area with a minimum of 6 inches of fill will be protective for public use, and allow the City of Tigard to remove the fencing in the North Field Area.  These engineering controls will be memorialized in a deed restriction recorded with the property deed, requiring that fences and mulch covers are regularly inspected and maintained.  If additional soil is removed from the site, a Contaminated Media Management Plan (CMMP) shall be submitted to DEQ for approval.  The CMMP will outline procedures for the safe excavation, management, and disposal of any arsenic-contaminated soil generated at the site.

DEQ welcomes the public’s comments on the proposed remedial actions.
