Proposed No Further Action for ECSI# 2596 D&M Pallets

Project location: 13150 SE Highway 212 Clackamas, Oregon
Proposal: Removal from Confirmed Release Inventory (ORS.340-122-77) and No Further Action (NFA) designation for the D&M Pallets site located in Clackamas, Oregon. The approximately 2.7 acre site is an undeveloped lot located an industrial and commercial corridor along Hwy 212 between SE 130th and SE 135th Aves.
Highlights: In 1998, DEQ Complaints staff received notification of a heavy oily substance leaving the D&M Pallets property and draining into the western stormwater drainage ditch. Three follow up inspections by DEQ between December 1998 through May 1999 continued to find oil present and draining to the soil stained drainage ditch. The site was listed on the Confirmed Release Inventory in December 2002. 2003 groundwater and soil samples were below human health risk based concentrations for heavy metals and petroleum. In 2003, DEQ recommended excavation and removal of ditch sediments. Ditch sediment was re-tested in July 2011and all petroleum samples were non-detect. Excavation of ditch sediments is not necessary to complete the cleanup.
The 2011 sampling demonstrated that no further action is needed to assure protection of present and future health to the public and environment.

TA 2011-0002 COMPACT DETACHED HOUSING IN MULTIPLE USE ZONES TEXT AMENDMENT This proposal is to amend the Beaverton Development Code Chapter 20.20.20 Land Uses in Multiple Use Zones and Chapter 60, Special Regulations, Section 60.05 Design Review Standards and Guidelines, to allow detached dwellings to be Permitted Uses in all of the City’s Multiple Use zones, subject to Design Review and subject to existing minimum density requirements.
Approval criteria for the Text Amendment includes Section 40.85.15.1.C. You may review a copy of the staff report and all other documents and evidence submitted in relation to these applications at the City’s Community Development Department Public Counter, located on the 2nd floor of City Hall, on or after September 28, 2011 (7 days prior to the Planning Commission hearing date). The Tillamook Field Manager is requesting public comments on proposed management activities analyzed in the South Scappoose Creek Environmental Assessment (EA), Number DOI-BLM-OR-S060-2011-007-EA. This EA analyzes a project to commercially thin approximately 1540 acres of 46- to 70-year-old timber, to regeneration harvest approximately 100 acres of 52 to 73-year-old timber, as well as build 5.5 miles of new road, renovate 7.2 miles of existing road, and conduct maintenance on 22.3 miles of roads prior to use. All new, natural-surface road construction, and approximately 4.4 miles of renovated existing natural-surface roads would be decommissioned after use. The South Scappoose Creek Project is located approximately six miles west of the town of Scappoose, in Columbia and Washington Counties, Oregon. It is in the Dairy Creek and the Scappoose Creek watersheds. The project area includes BLM-managed lands within sections 7, 9, 19 and 29 of Township 3 North, Range 2 West; and sections 1, 11 and 13 of Township 3 North, Range 3 West, Willamette Meridian (WM).
The EA is available for inspection at the Bureau of Land Management, Tillamook Resource Area Office, 4610 Third Street, Tillamook, Oregon 97141; telephone (503) 815-1100.
