NOTICE OF PUBLIC HEARINGS
CITY OF FOREST GROVE

PROPOSED UPDATE TO FOREST GROVE
REGISTER OF SIGNIFICANT AND HISTORIC TREES

NOTICE IS HEREBY GIVEN that the Forest Grove Community Forestry Commission will hold a Public Hearing on Wednesday, December 19, 2012, at 5:30 p.m., in the Community Auditorium, 1915 Main Street, Forest Grove, to consider updating the ordinance establishing the Forest Grove Register of Significant and Historic Trees. The Community Forestry Commission will make a formal recommendation to the City Council.  The Forest Grove City Council will hold a Public Hearing on the proposed ordinance at its meeting scheduled for Monday, January 14, 2013, at 7:00 p.m., in the Community Auditorium, 1915 Main Street, Forest Grove.

The proposed amendments to the Register may affect following locations:

* 1617 Birch Street (removal of 1 Oregon White Oak for safety)
* 1623 Birch Street (removal of 1 Oregon White Oak for safety)
* 1634 Birch Street (removal of 1 Oregon White Oak for safety)
* 1873 Primrose Lane (removal of 2 Oregon White Oak trees for safety)
* 2032 College Way (removal 2 Oregon White Oak trees damaged by storm)
* 2125 18th Avenue (owner requested removal of 2 Oregon White Oak trees)
* 2204 15th Avenue (request to add 2 Maple trees)
* 2237 16th Avenue (incorrect listing of 2 Oregon White Oak trees)
* 2325 A Street (add 1 Oregon White Oak tree)
* 2332 A Street (removal of 1 Oregon White Oak for safety)
* 2426 19th Avenue (correct address to 2436 19th Avenue)
* 2516 B Street (incorrect listing of 2 Oregon White Oak trees)
* 3234 22nd Avenue (owner requested removal of 1 Douglas Fir)

Criteria for removing a tree from the Register are contained in Article 5, Section 10.5.140(C)(1) through (4) of the Forest Grove Development Code.  Major pruning or removal shall be granted if any of the following criteria have been met:

* The tree is dead or diseased and the cost to cure exceeds ¼ of the tree’s value;
* There is a loss of significance due to natural or accidental damage;
* The tree is unsafe to the occupants of the property, adjacent property or the general public; or
* The proposed removal is part of a development project and the removal is for a public purpose and there is no alternative without significant density reduction, significant increased cost or safety problems as determined by the Community Forestry Commission.

Both hearings are open to the public and interested parties are encouraged to attend.  A copy of the report and proposed changes to the Register will be available one week prior to hearing.  Written comments or testimony may be submitted at the hearing or sent to the attention of Daniel Riordan, Community Forestry Commission liaison, Community Development Department, 1924 Council Street, PO Box 324, Forest Gove, Oregon, 97116, prior to the hearings.  For information about the proposal, please contact Daniel Riordan at (503) 992-3226, or via E-mail at driordan@forestgrove-or.gov.
