REQUEST FOR PROPOSALS: 2016
REROOFING PROJECT TO INCLUDE
PORTIONS OF DOUGLAS HIGH SCHOOL SHOPE, ROOM 220, & LOBBY
WINSTON, OR
Proposals due: May 10, 2016 @ 2:00 pm
Proposals for Winston-Dillard School District, 2016 Reroofing Project to include Portions of Douglas High School Shop, Room 220 & Lobby will be received by Sheri Kostal, Business Manager Winston-Dillard School District. Proposals will be received at the Winston Dillard School District located at 620 Elwood Street, Winston, Oregon 97496 on May 10, 2016 until 2:00 P.M., with the First Tier Disclosure due by 4:00 P.M.
Briefly the projects consist of Reroofing portions of the Douglas High School Shop, Room 220 & Lobby.
The projected budget for this project is $ 185,000.00. This is a prevailing wage project and subject to January 2016 Oregon BOLI regulations for Region 6.
A mandatory Pre-proposal meeting for prospective proposers, sub-proposers and roofing suppliers will be held on May 3, 2016 at 1:00 PM, at Douglas High School located at 1381 N.W. Douglas Blvd., Winston, Oregon 97496.
Attendance at the Pre-proposal conference is mandatory for the following parties:
1) Prospective roofing contractors (“proposers”).
2) Prospective sub-contractors (“sub-proposers”).
3) Manufacturers of specified materials and those manufacturers wishing to submit products, technical on-site services and warrantees as alternates or equal. Manufacturers with proven long term performance and commitment to provide on-site technical support for the duration of each of the projects will be considered as alternates to those specified. Substitution Request forms are available and can be obtained by contacting Schaber Roof Consultants, Inc. at (503) 655-8921.
An advance notice of 48 hours prior to the Pre-proposal Conference is required to reserve plans and specifications. This must be done by calling Schaber Roof Consultants, Inc. at (503) 655-8921 or by E-mail request to src@spiretech.com. Proposal documents will be available at Pre-proposal Conference and may be obtained, only to those prospective proposers who called to reserve, upon receipt of cash or check in the amount of $75.00, made payable to Schaber Roof Consultants, Inc. Deposits made upon procurement of the proposal documents will be refunded upon the return thereof, in good condition, within ten (10) days after the opening of the proposals.
No proposal will be considered unless fully completed in the manner provided in the Instructions to Proposers in the proposal form provided by Schaber Roof Consultants, Inc. All proposers must be licensed by the Oregon Construction Contractors Board. Each proposal must contain a statement as to whether the proposer is a resident proposer, as defined by ORS 279A.120. Prevailing wages must be paid on the Project in accordance with ORS 279C800 to 279C.870 of the Oregon Revised Statutes pertaining to the payment of wages which are not less than the January 2016 prevailing wage rates. Each proposal must contain a statement to that fact. The District requires that all contractors, vendors, suppliers or providers of services comply with all applicable laws and regulations prohibiting discrimination in employment, public accommodation, and educational programs.

The District also requires the successful bidder to provide background checks for all onsite workers as outlined in the Project Manual. Any changes made to the contract documents will be made by formal Addenda issued by Schaber Roof Consultants, Inc.
Proposals will be evaluated on the following evaluation criteria: Items 1-4 are discretionary points to be calculated as follows:

4. Price will be assigned points in the following manner:
30-40 Points
Lowest Proposer 40 points
2nd 35 points
3rd 30 points
The District may reject any proposal not in compliance with all prescribed public proposal procedures and requirements, and may reject for good cause any or all proposals upon a finding by the District that it is in the public interest to do so.
All proposers must have a current Oregon Public Works Bond in good standing.
