REQUEST FOR PROPOSAL (RFP) 2016-01
FOR HERITAGE PARK REDEVELOPMENT PROJECT

Sealed proposals (“Bid”) for the Heritage Park Redevelopment project will be received by the City of Scappoose (County of Columbia, State of Oregon) until July 22, 2016, at 3:00 pm, local time (“Bid Closing”) at Scappoose City Hall, 33568 E. Columbia Ave., Scappoose Oregon 97056. Bids will not be received after such date and time.

Bids will be publicly opened and read aloud (“Bid Opening”) immediately following the bid closing deadline.

The First-Tier Subcontractor Disclosure form will be received at the location given for the receipt of the bid until 5:00 pm, July 22, 2016. Instructions for providing the First-Tier Subcontractor Disclosure and the required disclosure form are included in the Contract Documents. The disclosure form shall be submitted no later than two working hours, including lunch hours, after the Bid Closing. THE CITY WILL REJECT A BID IF THE BIDDER FAILS TO SUBMIT THE DISCLOSURE FORM WITH THIS INFORMATION BY THE STATED DEADLINE.

IDENTIFICATION OF PROJECT: Major items of work consist of site demolition/grading, concrete pathways, stormwater retention and drainage system, landscaping and irrigation system, lighting, and other related work. Work on the project must be completed no later than November 30, 2016.

CONTRACT DOCUMENTS: Contract/bidding documents may be obtained via the City’s website at; http://www.ci.scappoose.or.us. Select the Engineering page from the Department tab and look for the Quest Construction Data Network (QuestCDN) web site link under the Bid Opportunities section of the Engineering page.

An optional pre-proposal meeting will be held onsite on July 15, 2016 from 2:00 PM to 3:00 PM.

OTHER BID REQUIREMENTS: No proposal for a construction contract shall be received or considered by the City unless the firm is registered with the Construction Contractors Board or is licensed by the State Landscape Contractors Board, as applicable, as specified in OAR 137-049-0230.

Proposals must be made upon the Proposal form in the Contract Documents and must be accompanied by a certified check or proposal bond payable to the City of Scappoose (County of Columbia, State of Oregon) in an amount not less than ten percent (10%) of the total amount of the bid.

This is a contract subject to ORS 279C.800 to 279C.870. No bid will be received or considered unless the bid contains a statement by the Bidder as follows: “Contractor agrees to be bound by and will comply with the provisions of ORS 279C.840 or 40 U.S.C. §276a.” The state prevailing wage rates as of July 1, 2016 as published by the Oregon Bureau of Labor and Industries are incorporated by reference.

The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120.

The contractor and subcontractors are not required to be licensed under ORS 468.883 for asbestos abatement.

The Bidder shall deliver, as part of the bid, a written certification that the Bidder has not discriminated and will not discriminate against minority, women or emerging small business enterprises in obtaining any required subcontracts. Failure to do so shall be grounds for disqualification.

RIGHT OF REJECTION: The City of Scappoose reserves the right to reject any bid not in compliance with all prescribed public procedures and requirements, and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within thirty days (30) after the Bid Closing.

WRITTEN ADDENDA: The City reserves the right to make changes to the Invitation to Bid and the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have registered as a plan holder for this project on the City website; http://www.ci.scappoose.or.us
