NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning and Zoning Hearings Board, at or shortly after 6:30 p.m., on Wednesday, September 21, 2016, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro, Oregon. At this hearing, the Board will consider a request for a zone change for five properties, from SFR-7 Single Family Residential (7,000 square foot minimum lot size) to SFR-4.5 Single Family Residential (4,500 square foot minimum lot size). The purpose of the zone change is to comply with the current Comprehensive Plan designation RM Residential Medium Density, and to allow for future development.

The subject property can be specifically identified as Tax Lots 5601, 5700, 5701, 5800, and 5801 on Washington County Assessor’s Tax Map 1N3-36DA, and is generally located north NW Jackson Street, south of NW Garibaldi Street, west of NW Freeman Avenue and east of NW Treglown Court. The property owners are Michael & Margaret Studebaker and Campbell Rentals HB, LLC. The applicant is Kent Campbell, and the applicant’s representative is Trisha Clark, NW Land Planning.

The applicable criteria for this application are included in Section 12.80.160 of the Community Development Code (CDC). The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Department office.

The staff report on this matter will be available on Wednesday, September 14, 2016 at 4:00 p.m. The complete application, staff report, and all related criteria are available at the Hillsboro Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays at the address listed below.

All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 E Main Street, Hillsboro, OR 97123, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference Case File No. on all written testimony.

Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
