NOTICE OF PUBLIC HEARING

The City of Madras Community Development Department has proposed amendments to the Jefferson County and City of Madras Comprehensive Plans and City of Madras Zoning Ordinance (City File: PA-16-2, County File: 16-PA-02). The Jefferson County and Madras Planning Commissions will hold a joint public hearing on October 19, 2016 at City Hall, located at 125 SW E Street, Madras, OR. The proposal includes: 1) Expanding the Madras Urban Growth Boundary (UGB) to include 609 acres of property designated as Rural Land on the Jefferson County Comprehensive Plan map and zoned Airport Development on the Jefferson County Zoning Map; 2) Rezone 195 acres of the 609 acres proposed to located in the UGB to Large Lot Industrial on the City of Madras Urban Area Comprehensive Plan and Zone map and rezone 414 acres of the 609 acres proposed to located in the UGB to Open Space/Public Facilities on the City of Madras Urban Area Comprehensive Plan and Zone map; 3) Amend the Madras Comprehensive Plan to include the Central Oregon Regional Large Lot Industrial Needs Analysis and the related policies; 4) Amend the City of Madras Zoning Ordinance to create at Large Lot Industrial zoning district and related land use regulations and 5) Amend to the City of Madras Urban Area Comprehensive Plan and Zone Map to rezone 3.12 acres of land currently zoned Open Space/Public Facilities to Single Family Residential.
Copies of the proposed amendments are available for inspection at City Hall, 125 SW “E” Street, Madras, Oregon. Any interested party may testify at the hearing or submit written testimony at or prior to the hearing. Written comments must be received at the Madras Community Development Department by 4:00 p.m. on October 11, 2016 to be included in the Planning Commission packet for this hearing. Written comments received after this date will be forwarded to the Planning Commissioners at the hearing and become part of the legal record.
