NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission, at or shortly after 6:00 p.m., on Wednesday, November 9, 2016, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro, Oregon. At this hearing, the Planning Commission will consider a request for preliminary approval of a Planned Unit Development concept plan for a new event center and recreational vehicle campground to modernize and support current recreational and event uses at the Washington County Fair Complex. The applicant is requesting major adjustments to reduce the minimum number of required parking spaces for the event center and a reduction to the amount of required interior parking area landscaping for the parking lot associated with the event center. The property owner is Washington County. The applicant is Martin Granum, Washington County and the applicant’s representative is Read Stapleton, DOWL.

The subject properties can be specifically identified as Tax Lots 850, 851, 4600 and 701 on Washington County Assessor’s Tax Map 1N2-33 and Tax Lot 100 on Tax Map 1N2-32AD and is generally located north of the Tri-Met Max Line, south of NE Cornell Road and east of NE 28th Avenue.

The applicable criteria for the Planned Unit Development is included in Section 12.80.120 of the Community Development Code (CDC), and the criteria for Major Adjustments may be found in CDC Section 12.80.156. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopment code or in the Planning Department office.

The staff report on this matter will be available on Wednesday, November 2, 2016 at 4:00 p.m. The complete application, staff report, and all related criteria are available at the Hillsboro Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays at the address listed below.

All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 E Main Street, Hillsboro, OR 97123, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference Case File No. on all written testimony.

Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
