NORTH HILLSBORO TRANSPORTATION SYSTEM PLAN SPOT AMENDMENTS

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission at or shortly after 6:00 p.m., on Wednesday, November 9, 2016 in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro. At the hearing, the Planning Commission will consider proposed text amendments to the Hillsboro Comprehensive Plan, Ordinance No. 2793, as amended, and the Transportation System Plan Update (January 2004), as amended.

The City of Hillsboro Planning Department is proposing the amendments for the purpose of modifying the classification, alignments, and connectivity of several public streets in the North Hillsboro Community Plan Area and in targeted areas throughout the City. The following road segments proposed to be modified include: NW Pubols Road from NW Helvetia Road to NW Century Blvd; NW Schaaf Road from NW Helvetia Road to NW Jacobson Road and NW Century Boulevard; NW Westmark Drive from NW Century Boulevard to NW West Union Road; NW Meek Road at NW Brookwood Parkway; NE Huffman Street from NW Brookwood Parkway to NW Jackson School Road. Smaller scale modifications throughout the City include: Planned Neighborhood Route between NW Aloclek Drive and NW Cornelius Pass Road; NW 193rd Place at NW Walker Road; SE Century Boulevard from SE Lois Street to SE Ariel Street; NE Springer Street; NE Brookwood Parkway from E Main Street to NE Cornell Road; Hillsboro Airport/OHSU Internal Roads.

The procedures by which Transportation System Plan and Comprehensive Plan amendments are processed can be found in Section 1 (IV) of the Hillsboro Comprehensive Plan (HCP). The HCP may be viewed online at http://www.hillsboro-
oregon.gov/index.aspx?page=94 or in the Planning Department office.

The staff report on this matter will be available on Wednesday, November 2, 2016 at 4:00 p.m. The staff report and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon.

All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: staff report; proponents; opponents; and Staff’s response. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at the address shown above, on or before the hearing date. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
