NOTICE OF APPLICATION
Pursuant to Section 50.45.4 of the Beaverton Development Code, public notice of the following development application is being provided:
TP 2011-0004 and DR2011-0053 (THPRD Westside Trail, Segments 1, 4 and 7 and PGE and BPA Powerline Corridor)
The applicant, Tualatin Hills Park and Recreation District, is seeking approval to build approximately 1.8 miles recreation trails to connect existing gaps in the 25-mile Westside Trail on properties generally located between 1.) SW Barrows Road and SW Scholls Ferry Rd 2.) Between SW Galena Way SW Rigert Road 3.)  Between SW Burntwood Road and SW Davis Road.  To accommodate construction of the trail, THPRD is also seeking approval to remove approximately 25 trees on property located between SW Burntwood Road and SW Davis Road. These trees are part of a grove identified as Significant according to the City of Beaverton Inventory of Significant Trees.
Trail segments 1, 4 and 7 can be described as follows:
Segment One (1) is located between SW Barrows Road (Barrows Park) and SW Scholls Ferry Road and will cross Scholls Ferry Road at the intersection of Teal Blvd.  Affected Washington County Tax Lots include 1S132SS00100, 1S132SS01200, 2S109BC07000, 2S105AA02800, 2S105AA03100, 2S104BB07151, 2S104BB08300.  Segment One (1) proposes existing sidewalks to be widened, landscape removal to accommodate construction of the trail and a 145-foot bridge built south of Magpie Lane.  No Trees are proposed for removal in this segment.
Segment Four (4) is located between SW Rigert Road and SW Galena Way and connects to SW Rigert Road at Summercrest Park.  Affected Washington County Tax Lots include 1S129BB10900, 1S129BD00800, 1S129BD00802, 1S129BD00851, 1S129BD05350, 1S129C0000300, 1S129C0000301, 1S129C0000900, 1S129C0000902.  Segment Four (4) proposes to build a 62-foot bridge north of Flagstone Drive, a 90 foot bridge North of SW Nora Road and landscape removal to accommodate construction of the trail, grading and retaining walls are proposed near the Azaic Terrace Subdivision.  No Trees are proposed for removal in this segment.
Segment Seven (7) is located between SW Davis Road and SW Burntwood Road and runs through Mt. Williams Park.  Affected Washington County Tax Lots include 1S1200006700, 1S1200006800, 1S120BD04200, 1S120BD02400, 1S120BD02300, 1S120BD02600.  Segment Seven (7) proposes landscape removal and of approximately 25 trees ranging in diameter from 7-inches to 37-inches and from Beaverton Significant Grove #77 to accommodate construction of the trail.
To be addressed in the staff report and decision, written comments on the above development proposal shall be submitted no later than 4:30 p.m. on Wednesday, July 13, 2011.  Mailed written comments shall be sent to the Planning Division, PO Box 4755, Beaverton, OR 97076.  Written comments submitted in person shall be delivered to the Planning Division, 2nd Floor, Beaverton City Hall, 4755 SW Griffith Drive.
The decision-making authority for the above application is the Director. Any decision on the above development application shall be based on the Approval Criteria contained in Tree Plan Two: Beaverton Development Code Section 40.95.15.2.C.
Pursuant to Section 50.45.18, within seven (7) calendar days from the date the decision making authority adopts a land use order, the Director shall cause the order to be signed, dated, and mailed to the applicant and the property owner.
