A public meeting of the Budget Committee of the Banks School District No 13, Washington County, State of Oregon, to discuss the budget for the fiscal year July 1, 2012 to June 30, 2013, will be held at 450 S. Main Street, Banks, Oregon. The meeting will take place on the 31st of May, 2012 at 7:00 P.M.  The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.  A copy of the budget document may be inspected or obtained on or after May 31, 2012 at 450 S. Main Street, Banks, Oregon, between the hours of 8:00 A.M. and 4:00 P.M.

This is a public meeting where deliberation of the Budget Committee will take place.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

BANKS SCHOOL DISTRICT
WASHINGTON COUNTY, OREGON

NOTICE IS HEREBY GIVEN that on Tuesday May 15, 2012, an election will be held within the boundaries of Banks School District, in Washington County Oregon. The election shall be conducted by mail pursuant to ORS 254.465. The following question will be submitted to the qualified voters thereof:

BONDS TO CONSTRUCT, RENOVATE, MAINTAIN JUNIOR HIGH AND DISTRICT FACILITIES

Question
Shall District construct/renovate Junior High, replace, renovate and maintain District facilities by issuing general obligation bonds not exceeding $10,500,000?  If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.

Summary
If approved, this measure would finance the construction/renovation of Banks Junior High School.  It would also replace/renovate and maintain School District facilities to meet current building safety standards and improve efficiency of school operations.  Specifically, bond proceeds are expected to:

* Construct, furnish, equip new and renovated Junior High facilities including classrooms for general education, science, technology, special education; library; other building/campus improvements.

* Renovate, construct/upgrade, maintain, furnish and equip School District facilities including high school science classroom and other building/campus improvements.

* Make other safety, security code upgrades and site improvements including upgrades to heating systems, fire alarm and sprinkler systems and campus lighting.

* Construct emergency vehicle access to elementary school.

* Pay costs for demolition, temporary classrooms and bond issuance fees.

Bonds would mature in fifteen (15) years or less from issuance and may be issued in one or more series.
