AMENDING FOREST GROVE CITY CODE TO DESIGNATE OUTDOOR BURN SEASONS WITHIN THE CITY OF FOREST GROVE

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a Public Hearing on Monday, August 11, 2014, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider adopting an ordinance amending Forest Grove City Code that would designate outdoor burn season to occur once a year in the spring, between March 1 and June 15, (no outdoor burn season in the fall, between October 1 and December 15), and adjusted locally for air quality and fire safety considerations within the City of Forest Grove.  Backyard burning includes yard debris, trimmings and clippings only; lumber, trash or other non-yard debris cannot be burned at any time. The proposed ordinance, if enacted by the Forest Grove City Council, would take effect on the thirtieth day (30th) after enactment unless the City Council declares an emergency.

ELECTION FOR CITY COUNCIL

FOREST GROVE – On November 4, 2014, General Election, citizens of Forest Grove will vote to fill position of Mayor and three City Councilor positions (Mayor Peter Truax, Councilors Thomas Johnston, Camille Miller, and Ronald Thompson are eligible for re-election).  A person seeking a City of Forest Grove elective office must be a registered voter and must be a resident of Forest Grove, residing for at least one year immediately preceding the election, and must file by petition and collect 25 certified signatures from Forest Grove registered voters. Each position carries a four-year term, expiring November, 2018.  The positions are elected from the City at-large and candidates who receive the highest number of votes are elected.

The City of Forest Grove has a Council-Manager form of government.  Elected officials decide the policies and goals for the City and a professional management team, under the direction of the City Manager, carries out the Council’s policies and objectives.  Council meetings are normally held in the evening twice a month on the second and fourth Monday of each month. In addition to attending Council meetings, Councilors attend other meetings as necessary and serve as liaison to other local, regional, and citizen advisory boards, committees, and commissions.  Mayor position is paid $150.00 per month stipend and Councilor position is paid $100.00 per month stipend and option to enroll in the City’s health insurance plan.

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a public hearing on Monday, June 9, 2014, at 7:00 PM or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider an ordinance adopting the Forest Grove Urban Renewal Plan pursuant to Oregon Revised Statutes Chapter 457 (Urban Renewal). If adopted, the urban renewal plan will authorize a maximum bonded indebtedness of $15,000,000 for urban renewal projects that are to be completed over the next twenty years within the Forest Grove Town Center and Pacific Avenue/19th Avenue Corridor from C Street to 3900 Pacific Avenue east of Hwy. 47. Urban renewal projects identified in the Plan include acquisition of redevelopment opportunity sites from willing sellers, redevelopment project assistance, exterior building improvement program, interior building improvement program, sustainability incentive program, funding set aside for matching grants from federal, state, regional or county sources, and program administration. Urban renewal projects identified in the Forest Grove Urban Renewal Plan would be funded using tax increment financing and other available sources of revenue as described in the Plan. The plan shall be conclusively presumed valid for all purposes 90 days after adoption by ordinance. No direct or collateral attack on the action may thereafter be commenced. The proposed ordinance, if enacted by the City Council, would take effect 30 days immediately after enactment.

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold Public Hearings Monday, June 9, 2014, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider enacting resolutions that would increase various fees and charges by 3.5% or slightly higher, excluding building fees; water rates for all customer classes to achieve an overall 8% water revenue increase and water service outside the City would be the new rate, plus 100%; 3% per month sanitary sewer rate increase; and $0.25 per dwelling unit equivalent per month surface water management fee increase. Pass-through rate increases proposed by Clean Water Services (www.cleanwaterservices.org) include a 3% per month sanitary sewer rate increase; $0.50 per dwelling unit equivalent per month surface water management fee increase; and $100 increase sanitary sewer system development charges. If enacted by City Council, the proposed fees and rate increases would be effective July 1, 2014.

NOTICE OF BUDGET COMMITTEE MEETING

A public meeting of the Budget Committee of the City of Forest Grove, Washington County, State of Oregon, to discuss the budget for the fiscal year July 1, 2014, to June 30, 2015, will be held at the Forest Grove Community Auditorium located at 1915 Main Street, Forest Grove. The meeting will take place on the 22nd day of May, 2014, at 7:00 p.m. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected on or after May 15, 2014, on the City’s website at http://www.forestgrove-or.gov/city-hall/finance-department.html, at the Forest Grove City Library located at 2114 Pacific Avenue, or obtained on or after May 15, 2014, from City Hall located at 1924 Council Street between 9:00 a.m. and 5:00 p.m. Monday through Friday.

NOXIOUS VEGETATION ABATEMENT NOTICE

No owner or person in charge of property shall allow noxious vegetation to be on the property or in the right-of-way of a public thoroughfare (including public alleys) abutting on the property. An owner or person in charge of property shall cut down or destroy noxious vegetation as often as needed to prevent it from becoming a health or fire hazard, or, in the case of weeds or other noxious vegetation, from maturing or from going to seed.

Noxious vegetation includes poison oak, poison ivy, English ivy, blackberry bushes, grass or weeds more than 12 inches high, scotch broom, and all other vegetation included in the Oregon Department of Agriculture’s Noxious Weed Control Policy and Classification System. SYSTEM PLAN UPDATE

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a Public Hearing on Monday, January 27, 2014, at 7:00 PM or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider the update to the Forest Grove Transportation System Plan (TSP).

The TSP was last updated in 2010.  The focus of the current TSP update is to make the twenty-year planning time horizon consistent with Regional Transportation Plan (update from Year 2030 to Year 2035) and to base the TSP on the land uses prepared as part of the Comprehensive Plan update.  The TSP update also addresses requirements contained in the Metro Regional Transportation Functional Plan.

The proposed TSP includes a preferred roadway network as shown on the map.

The TSP also contains goals and policies for the transportation system, and identification of existing conditions and future travel demand.  The TSP includes a pedestrian system plan, bicycle system plan, transit plan and financing and implementation strategy.  The TSP identifies specific transportation projects expected to be undertaken by the City and other agencies over the next twenty-years.  Additional information is available for review on the City’s website at:

All interested parties may appear and provide testimony to the City Council. Only those persons participating may appeal the City’s decision on this matter in accordance with applicable State statutory provisions relating to appeals of decisions amending an acknowledged comprehensive plan.

The City must adopt specific findings of fact addressing the following criteria: consistency with the applicable policies of the Forest Grove Comprehensive Plan, consistency with the Metro Regional Transportation System Plan, Metro Regional Framework Plan, Metro Regional Transportation Functional Plan, Metro Urban Growth Management Plan and Oregon Statewide Planning Goals, and Oregon Transportation Planning Rule (OAR 660-012-000 et. seq.) as applicable.
