NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a public hearing on Monday, December 8, 2014, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider adopting a resolution that would increase electric utility rates by six percent (6.0%) for all Forest Grove customers. The proposed new electric utility rates would be effective upon approval by the City Council and shall become effective for services rendered on or after February 1, 2015.

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a Public Hearing Monday, December 8, 2014, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider the following:

Proposal:      An amendment to enlarge Pacific University
Master Plan Opportunity Site “L” to include 2402, 2410, 2526, 2610, 2616, 2624, and 2632 Sunset Drive. 2526 Sunset Drive would be developed with a 2,700-square-foot building to house locker rooms, a 2,600-square-foot warehouse building, and four ADA parking stalls. No short term uses for the other properties are proposed at this time. Long-term uses for all the properties may include future residence halls.

Criteria:    An application for an amendment to an approved Master Plan shall address all of the relevant elements of the submittal requirements as outlined in Development Code Section 10.4.115. The amendment shall be reviewed for consistency for the review criteria. The amendment shall be limited to the area of the proposed amendment and shall not include a reconsideration of the Master Plan as a whole. The Master Plan shall be approved if findings are made that each of the following criteria are satisfied (DC Section 10.4.120):

A. The Master Plan Zone complies with the review criteria for a zone change set forth in DC Section 10.2.770;
B. The master plan provides adequate open space, landscaping, circulation and parking to accommodate the planned uses;
C. The development and design standards ensure that adverse impacts of the proposed development on the surrounding neighborhood and community are addressed and mitigated;
D. The master plan ensures that no land will be used for any purpose which creates or causes to be created any public nuisance, including but not limited to air, land, or water degradation, noise, glare, heat, vibration or other conditions which may be injurious to public health, safety and welfare; and
E. The master plan complies with the purpose and requirements of the Master Plan Zone.

This hearing is open to the public and interested parties are encouraged to attend.  At this time and place, all persons will be given reasonable opportunity to give testimony about this proposal. If an issue is not raised in the hearing (by person or by letter) or if the issue is not explained in sufficient detail to allow the City Council to respond to the issue, then that issue cannot be used for an appeal to the Land Use Board of Appeals. If additional documents or evidence are provided in support of the application, any party shall be entitled to a continuance of the hearing. Unless there is a continuance, if a participant so requests before the conclusion of the initial evidentiary hearing, the record shall remain open for at least seven days after the hearing. AMENDING FOREST GROVE CITY CODE TO DESIGNATE OUTDOOR BURN SEASONS WITHIN THE CITY OF FOREST GROVE

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a Public Hearing on Monday, August 11, 2014, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider adopting an ordinance amending Forest Grove City Code that would designate outdoor burn season to occur once a year in the spring, between March 1 and June 15, (no outdoor burn season in the fall, between October 1 and December 15), and adjusted locally for air quality and fire safety considerations within the City of Forest Grove.  Backyard burning includes yard debris, trimmings and clippings only; lumber, trash or other non-yard debris cannot be burned at any time. The proposed ordinance, if enacted by the Forest Grove City Council, would take effect on the thirtieth day (30th) after enactment unless the City Council declares an emergency.

ELECTION FOR CITY COUNCIL

FOREST GROVE – On November 4, 2014, General Election, citizens of Forest Grove will vote to fill position of Mayor and three City Councilor positions (Mayor Peter Truax, Councilors Thomas Johnston, Camille Miller, and Ronald Thompson are eligible for re-election).  A person seeking a City of Forest Grove elective office must be a registered voter and must be a resident of Forest Grove, residing for at least one year immediately preceding the election, and must file by petition and collect 25 certified signatures from Forest Grove registered voters. Each position carries a four-year term, expiring November, 2018.  The positions are elected from the City at-large and candidates who receive the highest number of votes are elected.

The City of Forest Grove has a Council-Manager form of government.  Elected officials decide the policies and goals for the City and a professional management team, under the direction of the City Manager, carries out the Council’s policies and objectives.  Council meetings are normally held in the evening twice a month on the second and fourth Monday of each month. In addition to attending Council meetings, Councilors attend other meetings as necessary and serve as liaison to other local, regional, and citizen advisory boards, committees, and commissions.  Mayor position is paid $150.00 per month stipend and Councilor position is paid $100.00 per month stipend and option to enroll in the City’s health insurance plan.

FOREST GROVE URBAN RENEWAL PLAN

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a public hearing on Monday, June 9, 2014, at 7:00 PM or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider an ordinance adopting the Forest Grove Urban Renewal Plan pursuant to Oregon Revised Statutes Chapter 457 (Urban Renewal). If adopted, the urban renewal plan will authorize a maximum bonded indebtedness of $15,000,000 for urban renewal projects that are to be completed over the next twenty years within the Forest Grove Town Center and Pacific Avenue/19th Avenue Corridor from C Street to 3900 Pacific Avenue east of Hwy. 47. Urban renewal projects identified in the Plan include acquisition of redevelopment opportunity sites from willing sellers, redevelopment project assistance, exterior building improvement program, interior building improvement program, sustainability incentive program, funding set aside for matching grants from federal, state, regional or county sources, and program administration. Urban renewal projects identified in the Forest Grove Urban Renewal Plan would be funded using tax increment financing and other available sources of revenue as described in the Plan. The plan shall be conclusively presumed valid for all purposes 90 days after adoption by ordinance. No direct or collateral attack on the action may thereafter be commenced. The proposed ordinance, if enacted by the City Council, would take effect 30 days immediately after enactment.
