Forest Grove City Council invites citizens, youths (ninth-12th grade), and college-level students to apply to fill citizen and student vacancies on the following City advisory boards, committees and commissions (B&C):

PROPOSED ORDINANCES ADOPTING PROPOSED
AMENDMENTS TO DEVELOPMENT AND CITY CODE RELATING
TO MEDICAL MARIJUANA DISPENSARIES IN CERTAIN ZONE DISTRICTS
WITHIN THE CITY OF FOREST GROVE

NOTICE IS HEREBY GIVEN that the Forest Grove City Council will hold a Public Hearing on Monday, April 13, 2015, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider a proposed ordinances adopting:

PROPOSAL:    Amendment of the Development Code to permit Medical Marijuana Dispensaries in certain zone districts within the City of Forest Grove under certain requirements and to add definitions pertaining to medical marijuana dispensaries.

Criteria:        Before the City Council can adopt this amendment, it shall determine that the proposal meets the following requirements:
A. The text amendment is consistent with the relevant goals and policies of the Forest Grove Comprehensive Plan; and
B. The text amendment is consistent with relevant statewide and regional planning goals, programs and rules.
PROPOSAL:    Amendment to add new Sections 7.850 to 7.853 to the City Code to establish standards for the operation of medical marijuana dispensaries in the City of Forest Grove.

The proposed ordinances, if enacted by the Forest Grove City Council, would take effect on the thirtieth day (30th) after enactment unless an emergency is declared.  At this time and place, all persons will be given reasonable opportunity to give testimony about this proposal. If additional documents or evidence is provided in support of the application, any party shall be entitled to a continuance of the hearing. A PUBLIC HEARING will be held before the Forest Grove Planning Commission to review the following:

PROPOSAL:    Amendments to Development Code Article 2
Land Use Reviews, Article 5 Historic Landmarks, Article 8 General Development Standards, and Article 12 Definitions to adopt clear and objective design standards for exterior alteration projects and new construction in the Clark, Painter’s Woods and Walker-Naylor historic districts, and for specific historic landmarks located outside of those districts; and  Amending the Design Guideline Handbook to adopt a new Section V Historic District Design Guidelines to provide an alternative (discretionary) review process for the same applications.

A PUBLIC MEETING will be held before the Forest Grove Sustainability Commission to review the following:

PROPOSAL:    Amendment of the Municipal Code to prohibit
the use of single-use carryout plastic bags at retail establishments, any city facilities, city managed concessions, city sponsored events and/or city permitted events, and requires retailers to charge at least five cents for a paper bag.

This Public Meeting will take place before the Forest Grove Sustainability Commission on Thursday, March 26, 2015, at 6:00 p.m. in the Community Auditorium, 1915 Main Street, in Forest Grove. At this time and place all persons will be given a reasonable opportunity to give testimony about this proposal.

Any Public Hearing on this matter will be held by the City Council at date to be certain.  At this time, the date for such a hearing has not been scheduled.

NOTICE OF NOXIOUS VEGETATION ABATEMENT

NOXIOUS VEGETATION ABATEMENT NOTICE

No owner or person in charge of property shall allow noxious vegetation to be on the property or in the right-of-way of a public thoroughfare (including public alleys) abutting on the property. An owner or person in charge of property shall cut down or destroy noxious vegetation as often as needed to prevent it from becoming a health or fire hazard, or, in the case of weeds or other noxious vegetation, from maturing or from going to seed.

Noxious vegetation includes poison oak, poison ivy, English ivy, blackberry bushes, knotweed, purple loosestrife, grass or weeds more than 12 inches high, scotch broom, and all other vegetation included in the Oregon Department of Agriculture’s Noxious Weed Control Policy and Classification System.
