NOTICE OF BUDGET COMMITTEE MEETING

A public meeting of the Budget Committee of the City of Scappoose, Columbia County, State of Oregon, to discuss the budget for the fiscal year July 1, 2015 to June 30, 2016, will be held at City Council Chambers, 33568 E. Columbia Avenue, Scappoose, Oregon. The meeting will take place on April 27th, 2015 at 7:00 p.m. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee. A copy of the budget document may be inspected or obtained on or after April 20th, 2015 at City Hall between the hours of 8:00 a.m. and 5:00 p.m.

DOCKET # SDR2-15/CU1-15

The Scappoose City Council has scheduled an appeal hearing to review the Planning Commission’s  March 12, 2015 denial of Conditional Use Permit (CU1-15) submitted by Lower Columbia Engineering. The request is for review of a proposed mini storage facility in the Light Industrial (LI) zone. The applicant is also requesting approval of Site Development Review (SDR2-15) for a mini storage consisting of three mini-storage buildings totaling 43,200 square feet. The site is located at the southeast intersection of Crown Zellerbach Road and HWY 30, on property described as Columbia County Assessor Map #3212-AB-00100.

The meeting is scheduled for Monday April 20, 2015 at 7:00 p.m. in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue. Conditional Use Permits require a Quasi-Judicial Public Hearing (both verbal and written testimony may be provided). Site Development Review is a Limited Land Use Decision and does not require a public hearing (only written testimony will be considered).

In accordance with Section 17.162.300(B), the appeal hearing shall be confined to the record of the proceedings unless Council determines the admission of additional evidence is appropriate. Furthermore, the appeal hearing shall be limited to the grounds relied upon in the notice of appeal. The City Council shall affirm, reverse or modify the decision which is the subject of the appeal, or may remand the matter to the Planning Commission (if written consent is given to extend the 120 day limit for final decisions).

Comments submitted in regard to the application should be directed toward applicable sections of Title 17 (Land Use and Development) of the Scappoose Municipal Code, with particular emphasis on Chapters 17.70 (LI, Light Industrial); 17.100 (Landscaping, Screening and Fencing);  Chapter 17.104 (Street Trees); Chapter 17.106 (Off-Street Parking and Loading Requirements); Chapter 17.120 (Site Development Review); Chapter 17.130 (Conditional Use); 17.162 (Procedures for Decision Making–Quasi-Judicial), and 17.164 (Procedures for Decision Making–Limited Land Use).

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Scappoose Planning Commission, beginning at 7:00 p.m., on Thursday, April 3, 2014, in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue, Scappoose, Oregon. At this hearing the Planning Commission will consider a request to rename Casey Street to J. P. West Road.

Casey Street is one block long, extending from US Highway 30 to SW 1st Street. The street signs presently state “J. P. West Road” even though the current legal name is Casey Street.

NOTICE IS FURTHER GIVEN that a public hearing will be held before the Scappoose City Council beginning at 7:00 p.m., on Monday, April 21, 2014, in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue, Scappoose, Oregon. At this hearing the City Council will consider the Planning Commission’s recommendation regarding the proposal to rename Casey Street.

All interested persons are invited to attend the hearings and will be given an opportunity to be heard concerning the proposal.

Notice is hereby given that the Owner, City of Scappoose, will receive sealed bids for:
JP West Road Bridge Water System Improvements according to the Drawings and Project Manual and accepted by the Owner and described in general as: replacement of the existing water line system crossing South Scappoose Creek, in conjunction with the replacement of the JP West Road Bridge.  The Bridge work will be done by a separate contractor.  The approximate length of the new piping is 402 feet.

Bids received after the stated date and time will not be accepted. No Facsimiles will be accepted.  The submittal envelope shall be marked, “Bid for Scappoose JP West Road Bridge Water System Improvements” or similar wording.  A public bid opening will be held shortly after closing in the Scappoose City Council Chambers. In accordance with State law, first tier subcontractor forms are due two (2) hours after the bid closing time.
Bid Security.
