Notice is hereby given that the Owner, City of Scappoose, Oregon, will receive sealed bids for the 2016 City of Scappoose Biosolids Dredging and Land Application Project.
The project includes dredging and removal of biosolids from the City’s sludge Lagoon No. 1 (approximately 120 feet x 190 feet x 6 feet deep) located at the wastewater treatment plant. Biosolids from the lagoon will be land-applied at a site certified by Oregon Department of Environmental Quality (DEQ) located 2.3 miles (by road) from the Wastewater Treatment Plant (WWTP). The selected contractor will be responsible for the biosolids removal from Lagoon 1, which includes removal and disposal of a grass organic mat, the screening/removal of inert material (e.g., plastics) in the biosolids; handling and transfer of biosolids to the land application site; and land application of the biosolids, including incorporation. The selected contractor will be required to measure and quantify the total amount of biosolids removed during this project.

Biggi Construction LLC is requesting approval of an application to subdivide Columbia County Assessor Map No. 3118-BB-01000, 3213-AA-04200, and 3118-BB-01100 to create 39 residential lots in the Low Density Residential (R-1) zoning district. The site is located east of the SE Vine Street and SE 6th Street intersection. The applicant also requests a Sensitive Lands Development Permit due to the wetlands identified within the subject property. This property is subject to the Historic Site, Structures and Landmarks Overlay due to the proximity to the Uhlman Dairy Farm property.

The meeting is scheduled for Thursday, March 10, 2016 at 7:00 p.m. in the Council Chambers of Scappoose City Hall located at 33568 East Columbia Avenue. The Scappoose Planning Commission has scheduled an appeal hearing to review the administrative approval of an application for a Public Land Tree Removal permit submitted by Stephanie Siegman/Chuck Lohman for the removal of two street trees in the Olepha Drive public right-of-way. The site is located at 33282 Scappoose Vernonia Hwy, on property described as Columbia County Assessor Map No. 3201-CC-03600. The stated reasons for the appeal include “Questionability of the Arborist’s assessment, and the stated reason for removal is believed to be different than the actual reason”.

The meeting is scheduled for Thursday, January 14, 2016, at 7:00 p.m. in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue. Persons are hereby invited to attend the Scappoose City Council hearing. In accordance with Section 17.162.300(B) of the Scappoose Municipal Code, the appeal hearing shall be confined to the prior record of the proceedings. Monday November 2, 2015

NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing regarding a request from LowerColumbia Engineering, who is representing Rightline Equipment Inc., has submitted an application for a Site Design Review for the construction of a 52,250 square foot steel building for the expansion of the manufacture and storage of forklift equipment. The subject property is located at 29060 Dike Road in Rainier, OR. and identified as Tax Map No. 7N2W18-A0-00100, zoned M-1 Heavy Industrial.

NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing regarding a request from David Wilson Jr., who has submitted an application for a Minor Partition and Variance to Lot Size Standards, to divide an approximate 14.29 acre property into three parcels of approximately 4.76 acres each, as shown on Preliminary Map. The subject property is zoned Rural Residential (RR-5), and is identified as Tax Map Number 4N2W 12-C0-00600 and located at the along the ridge between the ends of Blaha Road and Lindsey Lane.

SAID PUBLIC HEARING will be held before the Columbia County Planning Commission on Monday, November 2, 2015, at 230 Strand, St. Helens, Oregon, starting at or after 6:30 p.m., at which time proponents and opponents of the proposed application will be heard.

The criteria to be used in deciding the request will be found in some or all of the following documents and laws, as revised from time to time: Oregon Revised Statutes ORS 197.763; Oregon Administrative Rules; Columbia County Comprehensive Plan; Columbia County Zoning Ordinance. The specific criteria applicable to this request is listed and evaluated in the staff report.

A copy of the application, all documents and evidence relied upon by the applicant, and the staff report are available for inspection at no cost and will be provided at reasonable cost at least 7 days prior to the Commission hearing from Land Development Services, County Courthouse Annex, St. Helens, OR, 97051.

If additional documents or evidence are provided in support of the application, any party shall be entitled to a continuance of the hearing. Unless there is a continuance, and if a participant so requests before the conclusion of the evidentiary hearing, the record shall remain open for at least seven days after the hearing.

At each hearing, the applicant has the burden of presenting substantial evidence showing that the application meets all of the applicable criteria. Following presentation of the staff report, the applicant and other persons in favor of the application will be allowed to address the commission, explaining how the evidence submitted meets the applicable criteria. Following the applicant’s presentation, any person in opposition to the
application may present evidence and argument against the application. The applicant will then have the opportunity to rebut any evidence or arguments presented in opposition. After the presentation of evidence and arguments, the public hearing record will be closed.

The Commission will then make a tentative decision to be followed by approval of a written order and a statement of findings and conclusions supporting the decision, which will be mailed to all parties at a later date. The Commission may, at its discretion, continue the hearing from time to time at the request of the parties or on its own motion as necessary to afford substantial justice and comply with the law.
