The site is located on Scappoose-Vernonia Hwy at Bellcrest Road. Based on the requirements of the Scappoose Development Code, if this property is annexed it would automatically receive the Light Industrial (LI) zoning designation since the site has an “Industrial” Comprehensive Plan Map designation. If the application is approved by the City Council, the electorate will consider this parcel for annexation in November 2015.

Westlake Consultants, Inc. has requested approval for Tentative Subdivision Plat Approval (SB2-15) to subdivide Columbia County Assessor Map No. 3213-CO-03800 into 35 residential lots in the Moderate Density Residential (R-4) zone. The site is located on SW Dutch Canyon Road, west of its intersection with SW Old Portland Road. WASTEWATER FACILITIES PLAN PREPARATION

The City of Scappoose (City) is requesting qualified individuals and/or Engineering Firms to submit a Statement of Qualifications (SOQ) to provide Consulting Engineering services to the City of Scappoose to prepare a Wastewater Facilities Plan Update.
The Wastewater Facilities Plan Update meeting Oregon Department of Environmental Quality guidelines is anticipated to include, but not limited to the following:
* Summarize and describe the wastewater collection and treatment system
* Project wastewater flows for the 20 year design period for the purpose of collection system and treatment capacity evaluation
* Summarize current permit requirements, estimate future permit requirements, and identify any potential concerns for the City
* Evaluate the collection system’s ability to accommodate the projected wastewater flows and identify deficiencies
* Evaluate the wastewater treatment plant’s ability to meet the requirements of the current and projected NPDES Permit and identify deficiencies
* Develop alternatives for collection system and wastewater treatment plant improvements
* Recommend improvements and develop a Capital Improvement Plan (CIP)
* Complete a rate study incorporating the CIP
* Review and update System Development Charge methodology
* Summarize funding options
* Attend and Present at Public Meetings

The meeting will take place on April 27th, 2015 at 7:00 p.m. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. The Scappoose City Council has scheduled an appeal hearing to review the Planning Commission’s  March 12, 2015 denial of Conditional Use Permit (CU1-15) submitted by Lower Columbia Engineering. The request is for review of a proposed mini storage facility in the Light Industrial (LI) zone. The applicant is also requesting approval of Site Development Review (SDR2-15) for a mini storage consisting of three mini-storage buildings totaling 43,200 square feet. The site is located at the southeast intersection of Crown Zellerbach Road and HWY 30, on property described as Columbia County Assessor Map #3212-AB-00100.

The meeting is scheduled for Monday April 20, 2015 at 7:00 p.m. in the Council Chambers of the Scappoose City Hall located at 33568 East Columbia Avenue. Conditional Use Permits require a Quasi-Judicial Public Hearing (both verbal and written testimony may be provided). Site Development Review is a Limited Land Use Decision and does not require a public hearing (only written testimony will be considered).

In accordance with Section 17.162.300(B), the appeal hearing shall be confined to the record of the proceedings unless Council determines the admission of additional evidence is appropriate. Furthermore, the appeal hearing shall be limited to the grounds relied upon in the notice of appeal. The City Council shall affirm, reverse or modify the decision which is the subject of the appeal, or may remand the matter to the Planning Commission (if written consent is given to extend the 120 day limit for final decisions).
