NOTICE OF PUBLIC HEARING

PUBLIC HEARING ITEM:
The following will be considered by the Tigard Parks and Recreation Advisory Board on Monday, May 11 at 7:00 PM in the City of Tigard Public Works Auditorium, 8777 SW Burnham St., Tigard, Oregon.  Both public oral and written testimony is invited.
The public hearing on this matter will be conducted in accordance with the Tigard Municipal Code and the rules of procedure adopted by the Council and available at City Hall or the rules of procedure set forth in Chapter 18.390.  Testimony may be submitted in writing prior to or at the public hearing or verbally at the public hearing only.  Failure to raise an issue in person or by letter at some point prior to the close of the hearing accompanied by statements or evidence sufficient to afford the decision-maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.  Failure to specify the criterion from the Community Development Code or Comprehensive Plan at which a comment is directed precludes an appeal based on that criterion.
A copy of the application and all documents and evidence submitted by or on behalf of the applicant and the applicable criteria are available for inspection at no cost.  A copy of the staff report will be made available for inspection at no cost at least seven (7) days prior to the hearing, and copies for all items can also be provided at a reasonable cost.

COMPLEX TREE REMOVAL (TRC) 2015-00001
GREENFIELD COMMUNITY GARDEN
REQUEST:  The applicant, the City of Tigard Parks Department, is applying for a Type III Complex Tree Removal to remove seven (7) Linden trees that are adjacent to the Greenfield Community Garden. The site is located at the intersection of SW Greenfield Dr. and SW 132nd Ave. The applicant also proposes to replace the trees with a similar species, to be planted in a different location. The removal and replacement of the trees is to improve solar access for the City of Tigard Greenfield Community Garden plots.

LOCATION:  The property is located at the intersection of SW Greenfield Dr. and SW 132nd Ave.; Washington County Tax Assessor’s Map 2S104DA, Lot 16000. ZONE:  PR: Parks and Recreation Zone.  The Parks and Recreation Zone is intended to preserve and enhance publicly owned open space and natural and improved parkland within the city. COMPREHENSIVE PLAN DESIGNATION: Low Density Residential. APPLICABLE REVIEW CRITERIA:  Tigard Municipal Code 8.04; Tree Permit Procedures.

2015 Summer Pavement Crack Seal

The City of Tigard will receive sealed bids from qualified firms at Tigard City Hall’s Utility Billing Counter located at 13125 SW Hall Blvd., Tigard, Oregon 97223 until 3:00 pm local time, April 23, 2015 for the 2015 Summer Pavement Crack Seal construction project.  Bids will be opened and publicly read aloud immediately after the bid’s closing time and date at Tigard City Hall.

The project generally consists of the following:

1. Installation of crack seal on city streets
2. Temporary signage, protection, and traffic control
3. Performance of additional and incidental work as called for by the specifications and plans.

Basis of Bid Award shall incorporate all items identified on the Bid Schedule.

Pursuant to Tigard Public Contracting Rule 30.055, all bidders must submit a bid security to the City along with their bid in an amount equal to ten percent (10%) of their base bid.  In the event a bid exceeds $100,000, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in this packet, to the City no later than 5:00 pm local time, April 23, 2015.

The City anticipates this will be a prevailing wage rate project.  The provisions of ORS Chapters 279A and 279C and all other Oregon and Federal provisions pertaining to minimum salaries and wages shall be incorporated by reference as if fully set forth in any contract resulting from this Invitation to Bid.  Contractor shall provide proof to the City prior to the beginning of any of the work that the Contractor has filed a public works bond with a corporate surety in the amount of $30,000 with the Construction Contractors Board as required under Oregon PWR law.

No bid will be considered unless fully completed in a manner provided in the bid packet.  Facsimile and electronic (email) bids will not be accepted nor will bids be accepted after the stated opening date and time. Bids received after the closing time will be returned to the submitting firm unopened after a contract has been awarded for the required services.

1. Construction of asphaltic concrete inlays and overlays
2. Asphalt concrete removal (grinding) and repair
3. Adjustment of facilities to match new pavement level
4. Applying sealant along pavement edges and joints

6. Striping and pavement marking
7. Construction of concrete curbs and ramps
8. Performance of additional and incidental work as called for by the specifications and plans.

Notice of Budget Committee Meeting

City of Tigard – Notice of Budget Committee Meeting

The City of Tigard Budget Committee will meet Monday, April 20, 2015 at 6:30 p.m. at the Public Works Auditorium, 8777 SW Burnham St., Tigard.  The purpose of the meeting is to receive the fiscal year 2015-2016 budget message from the City Manager and to begin deliberation of the fiscal year 2015-2016 proposed budget. The deliberations will include discussions of the use of State Revenue Sharing funds.  Future meetings to discuss the 2015-16 fiscal year budget proposal are scheduled for April 27th, and, if needed, May 4th and May 11th, in the Public Works Auditorium.

The meetings are open to the public.  Copies of the fiscal year 2015-16 proposed budget will be available at each meeting and may be reviewed between the hours of 8:00 a.m. and 5:00 p.m. at Tigard City Hall at 13125 SW Hall Blvd., beginning Monday, April 13, 2015, as well as at the City of Tigard Library, or on the city’s website at http://www.tigard-or.gov/budget.
