Water Right Transfer T-11898

T-11898 filed by City Of Tigard, 13125 SW Hall Blvd Tigard, OR 97223, proposes an additional point of appropriation under Certificates 85870, 85871 and 85872. The rights allow the use of 2.08 cfs from three wells in Sects. 10 and 11, T2S, R1W, WM, for municipal uses in Sects. 27 and 33-36, T1S, R1W, WM and in Sects. 1-17 and 24, T2S, R1W, WM. The applicant proposes an additional point of appropriation in Sec. 9, T2S, R1W, WM. Any elector dissatisfied with the proposed ballot title may petition City Elections Officer Carol Krager seeking a different title no later than the close of the business day, 6:00 p.m., on August 10, 2015, under Tigard Municipal Code Chapter 1.12.030.
CAPTION:
AMENDS CHARTER TO ALLOW ADDITIONAL TERM

QUESTION:
Shall the Charter be amended to allow Council Members to serve sixteen consecutive years instead of twelve consecutive years?

SUMMARY:
This measure, if approved, would amend Section 7 of the City of Tigard Charter (“Charter”) to provide that no person may serve on the City Council, as either Mayor or a City Councilor, for more than sixteen consecutive years. Currently, under the Charter, no person may serve on the City Council for more than twelve consecutive years. This measure will change the term limits for the City Councilor position from eight consecutive years to twelve consecutive years. The Mayor position would remain capped at eight consecutive years. Under the new measure a person could serve a total of sixteen consecutive years. The Charter provision providing that the term limitations would not apply to the filling of an unexpired term would remain unchanged. This change, if approved, would apply to the current City Council and to the City Councils elected in the future.

CAPTION:
Authorizes General Obligation Bonds for Tigard Community and Recreation Center

QUESTION:
Shall Tigard be Authorized to Issue Up To $34,500,000 Of General Obligation Bonds For A Community and Recreation Center? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.

SUMMARY:
This Measure would authorize the City to issue up to $34,500,000 of general obligation bonds to pay for capital costs to provide a community and recreation center, including to acquire property and construct a community and recreation center, parking lot and related amenities, and finance issuance costs. The primary purpose of the community and recreation center is to provide community event space, athletic, fitness and recreational facilities.

The City expects the community and recreation center to be operated by a non-profit organization, such as the YMCA.

This measure is estimated to result in a tax of $0.51 per $1,000 of assessed value per year, or approximately $122 per year on a home assessed at $240,000.

The bonds may be issued in multiple series and each series may mature over no more than 21 years. Property taxes are assessed after bonds are issued.
