The following will be considered by the Tigard City Council at a Public Hearing on Tuesday May 28, 2013 at 7:00 PM at the Tigard Civic Center – Town Hall, 13125 SW Hall Blvd., Tigard, Oregon.
Public oral or written testimony is invited. The public hearing on this matter will be held under Title 18 and rules of procedure adopted by the Council and available at City Hall or the rules of procedure set forth in Section 18.390.060.E. NOTICE OF PUBLIC HEARING-RIVER TEARRACE STREET MAINTENANCE FEE
A public hearing has been scheduled for May 14, 2013 at 7:30PM, Town Hall. Interested persons will be able to comment on the proposed deferral of street maintenance fee charges for all River Terrace properties. Tigard Municipal Code 15.20.90(1)(a) states “street maintenance fees imposed under this chapter shall apply to all occupied units, occupied units owned and/or occupied by local, state, and federal governments, as well as property which may be entitled to exemption from or deferral of ad valorem property taxation.” Tigard City Council has approved a resolution that allows property taxes for River Terrace to be phased-in over a 3 year period beginning in the Spring 2015 upon completion of the River Terrace Community Plan. Therefore, a resolution to also defer street maintenance fee charges until that time is being proposed. The City of Tigard invites public comment on this matter.

City of Tigard – Notice of Budget Committee Meeting
The City of Tigard Budget Committee will meet Monday, April 22, 2013 at 6:30 p.m. at the Public Works Auditorium, 8777 SW Burnham St., Tigard. The purpose of the meeting is to receive the fiscal year 2013-2014 budget message from the City Manager and to begin deliberation of the fiscal year 2013-2014 proposed budget. The deliberations will include discussions of the use of State Revenue Sharing funds. Future meetings to discuss the 2013-14 fiscal year budget proposal are scheduled for April 29th, and, if needed, May 6th and May 13th, in the Public Works Auditorium.
The meetings are open to the public. Copies of the fiscal year 2013-14 proposed budget will be available at each meeting and may be reviewed between the hours of 8:00 a.m. and 5:00 p.m. at Tigard City Hall at 13125 SW Hall Blvd., beginning Monday, April 15, 2013, as well as at the City of Tigard Library, or on the city’s website at http://www.tigard-or.gov/city_hall/departments/finance/default.asp

-STREET MAINTENANCE FEE-
The City of Tigard invites public comment on the proposed modification of Tigard Municipal Code 15.20 Street Maintenance Fee. A public hearing has been scheduled for April 9, 2013 at 7:30PM, Town Hall. Interested persons will be able to comment on the proposed code change of the Street Maintenance Fee regarding the use of the Engineering News Record (ENR) Construction Cost Index and the Oregon Monthly Asphalt Cement Material Price Index in determining adjustments in inflation costs to the Street Maintenance Fee. Fees collected are and will continue to be used by the Pavement Management Program for the corrective and preventative maintenance of Tigard city streets.

ADVERTISEMENT FOR BIDS
EAST BUTTE HERITAGE PARK IMPROVEMENTS
The City of Tigard will receive sealed bids from qualified firms at Tigard City Hall’s Information Desk at 13125 SW Hall Blvd., Tigard, Oregon 97223 until 2:00 pm local time, March 26, 2013, for the East Butte Heritage Park Improvements construction project. Bids will be opened and publicly read aloud immediately after the bid’s closing time and date at Tigard City Hall.
The project, East Butte Heritage Park Improvements, generally consists of the following:
1. Installation of restroom structure, shelter, and other park amenities.
2. Installation of storm drainage, sanitary sewer, and water line facilities.
3. Installation of engineered wood fiber pathway.
4. Installation of owner-furnished playground structures.
5. Landscaping, clearing, and irrigation system installation.
6. Electrical systems for new structures.
7. Construction of concrete curb, gutter, stairs, patio, and sidewalk.
8. Construction of road base, paving, and other roadway facilities.
9. Installation of water quality swale.
10. Temporary signage, protection, and traffic control.
11. Performance of additional and incidental work as called for by the specifications and plans.
Pursuant to Tigard Public Contracting Rule 30.055, all bidders must submit a bid security to the City along with their bid in an amount equal to ten percent (10%) of their base bid. In the event a bid exceeds $100,000, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in this packet, to the City no later than 4:00 pm local time, March 26, 2013
The City anticipates this will be a prevailing wage rate project. The provisions of ORS Chapters 279A and 279C and all other Oregon and Federal provisions pertaining to minimum salaries and wages shall be incorporated by reference as if fully set forth in any contract resulting from this Invitation to Bid.
Contractor shall provide proof to the City prior to the beginning of any of the work that the Contractor has filed a public works bond with a corporate surety in the amount of $30,000 with the Construction Contractors Board as required under Oregon PWR law.
No bid will be considered unless fully completed in a manner provided in the bid packet. Facsimile and electronic (email) bids will not be accepted nor will bids be accepted after the stated opening date and time. Bids received after the closing time will be returned to the submitting firm unopened after a contract has been awarded for the required services.

The City may reject any bid not in. compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the City if it is in the public interest to do so.
