PROPOSED AMENDMENTS TO THE FOREST GROVE
COMPREHENSIVE PLAN TEXT AND MAP AND TRANSPORTATION SYSTEM PLAN

 NOTICE IS HEREBY GIVEN that the Forest Grove Planning Commission will hold a Public Hearing on Monday, December 16, 2013, at 7:00 PM or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider amendments to the Forest Grove Comprehensive Plan. The amendments are being initiated by the City of Forest Grove under the Periodic Review Program and Post Acknowledgement Plan Amendment procedures described in Oregon Revised Statutes Chapter 197.610 through 197.628. 

 During the Public Hearing the Planning Commission will consider the long term household, population and employment growth projections for the Comprehensive Plan (Periodic Review Work Program Task 8), consider final Planning Commission edits to the Comprehensive Plan text and map and Transportation System Plan and adopt a motion making recommendations to the Forest Grove City Council on these matters.  The draft Comprehensive Plan text, map and Transportation System Plan are available for review on the City’s website at:  www.forestgrove-or.gov/city-hall/comp-plan-update-phase-2.html.

 All interested parties may appear and provide testimony to the Planning Commission. Only those persons participating may appeal the City’s decision on this matter in accordance with applicable State statutory provisions relating to appeals of decisions amending an acknowledged comprehensive plan.

 The City must adopt specific findings of fact addressing the following criteria: consistency with the applicable policies of the Forest Grove Comprehensive Plan, consistency with the Metro Regional Framework Plan and Urban Growth Management Functional Plan (Metro Code Chapter 3.07) and consistency with the applicable Oregon Statewide Planning Goals.

PROPOSED UPDATE TO THE TRANSPORTATION ELEMENT OF THE FOREST GROVE COMPREHENSIVE PLAN AND UPDATE TO THE FOREST GROVE TRANSPORTATION SYSTEM PLAN

NOTICE IS HEREBY GIVEN that the Forest Grove Planning Commission will hold a Public Hearing on Monday, November 18, 2013, at 7:00 PM or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to consider the Transportation Element of the Forest Grove Comprehensive Plan and a minor update to the Forest Grove Transportation System Plan (TSP).  The amendment to the Comprehensive Plan is being initiated under a Periodic Review Program pursuant to ORS 197.628.

The TSP was last updated in 2010.  The focus of the current TSP update is to make the twenty-year planning time horizon consistent with Regional Transportation Plan (update from Year 2030 to Year 2035) and to base the TSP on the land uses prepared as part of the Comprehensive Plan update.  The TSP update also addresses requirements contained in the Metro Regional Transportation Functional Plan.

The proposed TSP includes a preferred roadway network as shown on the map.

The TSP also contains goals and policies for the transportation system, and identification of existing conditions and future travel demand.  The TSP includes a pedestrian system plan, bicycle system plan, transit plan and financing and implementation strategy.  The TSP identifies specific transportation projects expected to be undertaken by the City and other agencies over the next twenty-years.  Additional information is available for review on the City’s website at:

Local Adoption of Interim Work Products

The Forest Grove Planning Commission will hold a public hearing to receive public comments on interim work products prepared for the update of the Forest Grove Comprehensive Plan (Periodic Review).  The public hearing will be held on Monday, November 7, 2011, at 7:00 PM in the Forest Grove Community Auditorium located at 1915 Main Street.  The public hearing is an opportunity for you to provide testimony regarding the following periodic review work tasks:  Land Use Inventory, Buildable Land Inventory/Capacity Estimates, Wetland Inventory Update and Economic Opportunity Analysis.  Although these are interim and not final products, we encourage comments at this time so the City can be responsive to your concerns.
