NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning and Zoning Hearings Board, at or shortly after 6:30 p.m., on Wednesday, September 18, 2013, in the auditorium of the Hillsboro Civic Center, 150 East Main Street, Hillsboro, Oregon. At this hearing, the Board will consider a city-initiated request for approval of zone changes on several properties totaling approximately 25.27 acres in size within one sub-area. Because of the large number of properties that were annexed in the County Island Annexation process, the zone changes are being addressed by geographic sub-areas. The purpose of the request is to apply city zoning to properties that were annexed into the city limits during the involuntary County Island Annexation process (Case File No. Annexation 6-08). The Ordinance for annexation was adopted in December, 2008, with a delayed effective date of December, 2012. The proposed city zoning and the affected properties are listed below, identified by the Washington County Assessor’s Tax Map and Tax Lot number and site address.

The applicable approval criteria may be found in the Hillsboro Zoning Ordinance No. 1945, Volume I, Section 114. The staff report on this matter will be available on Wednesday, September 11, 2013, at 4:00 p.m. The staff report and the applicable criteria are available for public inspection at no cost or can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Civic Center, 150 East Main Street, Fourth Floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing regarding a request from the Port of St Helens, who have submitted an application  for a Comprehensive Plan Amendment and Zone Change to Expand  the Port Westward Industrial Site by approximately 957 aces to Facilitate and Attract Large Scale Industrial Uses and Related Businesses. Continuation of the May 6, 2013 meeting.

SAID PUBLIC HEARING will be held before the Columbia County Planning Commission on Monday, May 20, 2013, at 230 Strand, St. Helens, Oregon, starting at or after 6:30 p.m., at which time proponents and opponents of the proposed application will be heard.

The criteria to be used in deciding the request will be found in some or all of the following documents and laws, as revised from time to time: Oregon Revised Statutes ORS 197.763; Oregon Administrative Rules; Columbia County Comprehensive Plan; Columbia County Zoning Ordinance.  The specific criteria applicable to this request is listed and evaluated in the staff report.

A copy of the application, all documents and evidence relied upon by the applicant, and the staff report are available for inspection at no cost and will be provided at reasonable cost at least 7 days prior to the Commission hearing from Land Development Services, County Courthouse Annex, St. Helens, OR, 97051.

If additional documents or evidence are provided in support of the application, any party shall be entitled to a continuance of the hearing.  Unless there is a continuance, and if a participant so requests before the conclusion of the evidentiary hearing, the record shall remain open for at least seven days after the hearing.

The Commission will then make a tentative decision to be followed by approval of a written order and a statement of findings and conclusions supporting the decision, which will be mailed to all parties at a later date.  The Commission may, at its discretion, continue the hearing from time to time at the request of the parties or on its own motion as necessary to afford substantial justice and comply with the law.

The West Linn City Council is scheduled to hold a public hearing on Monday, June 25, 2012, starting at 6:30 p.m. in the Council Chambers of City Hall, 22500 Salamo Road, West Linn, to consider an appeal by the Savanna Oaks Neighborhood Association of the Planning Commission approval of a Conditional Use and Class II Design Review for a City of West Linn water pump station at the site of the existing Bland Reservoir at 23120 Bland Circle.  The Conditional Use and Class II Design Review case is file number CUP-12-01/DR-12-03.

Conditional Use criteria are found in Chapter 60 of the CDC.  Criteria for Design Review are found in Chapter 55.  Approval or disapproval of the appeal by the City Council will be based upon these criteria and these criteria only.  At the hearing, it is important that comments relate specifically to the applicable criteria listed.

* PROPOSED MINOR AMENDMENTS TO THE COMMUNITY DEVELOPMENT CODE (“CDC”)
On August 3, 2011, at 7:30 PM, in the West Linn City Hall Council Chambers (22500 Salamo Road, West Linn), the West Linn Planning Commission will hold a public hearing regarding proposed minor text amendments to Chapters 2, 3, 8, 9, 10, 11, 12, 13, 14, 15, 16, 19, 21, 25, 28, 34, 37, 41, 46, 52, 55, 56, 57, 58, 59, 60, 66, 75, 85, 89, 98, 99, and 106 of the CDC.  The amendments are proposed by Staff and involve language and re-formatting edits that correct errors, reduce ambiguity, and codify existing City practices.  They are intended to provide greater clarity in the CDC for citizens and Staff.  The proposed re-formatting will result in minor impacts to numerous Chapters of the CDC.  Notable text amendments involve amending the standards for home occupations in the City and making clarifications to the definition of certain terms including, but not limited to, “yard”, “building height” and “accessory structure”.

The applicable standards for the decision are found in Section 98.100 of the CDC.  The hearing will be conducted in accordance with the rules of CDC Section 98.120 CDC.  Anyone wishing to present written testimony on this proposed action may do so in writing prior to, or at the public hearing.  Oral testimony may be presented at the public hearing.  At the public hearing, the Planning Commission will receive a staff report presentation from the City Planner, and invite both oral and written testimony.  The Planning Commission may continue the public hearing to another meeting to obtain additional information, or close the public hearing and take action on the application.  Failure to raise an issue in person or by letter at some point prior to the close of the hearing, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue, may preclude an appeal to the Land Use Board of Appeals based on that issue. 2.    The purpose of the hearing is to take testimony on the County’s proposal to approve the Oregon Strategic Investment Program Agreement between Columbia County and Portland General Electric and to request that the Oregon Business Development Commission determine under ORS 285C.606(1) that the Port Westward Peaker Plant be exempt from property taxation under ORS 307.123.
