REQUEST FOR QUALIFICATIONS:
LIGHTING RETROFIT PROJECT DESIGN-BUILD SOLICITATION

The Oregon Military Department (OMD) Installations Division is seeking qualified Design-Build Contractors to submit statements of qualifications (SOQs) and proposals to provide design and construction services for retrofitting existing interior, exterior, and parking lot/street lighting with new high efficient lighting systems at selected OMD sites and buildings within Oregon. The new systems will replace existing outdated and inefficient lighting systems at selected armories, field maintenance shops, readiness centers, and Headquarters facilities. The preliminary budget is estimated to be $2,624,000.00. The selection method for this Project will consist of a two-phase Request for Qualifications (RFQ) / Request for Proposal (RFP) process. All qualified Contractors are encouraged to propose. SOQs will not be accepted after 2:00 p.m., Pacific Time, on May 10, 2016. The RFQ phase of the selection process will result in the determination of a “short list” (three to five of the highest qualified firms, the number of firms will be decided by OMD in its sole discretion) who will submit proposals during the RFP phase of the process. Please note that only the short listed firms identified during the RFQ phase will be allowed to submit proposals during the RFP phase. The RFP phase of the selection process will identify a Design-Build Contractor who will provide design and construction services. All interested Contractors may view and obtain the RFQ solicitation documents at no charge from the Oregon Procurement Information Network (ORPIN) system located at http://orpin.oregon.gov/ open.dll/welcome. INVITATION TO BID (ITB)
OREGON MILITARY DEPARTMENT
BLDG 53 S. RESTORATION/ABATEMENT, HERMISTON, OR

The purpose of this ITB is to establish a Contract for restoration and abatement of Building 53 South at the Umatilla Army Depot in Hermiston, Oregon for the benefit of Oregon Military Department (“OMD”). The Work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction Work in connection with the project described in the Contract Documents.
The work in general consists of the abatement of identified hazardous materials, selective demolition, interior renovations and repairs necessary to restore Building 53 South at the Umatilla Army Depot to pre-flood conditions that resulted from intrusive water damage caused by burst fire suppression piping.
MANDATORY PRE-BID CONFERENCE:
A mandatory pre-bid conference will be held on September 2, 2015 at 10:30 AM (PT), located at Umatilla Army Depot, 78798 Ordnance Road, Hermiston, Oregon 97838. BIDDERS OR THEIR REPRESENTATIVE ARE REQUIRED TO ATTEND THIS MANDATORY PRE-BID CONFERENCE. BIDS WILL ONLY BE EVALUATED FROM BIDDERS OR THEIR REPRESENTATIVE WHO REGISTERED AND ATTENDED THE MANDATORY PRE-BID CONFERENCE, AND ALL OTHER BIDS WILL BE CONSIDERED NON-RESPONSIVE.

The Oregon Military Department (OMD) is preparing to dispose of the Tigard Armory (40,043 sq. ft) and Field Maintenance Shop (FMS) (4,379 sq. ft.) located on 6.62 acres of land at 6700 SW Oak Street, Tigard, OR (Tax Map 1S 1 36AA, Lot 201). The Armory was constructed in 1971 and the FMS was constructed 1970. Minimum cash asking price for the property is $1,900,000. Interest parties wanting to purchase the property may submit their proposal to the address below no later than 4:00 o’clock on March 1, 2013, with a check for10% amount of the proposal. The Armory was constructed in 1959. Minimum cash asking price for the property is $2,500,000.
