CITY OF WEST LINN, OREGON
MAPLETON WATER MAIN RELOCATION PROJECT (#PW-13-09)
Sealed bids for the Mapleton Water Main Relocation Project will be received by Erich Lais P.E., Asst. City Engineer, at West Linn City Hall, 22500 Salamo Road, West Linn, Oregon, 97068 until 2:00 PM, Wednesday, December 4, 2013 when bids shall be publicly opened and read. Bids received after 2:00 PM on said day will not be considered. First Tier Subcontractor Disclosure forms shall be submitted not later than 4:00PM on the same day. Bids shall be clearly marked “Mapleton Water Main Relocation, Project #PW-13-09.” Bids shall be valid for sixty (60) days following bid opening. A mandatory pre-bid meeting will be held on November 20, 2013 at 2:00PM at West Linn City Hall. Statements made by the City’s representatives at the pre-bid meeting are not binding upon the City unless confirmed by written addendum. This project is a public works project subject to ORS 279C.800 to 279C.870.
This project generally includes the abandonment and replacement of approximately 4,000 linear feet of primarily 6-inch asbestos cement pipe with 8-inch ductile iron pipe and contains various other pipe sizes and fittings including the installation of new valves, water services, and hydrants. A jack and bore of approximately 40 linear feet of 16-inch steel casing is also included.
The work must be completed within seventy-five (75) days following Notice to Proceed. The estimated construction cost for this project is $650,000.
The project plans, specifications and contract provisions may be reviewed at no cost through the City of West Linn’s website at http://westlinnoregon.gov/rfps or obtained through the City of West Linn Engineering Division at 22500 Salamo Road, West Linn at a cost of $25.00 per set. The City shall consider no bid unless the bidder is registered with the Construction Contractor Board and the bidder has complied with all prescribed public bidding procedures and requirements. The City of West Linn reserves the right to reject any or all bids, to postpone the award for 90 days, to delete certain items from the proposal, and to award the contract to the lowest responsive, responsible bidder.

JOINT WATER COMMISSION REQUEST FOR PROPOSALS (“RFP”) FOR MEDIUM VOLTAGE PROFESSIONAL AND TRADE SERVICES
Notice is hereby given that the Joint Water Commission (“JWC”) is requesting proposals for Medium Voltage Professional and Trade Services. The JWC desires to enter into a professional services agreement with a qualified individual or firm who can demonstrate competency and experience in providing Medium Voltage Professional and Trade Services to the JWC, due to the JWC’s need to have scheduled corrective and unscheduled reactive maintenance on medium voltage components at the JWC Water Treatment Plant.

The JWC may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law, may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the JWC as determined by the JWC, and may waive any minor informalities in any proposal.

The City of Scappoose is requesting proposals from qualified professional design-build teams to provide comprehensive services to design and construct two (2) 80’ x 11.5’ Bocce Ball Courts in Veterans Park. The design-builder will prepare construction documents in compliance with applicable codes and design criteria set forth in the Request for Proposal (“RFP”), procure contractors for construction, and manage all construction contractors.

Sealed proposals for LUSCHER FARM CSA for the City of Lake Oswego will be received by Jan Wirtz, Parks & Recreation Parks Superintendent, in the Parks & Recreation Department office at the West End Building at 4101 SW Kruse Way, Lake Oswego, Oregon, 97035 until 4:00 p.m., local time, on TUESDAY, OCTOBER 1, 2013.
The City of Lake Oswego is seeking a qualified Community Supported Agricultural (CSA) farmer to design, build, plant, grow and harvest approximately 9 acres (with access to 12.7 acres, approximately 2-3 acres under cover crop) of organic vegetable produce on Luscher Farm. This would include breaking ground, tilling, soil preparation & maintenance, irrigation from the well to fields, planting, harvesting and distribution of CSA shares to program shareholders.
The City of Lake Oswego wishes to continue program offerings at Luscher Farm, of which the CSA program is one of the offerings, while still maintaining the historic designation of this farm site. It is our desire to continue the educational component of the farm through the continuation of an organic CSA which will promote more understanding of the value of organic gardening, small community farming and innovative use of public lands. The property has been actively worked through our existing CSA program since 2003, and the City seeks to contract with a farmer who has the expertise in all areas of organic farming to continue our offering.

Sealed proposals will be received by Craig Allison, Property and Operations Manager for the Port of St. Helens, 100 E. Street, Columbia City, OR 97108 (mailing address: P.O. Box 190, Columbia City, Oregon 97018), until 11 AM local time on the 12th of June, 2013, at which time bids will be publicly opened and read.
The work contemplated consists of, but is not limited to, the following:
1. Installation of 22 New LED Airfield Signs
Engineers Estimate: $100,000
The contract time will be limited to 45 calendar days to substantially complete all work. A notice to proceed will not be given until the signs are delivered to the contractor. Liquidated damages will be charged at the rate of $ 500 per day should the contractor fail to complete the work within the time limit specified. Sundays and legal holidays shall be excluded in determining days in default.
Contract documents, which include one (1) set of 11×17 plans, may be purchased through American Reprographics Company (ARC) formerly known as Ford Graphics, 1431 NW 17th Ave, Portland, OR 97209, (503) 227-3424 and payment will be the cost of the reproduction. The proposed contract is subject to the following regulations:
1. Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the Owner of Public Work in Oregon.
2. The proposed contract is under and subject to Executive Order 11246 of September 24, 1986 and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. Bidder agrees to be bound by and will comply with the provisions of the Oregon Prevailing Wage Law (ORS 279C.870 and OAR 839-25) and, if applicable, the federal Davis-Bacon Act (40 USC 1377 et seq.), which provides for payment of not less than the applicable prevailing wage rate (state or federal, whichever is greater), including fringe benefits, the posting of wage rates on the jobsite, the furnishing of payroll certifications and other requirements. In addition, the Bidder will comply with ORS 279C.520 and ORS 279C.540 in the hours of employment and the payment of overtime.
3. Each Bidder must supply all information required by the bid documents and specifications.
4. To be eligible for award each Bidder must comply with the Buy American requirements which are contained in the specifications.
Each proposal must be submitted on the prescribed form and accompanied by a Bid Bond on the form bound within the Contract Documents or one similar, payable to the Port of St. Helens in an amount not less than five percent (5%) of the amount bid. The successful Bidder will be required to furnish a Performance and Payment Bond, each in the full amount of the contract price.
Each prospective Bidder is encouraged to attend a pre-bid conference to be held at 10AM, local time on May 30th, 2013 at the Scappoose Industrial Airpark west parking lot, next to the Scappoose RV Park, 34038 N Honeyman Road, Scappoose, OR. At this meeting, questions concerning the Contract Documents or proposed work will be discussed. Answers and clarifications will be in the form of written addenda to the contract and will be mailed to all prospective Bidders. Benessere Village is a mixed-use senior housing project in Hillsboro, Oregon. Cornelius Place is a mixed-use public library and senior housing project in Cornelius, Oregon.
