INVITATION FOR BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be accepted at Gaston School District, by Chrissy Jarvis, Business Manager, at 300 Park St, Gaston, Oregon 97119 until 3:00 PM Local Time, January 13, 2015 at which time and place bids will be closed. The bids will be publicly opened and read immediately after closing.

The project is a Design/Build consisting of the design and installation of a complete code compliant mechanical heating and cooling system for areas designated in the bid documents. Mechanical system to include but not limited to; heating/cooling system, outside air ventilation system, controls, electrical requirements, electrical capacity upgrade, roofing, structural review/modifications and associated refrigerant piping. Contractor to design to the latest version of the listed referenced standards.
The following deadlines and restrictions are applicable to the project: Contract must meet a Substantial Completion date of August 14, 2015.

A MANDATORY Pre-Bid Meeting will be held at 3:00 pm on December 17, 2014 at 300 Park St, Gaston, Oregon 97119.

All bids must be submitted on the proposal forms furnished to the bidders. Each bid proposal shall be submitted in a sealed envelope and plainly marked “GASTON SCHOOL DISTRICT GASTON ELEMENTARY SCHOOL MECHANICAL PROJECT” and show the name and business address of the bidder.  Each bid must be accompanied by an unconditional cashier’s check, certified check or surety bond of the bidder in the amount of ten percent (10%). Unsuccessful bidders will have their security refunded to them when the contract has been awarded.

Any objections to or comments upon the bid specifications must be submitted in writing to the attention of Mr. Jim Howell, Sr. Project Manager, HMKCO, 3665 Ballyntyne RD S, Salem, Oregon 97302.  To be considered, such objections or comments must be received at least FIVE (5) working days before the bid closing date.

This contract is for a public work subject to ORS 279C.800 to 279C.870 (the Oregon Prevailing Wage Rate Law).  BOLI wage rates will be applicable to this project.  The wage rates are included in the bid documents which are available as noted above.

No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is licensed by the Construction Contractors Board of the State of Oregon as required by ORS 701.035 and 701.055. Each bid must identify whether the bidder is an Oregon resident bidder, as defined in ORS 279A.120.

Bidder’s attention is directed to compliance with ORS 279C.370 regarding submission of the First-Tier Subcontractor Disclosure Form.  If the contract amount exceeds $100,000.00, the First-Tier Subcontractor Disclosure Form will be required and may be submitted either with the bid or within two (2) hours after the bid closing time and date at the bid site address.  Failure to provide the First-Tier Subcontractor Disclosure Form may result in bid rejection.

The District reserves the right to reject any or all bids, to waive formalities, and to postpone the award of the contract for thirty (30) days.  All bids and all prices quoted in bids shall be firm for a period of thirty (30) days after the bid closing date.

MAPLETON WATER MAIN RELOCATION PROJECT (#PW-13-09)

Sealed bids for the Mapleton Water Main Relocation Project will be received by Erich Lais P.E., Asst. City Engineer, at West Linn City Hall, 22500 Salamo Road, West Linn, Oregon, 97068 until 2:00 PM, Wednesday, December 4, 2013 when bids shall be publicly opened and read. Bids received after 2:00 PM on said day will not be considered. First Tier Subcontractor Disclosure forms shall be submitted not later than 4:00PM on the same day. Bids shall be clearly marked “Mapleton Water Main Relocation, Project #PW-13-09.” Bids shall be valid for sixty (60) days following bid opening. A mandatory pre-bid meeting will be held on November 20, 2013 at 2:00PM at West Linn City Hall. Statements made by the City’s representatives at the pre-bid meeting are not binding upon the City unless confirmed by written addendum. This project is a public works project subject to ORS 279C.800 to 279C.870.

This project generally includes the abandonment and replacement of approximately 4,000 linear feet of primarily 6-inch asbestos cement pipe with 8-inch ductile iron pipe and contains various other pipe sizes and fittings including the installation of new valves, water services, and hydrants. A jack and bore of approximately 40 linear feet of 16-inch steel casing is also included.

The work must be completed within seventy-five (75) days following Notice to Proceed. The estimated construction cost for this project is $650,000.

The project plans, specifications and contract provisions may be reviewed at no cost through the City of West Linn’s website at http://westlinnoregon.gov/rfps or obtained through the City of West Linn Engineering Division at 22500 Salamo Road, West Linn at a cost of $25.00 per set.
