NOTICE IS HEREBY GIVEN that the Forest Grove Planning Commission will hold Public Hearings on Monday, March 27, 2017, at 7:00 p.m. or thereafter, in the Community Auditorium, 1915 Main Street, Forest Grove, to review the following proposals: PROPOSAL: Site plan and design review for a 20,220-square-foot office and retail building; a 3,149-square-foot daycare facility, a drive-through coffee kiosk, and associated parking and landscaping Location: 3424 Pacific Avenue; 1943 Oak Street; and 1954 Poplar Street; Washington County Tax Lots 1S3 5BA-300, 500, 501 and 1700 Applicant: PacOak Development LLC (Jared Thompson) Owner: Same File Number: 311-16-000200-PLNG Criteria: The development must comply with the use, lot size, setbacks, building height, off-street parking and loading, access and egress, landscaping, signage and additional requirements of Development Code Section 10.3.300 et. seq. Commercial Zones and Section 10.8.000 et. seq. General Development Standards. The design must comply with the standards and guidelines as described in the Development Code Design Guideline Handbook Section 2 Commercial Corridor Focus Area. PROPOSAL: The applicant is requesting a variance to Development Code Section 10.8.905(F)(2) which requires that a parcel has at least 15 feet of frontage onto a public street. The need for the variance does not result from prior actions of the applicant or owner, or from personal circumstances of or caused by the applicant or owner, such as financial circumstances. B. To meet the need, the request is the minimum necessary variation from the Code requirement. C. The circumstances that apply to the site do not typically apply to other properties in the same vicinity or zoning district and are unique or unusual. At this time and place, all persons will be given reasonable opportunity to give testimony about these proposals. If an issue is not raised in the hearing (in person or by letter) or if the issue is not explained in sufficient detail to allow the Planning Commission to respond to that issue, then that issue cannot be used as the basis for an appeal to the City Council or the Land Use Board of Appeals. If additional documents or evidence is provided in support of the application, any party shall be entitled to a continuance of the hearing. Unless there is a continuance, if a participant so requests before the conclusion of the initial evidentiary hearing, the record shall remain open for at least seven (7) days after the hearing. A copy of the staff report will be available for inspection seven days prior to the hearing; copies will be available at cost.
