Blaine Street Stormwater Improvements – Phase 1

INVITATION TO BID: BLAINE STREET STORMWATER IMPROVEMENTS – PHASE 1 NEWBERG, OR Bids due: April 18, 2017 @ 2:00 pm Sealed bids for the construction of Blaine Street Stormwater Improvements – Phase 1 project for the City of Newberg will be accepted at the City of Newberg, 414 E First Street, Newberg, OR 97132, until 2:00 p.m. local time on Tuesday, April 18, 2017. Address bids to Paul Chiu, PE, Project Manager. At the same time, bids will be opened and publicly read aloud. Bids that do not arrive timely by mail or hand delivery, or bids without the first tier subcontractor disclosures within two hours of bid opening, will be returned by certified mail to bidders. An optional pre-bid conference is scheduled at 2:00 p.m. local time, on April 7, 2017 at the Newberg City Hall, 414 E First Street, Newberg, OR 97132. The proposed work consists of furnishing all materials, labor, equipment, and supervision for the construction of approximately 1315 lineal feet of storm sewer (6-36 diameter), outfall and embankment improvements, 111 cubic yards of filling existing storm lines with CLSM, and other related work. All work shall be substantially complete by September 29, 2017. All construction shall be fully completed by October 27, 2017. The Engineer’s estimated project cost range is $600,000 to $700,000. Plans, Specifications, Bid Documents and the Planholders List are available through the City’s website at https://bids. newbergoregon.gov/. Additionally, bidders shall submit all questions on the project through the City’s Bid Management website. Bidders are required, prior to submission of bids, to examine the site and specifications of the contemplated work. Perceived errors and omissions in the plans or the specifications shall be called to the attention of the Project Manager prior to April 14, 2017 at 10:00 a.m. so that an Addendum may be issued. Failure to do so on the part of the Bidder does not relieve Bidder of responsibility for a correct and completely finished job. All bidders shall be licensed with the Construction Contractors Board as required by ORS 701.035 to 701.055. The contractor and every subcontractor must have a public works bond filed with the Construction Contractors Board before starting work on the project, unless exempt under ORS 279C.836 (4), (7), (8) or (9). Additionally, the contractor shall include in every subcontract a provision requiring the subcontractor to have a public works bond filed with the Construction Contractors Board before starting work on the project, unless exempt under ORS 279C.836 (4), (7), (8) or (9). In addition, all bidders shall be compliant with all tax laws and the successful bidder shall carry Workers’ Compensation and Unemployment Insurance in accordance with ORS 656.001 through 656.794. To be eligible for award of City of Newberg construction contracts, bidders (prime contractors) must submit a City of Newberg prequalification application according to ORS 279C.430(1) at least ten calendar days prior to the bid opening date. The contractor for this project must be prequalified for classifications of work in roadway and underground utilities work. The City will reject bids from bidders who are not prequalified for the classifications of work indicated. Establishing requisite qualification with the City shall not be considered an informality. By signing the bid, the bidder agrees to comply with those provisions which state that workers on public works projects shall be paid not less than the current Region 3 prevailing rate of wage (see http://www.oregon.gov/boli/WHD/ PWR/Pages/PWR-Rate-Publications-2017. aspx). Each bid must be submitted on the prescribed form furnished in the bid document completely filled out and signed, in a sealed envelope, clearly marked that it is a bid, and have the bidder’s name and the project title on the outside of the envelope. Each bid must be accompanied by a certified check or bid bond payable to the City of Newberg, Oregon, in an amount of not less than ten percent (10%) of the total amount of the bid submitted. Include a fully executed Non-Collusion Affidavit and First-Tier Disclosure Form. Each bid must identify whether the bidder is a resident bidder, as defined in ORS 279A.120. The City of Newberg reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements and to reject for good cause any or all bids on a finding of the City that it is in the public interest to do so; and to accept the bid which is in the best interest of the City. No bidders may withdraw their bids for a period of sixty (60) calendar days after the date set for opening. When applicable, all bidding shall comply with President’s Executive Order No. 11246. All bidders shall comply with the applicable provisions of the Equal Employment Opportunity Act of 1972 and the Civil Rights Act of 1964. The successful bidder will be required to obtain a City of Newberg Business License prior to performing work within the City limits, and furnish Performance and Payment bonds from a surety for faithful performance of the contract in the full amount of the contract price.
