Portable Water Storage Reservoir Site Vulnerability Assessment

REQUEST FOR PROPOSALS: PORTABLE WATER STORAGE RESERVOIR SITE VULNERABILITY ASSESSMENT KLAMATH FALLS, OR Proposals due: May 25, 2017 @ 4:00 pm The City of Klamath Falls (City) is requesting Proposals from firms qualified for the: Potable Water Storage Reservoir Site Vulnerability Assessment The City is seeking a qualified consultant or consultants to complete a vulnerability assessment of each of the 20 water storage sites and the 22 potable water storage reservoirs (tanks) located at those sites which are owned and operated by the City. The City is specifically seeking assistance in the evaluation of each of the water storage sites and the water tank(s) at each site in an effort to identify site and tank vulnerabilities to acts of intrusion, vandalism, domestic terrorism and seismic events. This vulnerability assessment shall also include evaluation and determination of current condition(s) for each water storage reservoir. Items to consider should be overall condition of structure, condition of appurtenances such as ladders, vents and entry hatches also condition of interior and exterior coatings should be evaluated. The final product should provide a comprehensive assessment for each of the 20 water storage sites and each of the 22 potable water storage reservoirs including prioritization and justification for security and seismic upgrades as well as recommendations for repairs, reconditioning, rehabilitation and future maintenance activities. The final product shall utilize available commercial software and be capable of interfacing with the City’s Geographic Information System. Documents. Interested firms shall obtain a copy of the Request for Proposals (RFP), which outlines the information necessary to understand the consultant selection process and the required documentation, by visiting the City’s bids and proposals page at: https://www.klamathfalls.city/business/ request-for-proposals or visiting the Public Works Department, 2nd Floor of the City Hall Building, 226 South 5th St., Klamath Falls, Oregon 97601. Submittals. A pre-proposal meeting will be held on Wednesday, May 3, 2017, 1:00 p.m. at the Public Works Department conference room, 226 South 5th Street, 2nd Floor, to discuss the scope of work and answer any questions. Letters of interest and proposals shall be submitted no later than 4:00 p.m. on Thursday, May 25, 2017 to the City Recorder’s Office, 500 Klamath Avenue, Klamath Falls, OR 97601. Following evaluation of the submitted proposals by a selection panel, the City will evaluate and select finalists who may be invited to participate in an interview, or the City may elect to award the contract directly based on only the proposals.
