Concrete Footing Removal

CITY OF GRANTS PASS CONCRETE FOOTING REMOVAL Bids due: May 18, 2017 @ 2:00 pm INVITATION TO BID PROJECT NO. WA 5096 Sealed proposals for the concrete footing removal project for the City of Grants Pass will be received by the City Recorder at the City of Grants Pass Administration Office at 101 N.W. A Street, Room 205, Grants Pass Oregon, Attn: City Recorder, until 2:00 P.M., Thursday, May 18, 2017, at which time they will be publicly opened and read in the City of Grants Pass City Manager’s Conference Room, and after which they will not be received or accepted. First-Tier Subcontractor Disclosure forms will be received at the above-mentioned location and date, until 4:00 PM, local time. A mandatory pre-bid meeting for this project will be held at the City of Grants Pass Water Treatment Plant, 821 S.E. M Street, Grants Pass, Oregon 97526 on May 4, 2017 at 10:00 AM to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. The work contemplated consists of furnishing labor and materials for the removal of approximately 250 cubic yards of abandoned concrete bridge footing from the river bed. Work elements include in-water work, turbidity control and monitoring, and coordination with local jurisdictions to maintain river navigability and public safety. The use of explosives is not allowed. No proposal will be considered by the City of Grants Pass unless the Bidder agrees to be bound by and will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted. Bidders must be prequalified in conformance with Oregon Revised Statute 279C.430 or the Grants Pass Municipal Code. A prequalification form must be submitted to the City Offices FIVE DAYS PRIOR TO THE BID OPENING DATE in order for the bid to be considered. If the prequalification form is not submitted five days prior to the bid opening date or the bidder has not prequalified with the City within the previous 12 months, the bid will be automatically rejected, remain unopened, marked as Rejected and filed with the other bids. First-tier subcontractors must be prequalified with the City prior to the pre-construction meeting. The class or classes of work for which bidders must prequalify are the following: DEMOLITION AND RELATED EXCAVATION AND CLEARING, AND OTHER (IN-WATER WORK) If the bidder has prequalified with the City within one year prior to the Bid Opening, and such prequalification is for the call of work as stated above with no substantial change, then it will not be necessary to prequalify again for this bid. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of City of Grants Pass in an amount not less than 10 percent of the amount bid. The successful bidder will be required to furnish to the City of Grants Pass a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C. City of Grants Pass reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of City of Grants Pass. City of Grants Pass may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
