Qualifications Based Selection Professional Engineering Services

REQUEST FOR PROPOSALS: QUALIFICATIONS BASED SELECTION PROFESSIONAL ENGINEERING SERVICES ASHLAND, OR Proposals due: June 22, 2017 @ 2:00 pm The City of Ashland (City) is seeking proposals for professional engineering & planning services for development of Stormwater and Drainage Master Plan Update, Project # 2015-11. The City requests proposals for professional services required to review, evaluate and update of the 2000 Stormwater and Drainage Master Plan and update the Stormwater Systems Development Charges (SDCs) based on final updates to the plan. This project includes: Develop comprehensive project scope and timeline Review, analyze, validate and identify gaps in Ashland’s existing stormwater and drainage master plans and water sources Add any drainage basins not included in the 2000 Master Plan Evaluate current Federal and State regulations that pertain to Ashland’s stormwater system Analyze system staffing needs including, engineering and collection Attend City Council, and technical review committee meetings Develop financial plan for the stormwater program- to include staffing, capital projects, SDC and proposed rate structure Evaluate growth and demand modeling with respect to the water system projections Develop a life cycle stormwater infrastructure replacement schedule Develop a program paradigm for a city rain water catchment & reuse for irrigation and fire suppression Coordinate with the Water Master Plan consultant as needed so work is not duplicated Proposals must be physically received by 2:00 PM, June 22, 2017 in the City of Ashland Engineering Office located at 51 Winburn Way, Ashland OR 97520 or by mail at 20 E. All submittals by the proposer must be in hard copy form. Proposals are limited to fifteen (15) pages. The proposer must be registered as a Professional Engineer with the State of Oregon. Consultant selection will be based upon weighted criteria as cited in the Request for Proposal document. Standard selection criteria include, but are not limited to: project understanding, project team experience, and response time. The City of Ashland reserves the right to reject any and all proposals, to waive formalities or to accept any proposal which appears to serve the best interest of the City of Ashland.
