REED’S CROSSING – PHASE 1A & 1B, GREENWAY & BPA CORRIDOR PARKS, REED AVENUE

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission, at or shortly after 6:00 p.m., on Wednesday, June 14, 2017, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro, Oregon. At this hearing, the Commission will consider a request for a Modification to the approved Reed’s Crossing Infrastructure Planned Unit Development (Case File No.: PUD-006-15). The original PUD application established large parcels within the 463-acre site and the alignments for Cornelius Pass Road, Blanton Street and Kinnaman Street (east of Cornelius Pass Road). This PUD Modification is requesting preliminary plat approval for Phase 1A and conceptual approval for Phase 1B, the Greenway Park, the BPA Corridor Park, the residential architecture for the proposed attached and detached housing types, and the Reed Avenue alignment through the future town center. Future land use applications will address the details of the conceptual approvals. The concept plan for Phase 1A and 1B identifies the location of streets, lots, utilities and amenities. Phase 1A and 1B consist of 665 single family attached and detached houses. The Phase 1A preliminary plat consists of 353 of the 665 proposed lots. The applicant is also proposing Major and Minor Adjustments to the lot development standards for the SFR-6, SFR-4.5 single family residential zones, MFR-1 and MFR-2 multi-family residential zones, and MU-VTC Mixed Use – Village Town Center zone. The property owners are GLC South Hillsboro, LLC, and Hillsboro School District. The applicant’s representative is Bill Horning, Western Planning Associates, Inc. The subject properties can be specifically identified as Tax Lot 100 on Washington County Assessor’s Tax Map 1S2-10DD, Tax Lot 1600 on Tax Map 1S2-11 and Tax Lot 2600 on Tax Map 1S2-14 and are generally located north of SW McInnis Lane, south of SE Tualatin Valley Highway, east of SE 67th Ave/SW 229th Avenue and west of SW 209th Avenue. The applicable approval criteria for this application may be found in the Community Development Code (CDC), Section 12.80.100 for Modifications, Section 12.80.098 for Subdivisions, Section 12.80.154 for Minor Adjustments, and Section 12.80.156 for Major Adjustments. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopment code or in the Planning Department office. The staff report on this matter will be available on Wednesday, June 7, 2017 at 4:00 p.m. The staff report, the application materials, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at the address shown above, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference the Case File No. above on all written testimony. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
