INVITATION TO BID: EASTSIDE PARALLEL TAXIWAY – PHASE 1 A.I.P. NO. 3-41-0023-011-2017 GRANTS PASS, OR Bids due: June 27, 2017 @ 2:00 pm Sealed proposals will be received by The Josephine County Board of Commissioners at the Josephine County Courthouse, Room 63 (downstairs), 500 NW Sixth Street, Grants Pass, Oregon 97256 until 2:00 p.m. local time on the 27th of June, 2017, at which time bids will be publicly opened and read. Sealed proposals may also be sent by mail, but must be received by the date and time above. The work contemplated consists of, but is not limited to, the following: 1. Construction of a new 2,000 feet parallel taxiway and two connectors 2. Removal of an exit taxiway 3. Removal of existing FAA Visual Approach Slope Indicator (VASI) 4. Construction of new Precision Approach Path Indicator (PAPI) 5. Site Clearing and Grubbing The contract time will be limited to 90 calendar days to substantially complete all work. Liquidated damages will be assessed per Section 80-08 of the General Provisions should the contractor fail to complete the work within the time limit specified. Sundays and legal holidays shall be excluded in deter mining days in default. Contract documents will be available on Wednesday, May 31st, 2017 and may be procured from Oregon Procurement Information Network (ORPIN) as Document #C17022-1000-17: Obtaining ITB Documents: 1. Oregon Procurement Information Network (ORPIN): ORPIN is a website established and maintained by the State’s Department of Administrative Services. It is used by the State and other governmental agencies to advertise notices of bidding opportunities and announce contract awards. Josephine County utilizes ORPIN to advertise ITBs and post notices of changes to the ITB (via addenda). Bidders may obtain these ITB documents by registering on the ORPIN website and downloading them. Bidders should consult the ORPIN system regularly until closing to avoid missing any notices. Bidders without access to ORPIN may view copies at the addresses listed on page 2 of the ITB. 2. To Register on ORPIN: Go to the following website: http://orpin.oregon.gov/ope n.dll/welcome 3. Question and Answer Documents: Josephine County may post question and answer documents on ORPIN to respond to inquiries when Josephine County determines, in its sole discretion, the answers do not effect changes to the ITB. Question and answer documents provide clarifications and interpretations but do not change ITB requirements. 4. Posting of Notices: ORPIN is utilized by Josephine County for advertising ITB’s and for posting notices of changes to the ITB (via Addendum). Bidders must obtain the actual ITB documents themselves by accessing the ORPIN Internet Web site and downloading them. 5. ITB’s, Addenda and Attachments: ITB’s, including all Addenda and most attachments, are posted on ORPIN as part of the ITB document and will not be mailed to prospective Bidders. Bidders without access to ORPIN may view copies at the addresses listed on page 2 of the ITB. Bidders should consult the ORPIN System regularly until closing to avoid missing any Addenda. Suppliers List: Bidders must register on the ORPIN system and express interest in this ITB in order to be listed on the suppliers list. Bidders must be qualified in accordance with the applicable parts of ORS 279 in order to enter into a contract with the Owner of Public Work in Oregon. 2. The proposed contract is under and subject to Executive Order 11246 of September 24, 1986 and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. 3. All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor or the Oregon State Bureau of Labor and Indus tries, whichever is higher. 4. Each Bidder must supply all information required by the bid documents and specifications. 5. The EEO requirements, labor provisions, and wage rates are included in the specifications and bid documents. 6. Each Bidder must complete, sign and furnish with his or her bid a Certification of Nonsegregated Facilities and a statement entitled Bidders Statement of Previous Contracts Subject to EEO Clause
