REQUEST FOR PROPOSALS: QUALIFICATIONS BASED SELECTION PROFESSIONAL ENGINEERING SERVICES ASHLAND, OR Proposals due: August 1, 2017 @ 2:00 pm The City of Ashland (City) is seeking proposals for professional, engineering, planning and consulting services for development of Project 2016-31 Transportation System Plan Update. The project will include but is not limited to the following tasks: Develop comprehensive project scope and timeline for project Review and update current Transportation System Plan Chapters as needed Incorporate Climate Energy Action Plan and Downtown Parking Plan into analysis and decision making process Provide monthly status reports and attend periodic progress meetings Develop a project website Update Transportation SDC’s Present before and manage Advisory Committee meetings Provide final report and presentation materials Presentations to the Transportation Commission Presentations to the Planning Commission Preparation of the ordinance for the adoption of the TSP and Comprehensive Plan Amendment Presentations to the City Council Proposals must be physically received by 2:00 PM, August 1, 2017, in the City of Ashland Engineering Office located at 51 Winburn Way, Ashland OR 97520 or by mail at 20 E. Main Street, Ashland, OR 97520. Please direct all questions in writing to Scott Fleury, Engineering Services Manager at scott.fleury@ashland.or.us. Consultant selection is anticipated to result in the issuance of a contract for engineering services in the form provided in this RFP. Proposal documents are available from the Oregon Procurement Information Network (ORPIN) at http://orpin.oregon.gov/open. dll/welcome?language=En, Notice #KA1512-3-l 7. All submittals by the proposer must be in hard copy form. Proposals are limited to twenty (20) pages. The proposer must be registered as a Professional Engineer with the State of Oregon. Consultant selection will be based upon weighted criteria as cited in the Request for Proposal document. Standard selection criteria include, but are not limited to: project understanding, project team experience, and response time. The City of Ashland reserves the right to reject any and all proposals, to waive formalities or to accept any proposal which appears to serve the best interest of the City of Ashland. Scott A.
