REQUEST FOR QUALIFICATIONS: PARKS MASTER PLAN PROJECT PROJECT #: 284117 KLAMATH FALLS, OR Qualifications Due: September 28, 2017 @ 2:00 pm The City of Klamath Falls seeks a qualified team of park planners, landscape architects and facility architects to submit a response to a Request for Qualifications for the Parks Master Plan Project. Responses shall be addressed to Gina Johnson, Public Works Executive Analyst, City of Klamath Falls, PO Box 237, 226 South 5th Street, 2nd Floor, Klamath Falls, OR 97601. Responses will be accepted until 2:00 p.m., September 28, 2017. SCOPE of WORK: The selected Consultant will provide the City with professional services to realize the successful creation of a vibrant and innovative Parks Master Plan. This includes, but is not limited to, the following elements: Assemble and review of existing facilities, parks and program information through all available sources of documentation (current Master Plan), site visits, and interviews; Complete a community-wide statistically valid needs-assessment survey; Prepare for and facilitate a approximately six community forums (final number to be determined); Recommend design standards for the modernization and re-design of elements within the neighborhood park system that will maximize operational efficiency, usability of space, and conservation of resources; Update of park and facility inventory including an analysis of amenities to be used to ensure that the changing demographics and demands of the community are being met and that recreational trends of the future are planned for; Prioritization of future capital park and facility projects; Development of an implementation plan and schedule with estimated improvement costs; Identification and financial analysis of alternative funding opportunities to include revenue generation, user fee assessment, fundraising opportunities, corporate sponsorship, and assessment potential; Achieve community consensus and approvals from various City advisory groups and City Council. The project will require significant public involvement to develop, articulate and visualize future scenarios for the parks master plan and develop a consensus around priorities and objectives. A wide range of community participation methods may be utilized in addition to traditional public meetings. These include use of the web, social media, television and radio, participatory workshops and presentations to local groups. PROPOSED SCHEDULE: The anticipated project schedule is as follows: Request for Qualifications Published: August 30, 2017 Consultant RFI’s submitted (Statement Deadline): September 14, 2017 City response to RFI’s: Noon on Tuesday, September 19, 2017 Receive Consultant Proposals: September 28, 2017 Evaluation, Scoring and Consultant Interviews: Week of October 2, 2017 Consultant Fee Negotiation due: October 19, 2017 Anticipated Council Award: November 6, 2017 Notice to proceed: November 20, 2017 Plan complete: November 1, 2018 The City reserves the right to reject any Statements of Qualification from submitters who have not performed acceptably on past projects with the City or with others (this includes subcontractor relationships); and reserves the right to reject any Submitters whom the City determines cannot do the project within the project timeline and budget, or does not have the resources & financial stability to complete the project. The City reserves the right to postpone the award of the contract for sixty (60) days and may reject any submittal not in compliance with all requirements on these solicitation documents, and may reject for good cause any or all submittals upon a finding of the City that it is in the public interest to do so.
