NOTICE OF RECEIPT OF BALLOT TITLE Molalla Rural Fire Protection District #73 CAPTION: Local Option Replacement Levy to Maintain Fire, Emergency Medical Operations QUESTION: Shall the District levy $0.76 per $1000.00 of assessed value for five years beginning 2018-2019 for fire and emergency operations? This measure may cause property taxes to increase more than three percent. SUMMARY: Molalla Rural Fire Protection District #73 provides fire, emergency medical, and ambulance services to residents of Molalla and surrounding areas. District operations are funded through a property tax base and local option levy. If adopted, this levy would replace funding from the current levy that expires in 2019 and from a federal grant that will expire in 2018. Revenue from this levy would enable the District to retain existing firefighter/paramedic positions funded through the expiring federal grant. In addition, if adopted, the levy funds would: — Help ensure a second ambulance crew is available when one crew is already involved in transporting a patient. — Help maintain the District’s current ability to handle multiple emergency calls at the same time without having to wait for backup from neighboring districts. — Retain a total of 6 firefighter/paramedics with advanced life-saving skills that bring a near emergency room level of assistance to patients. For a home assessed at $170,000, the cost of this proposed levy would be about $130 for the first year. The requested rate will raise approximately $1,168,029 in 2018-2019, $1,203,070 in 2019-2020, $1,239,162 in 2020-2021, $1,276,337 in 2021-2022, and $1,314,627 in 2022-2023. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of estimate and may reflect the impact of early payment discounts, compression and the collection rate. This ballot title was filed with the County Clerk of Clackamas County on Wednesday, February 21, 2018. Voters have until 5:00 p.m. on Friday, March 2, 2018 to petition for review of the ballot title in the Clackamas County Circuit Court. Any voter filing a petition for review must also file a copy of the petition with the Elections Division, 1710 Red Soils Ct., Ste. 100, Oregon City, not later than 5:00 p.m. on the next business day after the petition is filed with the Circuit Court.
