NOTICE TO CONTRACTORS INVITATION TO BID THE CITY OF ST. PAUL HEREBY EXTENDS AN INVITATION TO SUBMIT BIDS FOR: PROJECT NAME AND LOCATION: CITY OF ST. PAUL, OR – HIGHWAY 219 SIDEWALK EXPANSION PROJECT BID CLOSING DATE: WEDNESDAY, APRIL 25, 2018 BID CLOSING TIME: 2:00 PM Bids submitted shall be filed in a plain sealed envelope no later than 2:00 p.m., Wednesday, April 25, 2018 addressed to the attention of City Recorder, City of St. Paul, 20239 Main Street NE, St. Paul, OR 97137. The outside of the envelopes shall plainly identify: (1) the Project name, (2) the Bid Closing time and date, (3) the Contractor’s name, and (4) the Contractor’s license number (per ORS 701). Any Bids received after the specified Bid Closing date and time will not be considered. Immediately following the filing deadline, the Bids will be opened and publicly read at the City of St. Paul, City Hall (at the above address). The project includes, but is not limited to, all labor, materials, and equipment necessary to complete the work for the installation of approximately 490 LF of 12-inch HDPE Storm Drain Pipe, 5 EA Concrete Storm Drain Inlets, 3 EA Concrete Area Drains, 130 TON of Level 3, 1/2-inch Dense HMAC, 480 LF of Concrete Curb and Gutter, 1,680 SF of Concrete Sidewalks, 1,450 SF of Concrete Driveways, 4 EA Concrete Sidewalk Ramps, and perform additional and incidental Work as called for by the Plans and Specifications. In addition, approximately 285 TON of petroleum contaminated soil has been identified within the excavation area that will need to be disposed of per the Project’s Special Provisions. Work to be done under the Contract shall not begin until July 9, 2018 and shall be completed no later than September 30, 2018. The City will NOT be holding a pre-bid meeting or site tour. The preliminary project cost range is approximately $180,000 to $230,000. Bidders must be prequalified by ODOT. Prequalification applications must be submitted according to ODOT’s prequalification procedures at least ten (10) calendar days before the Bid Closing date. The Class of Work for this Project is the combination of Earthwork and Drainage, Aggregate Bases, Asphalt Concrete Paving, and Miscellaneous Highway Appurtenances. Additional information concerning prequalification is available from the ODOT website at http://www.oregon.gov/ODOT/Business/Procurement/Pages/Bid_Award.aspx The Contract Documents may be reviewed and examined at the City of St. Paul City Hall at 20239 Main Street NE, (503) 633-4971, between the hours of 10:00 a.m. and 2:00 p.m., Tuesday through Friday, except legal holidays. Copies may be obtained upon payment of a non-refundable fee of $50.00 per set of Contract Documents. Bidders requesting that Contract Documents be delivered by mail are required to pay an additional non-refundable handling and postage fee of $25.00 per set. The Contract Documents are comprised of half-scale (11×17) Plans and Specifications. Copies of full-scale Plans may be obtained (provided a set of Contract Documents is also purchased) for an additional non-refundable fee of $150.00 per set of Plans. Each Bidder must posses a current set of 2018 Oregon Standard Specifications for Construction. All public improvements are required to conform to these specifications and Bid prices shall reflect these specifications. Standard Specifications are available from the ODOT website at http://www.oregon.gov/ODOT/Business/Pages/Standard_Specifications.aspx Each Bidder shall comply with the stated bidding requirements and all associated Bid forms provided in the Contract Documents. A ten (10) percent Bid Bond, certified check, or cashier’s check shall accompany each Bid and shall be forfeited if the Bidder fails to enter into a Contract with the City of St. Paul within fifteen (15) days after the dated Notice of Award. The successful Bidder will be required to furnish evidence of required insurance and furnish a faithful Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the amount of the Contract. No Bid shall be received or considered unless the Bidder is registered with the Construction Contractors Board for construction projects, as required by ORS 701.005 through 701.128, or licensed with the Landscape Contractors Board for landscaping projects, as required by ORS 671.530. Each Bid must contain a statement as to whether the Bidder is a Resident Bidder, as required by ORS 279C.365(h). Out of State Bidders may have a percentage added to their Bids in accordance with ORS 279A.120. Petroleum contaminated soil was identified within the Project, therefore; all construction, trench and environmental contractors working within the petroleum contaminated locations shall comply with all applicable environmental laws and as indicated in the Special Provisions and in ORS 459.005 through 459.997 and ORS 466.005 through 466.385. It is anticipated that the Contractor will NOT be required to hold an asbestos abatement license issued under ORS 468A.720. The City’s Contract contains a clause which incorporates by reference all of the provisions of ORS 279A-C which are applicable to public contracts and contains a statement declaring that the Bidder agrees to comply with the provisions of ORS 279C.800 through 279C.870 regarding payment of prevailing wages. Only State prevailing wage rates shall apply. Bidders on public works projects with a Contract value of $100,000 or more, as defined in ORS 279C.370, are required to disclose within two (2) hours after Bid opening, the Bidders certain first-tier subcontractors. The Bidder shall provide the information as required on the first-tier disclosure form provided in the Contract Documents. The City of St. Paul reserves the right to waive any informality or to reject any Bid not in compliance with all prescribed bidding procedures and requirements; and may reject any or all Bids.
