Construction Manager/General Contractor (CM/GC)

WASHINGTON COUNTY, OREGON CONSTRUCTION MANAGER/GENERAL CONTRACTOR (CM/GC) Proposals due: June 1, 2018 @ 2:00 pm REQUEST FOR PROPOSALS (2018.049P) Washington County, Oregon is requesting sealed proposals from qualified firms to provide Construction Manager/General Contractor (CM/GC) services for the construction of the Washington County Event Center for the Department of Support Services, Facilities & Parks Division. The Washington County Board of Commissioners authorized the use of an alternative bid method for contracting for the selection of a CM/GC contractor to provide these services at their Tuesday, April 24th, 2018 meeting. An informational pre-proposal conference will be held 2:30 p.m. Thursday May 17, 2018, in Facilities Main Building at 169 N. First Avenue, Hillsboro, Oregon 97124. Attendance is not mandatory, but is recommended for CM/GC firms wishing to submit a proposal for this project. Proposals must be received before 2:00 PM, Friday June 01, 2018, in the Washington County Department of Support Services Purchasing Division Office, Second Floor, Suite 226, 180 East Main Street, Hillsboro, OR 97124. Proposals received after the designated time and date, per the official bid clock located in Purchasing, will be returned unopened. The County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all proposals upon a finding of the County it is in the public interest to do so. A copy of the Request for Proposal document is posted on the Oregon Procurement Information Network (ORPIN) at http://orpin.oregon.gov. Proposal documents can be viewed and downloaded from the ORPIN site. Proposers are responsible for checking the ORPIN site for any addendums before submitting their proposals. The Washington County Board of Commissioners reserves the right to reject any and all proposals and to waive any and all informalities in the best interest of the County. Proposals must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Proposers must sign all forms, and in doing so agree to comply with the statement in the bid form regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage. All proposers must be registered with the Oregon Construction Contractors Board prior to submitting a proposal. Failure to be registered will be sufficient cause to reject a response as non-responsive. Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Proposers must conform to the requirements of these documents and all related, applicable laws. Contractor shall demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program.
